ETHICS AND BUSINESS CONDUCT UNIT

Alongside the Internal Justice Services units, EBC is one of the two major departments comprising the Ethics and Internal Justices Vice-Presidency (EIJ VPU) of the World Bank Group. The EIJ VPU reinforces the WBG culture by integrating functions related to addressing concerns and grievances arising from non-compliance with Staff Rules and promoting our corporate values. The EIJ VPU will strengthen compliance by ensuring that Ethics Business Conduct (EBC) and the Internal Justice Services (IJS) better serve staff.

EBC promotes the development and application of ethical standards by all World Bank Group staff. To foster an ethical and value-based culture, EBC’s mandate includes the following key areas:
• Policies: Standard setting through the design and stewardship of ethical policies, practices, decisions, and behaviors; EBC is also responsible for defining the Core Values of the WBG and 2 for drafting the Code of Ethics, and the rules, procedures, and guidelines regarding ethical behaviors and conflicts of interest.
• Misconduct investigations: EBC reviews allegations of misconduct and carries out fact-finding investigations leading, when relevant, to a report to the People and Culture Vice President (PaC VP) who may on that basis, decide to impose sanctions on the staff who perpetrated misconduct
• Promoting best practices and developing ethics awareness: EBC cooperates with other international organizations, and with research or academic institutions to identify and promote best practices and to disseminate expertise, inside and outside the WBG, regarding the most current and prominent ethical issues.
• Advisory: Advising staff and institutional units by sharing ethics expertise, spotting trends, and providing counsel on conflicts of interest and compliance-related issues.
• Declarations of Interest Programs: EBC administers both the Senior Leaders program, with publication of key elements on the internet, and the confidential staff program whereby over 5,000 staff comply with the obligation to file.
• Training: EBC designs and delivers both facilitated and e-learning courses to promote adherence to the WBG Core Values and desirable behaviors, and to prevent conflicts of interest, harassment, sexual harassment, and other forms of misconduct or unacceptable behaviors
• Anti-Harassment Coordinator: EBC addresses inappropriate behaviors related to harassment or sexual harassment even when such behaviors do not rise to the level of misconduct or in the absence of sufficient evidence to prove misconduct

The EBC Strategic Plan 2022-25 is focusing on key priority areas, including:
• fostering prevention; including developing leader-specific training and new outreach offerings, such as a module on bystander interventions,
• enhancing compliance; including developing a registry of outside activities and developing lessons learnt not only on the basis of misconduct or inappropriate conduct allegations but also on the basis of Advisory cases and discussions with Senior Leadership,
• ensuring accountability; including identifying and addressing inappropriate management styles on the basis of allegations of harassment received by the AHC and enhancing the monitoring function that the AHC has implemented as a prevention mechanism against retaliation,
• contributing to an ethical workplace culture, including through establishing permanent presence in regional hubs; and,
• promoting excellence in EBC, including by developing data analytics and developing our relationships with external organizations.

Reporting Relationship: The Chief Ethics Officer, who heads EBC, reports to the EIJ Vice President. They shall be appointed for a period of five years and this appointment may be renewed by the EIJ Vice-President for one additional five-year term.

Duties and Accountabilities

The WBG Chief Ethics Officer is expected to be an experienced and dynamic individual who is a recognized leader combining technical expertise, leadership skills, and a strong ability to navigate the complexities of a large and diverse organization such as the WBG.

The Chief Ethics Officer will be responsible for the EBC day-to-day business and management. They will provide leadership to various units in EBC and will be expected to work closely with the Internal Justice Services and colleagues across the institution to help improve effectiveness and efficiency of the EIJ VPU services. They will be accountable for performing, modeling the behaviors, and providing leadership in their areas of responsibility. Accountability means being answerable for managing results, quality, risks, coordination with broader institutional initiatives, and compliance with Bank policies and procedures. The WBG Chief Ethics Officer’s duties are expected to include, but are not limited to, the following:
• Overseeing the effective implementation of EBC’s key strategic priorities;
• Leading the development and application of the highest WBG ethical standards;
• Promoting a sustained “speak up” institutional culture, in which all individuals are encouraged to seek advice and raise concerns regarding ethical issues;
• Addressing inappropriate behaviors, including racism and racial discrimination, within EBC’s mandate and in close coordination, as needed, with other EIJ units;
• Ensuring the highest standards of service and maximizing the added value of EBC’s input into the World Bank Group’s activities;
• Supporting the EIJ Vice President in building credibility and reinforcing trust in the EIJ VPU as it implements its mandate;
• Coordinating closely EBC’s engagement with other units in the EIJ VPU, and more broadly with all key stakeholders across the WBG, to achieve the highest standards of Ethics and Internal Justice services provided to World Bank Group staff;
• Building strong partnerships with relevant departments that collaborate with EBC both downstream and upstream;
• Supporting the World Bank Group in reaching its objectives in accordance with high institutional ethical standards;
• Providing leadership in EBC initiatives, communications, and outreach;
• Taking the lead on high-priority special initiatives and projects related to EBC work, and in resolving complex and sensitive issues;
• Developing a strong understanding of international best practice in relevant subject areas;
• Providing periodic reports to the Office of the President on issues and trends relating to the ethics and business conduct functions;
• Serving as EBC’s focal point in the EIJ network, and working closely with other members of the EIJ Vice Presidency to attain sustained improvement in service;
• Supporting the delivery of EBC’s day-to-day work program;
• Providing leadership, direction, coaching, and feedback to develop a high performing and talented team;
• Ensuring adequate flow of information within and across teams;
• Providing leadership and oversight in EBC’s office administration;
• Ensuring that deployment of EBC’s resources is consistent with Resource Management rules, policies and internal controls; and
• Representing EBC, the EIJ Vice Presidency, and the World Bank Group in internal and external fora.

Selection Criteria
• Minimum of a Master's degree in a relevant discipline (e.g., economics, finance, public policy, business administration, law, etc.) and 15 years of relevant experience or equivalent combination of qualifications and experience;
• Demonstrated ability to address sensitive matters with the highest level of integrity, impartiality, tact and discretion;
• Institutional knowledge, with the ability to understand and balance operational issues, management priorities, and risk concerns;
• Demonstrated ability to represent the World Bank Group externally and/or lead discussions at the highest official levels;

The DD Global Practice is led by a Director supported by seven Practice Managers and Program Managers with specific regional responsibilities and global responsibilities. The ET Consultant will be responsible for:

• Participate in developing and implementing digital/ICT sector strategy, reform roadmaps and assists in country-specific policy work and implementation plans.

Selection Criteria

• Working knowledge of the ecosystem of inter-related policies, strategies, institutions, laws and regulations relevant to the ICT sector and digital transformation of economies and societies
• Strong conceptual and analytical skills, including using metrics and indicators to determine targets for digital transformation, take stock of developments over time, and use data driven results monitoring as an instrument to advance policy reforms and investments.

The Sustainable Development Practice Group helps countries tackle their most complex challenges in the areas of Agriculture; Climate Change; Environment and Natural Resources; Social Development; Urban, Resilience and Land Development; and Water.

The Sustainable Development Practice Group hosts an Office of the Chief Economist. The major functions of this Office are to support knowledge intensive activities in the Sustainable Development Practice Group, undertake research, promote collaboration and to liaise with the academic community. Roles & Responsibilities:

• Lead and provide high quality reviews of important World Bank reports such as SCDs and CPFs, including managing and curating inputs from other specialists across the Practice Group;
• Develop and contribute to high-profile and technically demanding reports, that includes developing state-of-the-art approaches in applied economic analysis and econometrics;
• Oversee the preparation of, and produce, a range of high-quality policy papers, policy notes and reports as requested;
• Assist in the development and use of diagnostic tools and approaches for evidence-based assessments that could influence operational interventions;
• Assist GPs and country teams in analyzing sustainability related challenges to economic growth/productivity, including those emerging from human capital, natural resource degradation and allocative inefficiency;
• Provide high quality reviews for corporate products, quality control of deliverables, external reports and other documents as requested;
• Assist in the other tasks such as activities for the community of practice for Economists, BBLs, learning clinics, etc.;

Selection Criteria

• Ph.D. degree in economics with at least eight (8) years of relevant professional experience, including a track record of delivery of high quality analytical and advisory products.
• Strong analytical skills in econometrics, combined with demonstrable expertise in at least one of the following sub-disciplines: resource economics, agricultural economics, public economics, environmental economics, water economics, or urban economics.
• Familiarity with, and a track record of, commenting on corporate documents such as SCDs, CPFs, CCDRs, and CENs.
• A track record of outstanding report writing and communications skills.
• Proven ability to conduct policy-relevant research with publications in both academic journals and World Bank flagship publications.
• Strong oral communication skills, including the ability to present complex analyses to non-specialist audiences.
• Ability to work flexibly on a range of assignments and adjust to a variety of complex evolving tasks to meet deadlines.

Background

PEFA is a global initiative with an overarching objective of strengthening public financial management (PFM) systems and promoting more coherent and effective approaches to PFM reform. The PEFA assessment tool, the main product of the initiative, is designed to identify the strengths and weaknesses of PFM systems at national or subnational level. Supplementary frameworks were developed during Phase 5 to assess how countries’ PFM systems account for aspects of climate change and gender equality.

The PEFA program seeks to achieve this objective through the application of PEFA frameworks, the analysis and use of PEFA assessment results by countries and the broader community of development partners, civil society representatives and researchers, research, and complementarity with other PFM analyses. The PEFA methodology has been used more than 750 times in over 155 countries and is considered a gold standard for PFM assessments. Since the introduction of the supplementary frameworks, governments and their development partners are combining PEFA products to get the most from their assessments to prepare countries’ PFM reform action plans. PEFA 2016 combined with one supplementary framework is called PEFA+ and with two, PEFA++.

PEFA is a partnership program, initiated and managed by nine international development partners: the European Commission, International Monetary Fund, the World Bank, French Ministry of Foreign Affairs and Development Agency (AFD), Norwegian Ministry of Foreign Affairs, Swiss State Secretariat for Economic Affairs, the Foreign Commonwealth & Development Office (FCDO), The Ministry of Finance of The Slovak Republic and The Ministry of Finance of the Grand-Duchy of Luxembourg. Representatives from nine partners form the PEFA Steering Committee that defines the strategic orientation of the PEFA initiative, and an annual work program implemented by the PEFA Secretariat. Phase V of the PEFA Program commenced in 2017 and will be followed by PEFA Phase VI that is expected to start in 2023.

Objective of the consultancy

The objective of the consultancy is to assist the PEFA Secretariat in the quality assurance review of PEFA assessment reports. The consultant will supplement the PEFA Secretariat team in undertaking quality reviews of PEFA assessment reports. These reports may use PEFA 2016 for central governments, the revised Guidance for subnational governments, the supplementary PEFA Gender and Climate Frameworks, and the service delivery module.

Activities

The Consultant’s tasks will include:

1. In a team led by a lead reviewer from the PEFA Secretariat, review of PEFA-assessment reports, current and proposed methodology, as part of the report quality review services offered by the Secretariat:

a. using a standard format prepared by the PEFA Secretariat;

b. contributing to the reconciliation of reviews findings/comments with the lead reviewer;

c. supporting the lead reviewer in drafting their comments, as needed;

The reviews will be assigned by the Head of the PEFA Secretariat on a case-by-case basis. They are usually to be completed and reconciled within 9 working days from the assignment.

2. As directed by the Head of the PEFA Secretariat, undertake other tasks related to PEFA reports (including review of past published reports for identifying trends / messages, supporting PEFA training/webinar events etc).

Inputs and Timeframe

The announcement will be launched during the month of February and the process is expected to be completed around mid-March 2023 or by end March 2023.

But the assignment will commence at the start date stipulated on the contract.

The initial consultancy will be up to 50 working days for FY23. The number of days to be spent for an assignment will be determined for each report by the Head of the PEFA Secretariat, depending on the complexity (standalone report, PEFA+, PEFA++ or set of subnational reports).

The reviews will be performed as follow:
• If the consultant is based in their home country (out of the USA), from the consultant’s home base,
• If the consultant is based in Washington DC, from the consultant’s home according WBG requirements with occasional visits to the WB office when there is an ongoing assessment review,
• In both cases, travel to countries for training delivery, where assessments are ongoing or to the PEFA Secretariat in Washington DC for internal training delivery and experience sharing with colleagues may be required.

Organization and Reporting

The consultant will be engaged on STC contracts with the World Bank and report on a day-to-day basis to the Head of the PEFA Secretariat. The consultant must keep the Head of the Secretariat informed on any of his/her other PEFA related work in order to avoid conflict of interest.

Qualifications

The consultant must be specialist in Public Finance Management, holding a relevant, high level academic qualification, such as Master’s in Finance, Accounting, Economics or related field or equivalent professional certification like ACCA, CPA etc.

Additional requirements include:
• At least 10 years of post-qualification experience, of which a substantial part in managing, developing and/or assessing PFM systems in low and middle-income countries.
• Intimate knowledge of the PEFA PFM Performance Measurement Framework and its application, including experience in undertaking, reviewing, or implementing PEFA based assessments. Exposure to PEFA assessments is an advantage.

Background:

The World Bank Accountability Mechanism (AM) is an independent complaints mechanism for people and communities who believe that they have been, or are likely to be, harmed by a World Bank-funded project.

The AM is headed by the Accountability Mechanism Secretary (AMS), supported by the Accountability Mechanism Secretariat (AMSEC). The AM comprises two constituent parts, the Inspection Panel (Panel), which receives Requests for Inspection from project-affected communities and conducts independent compliance reviews, and the Dispute Resolution Service (DRS), which facilitates a voluntary and independent dispute resolution option for Requesters and borrowers in the context of Inspection Panel Requests for Inspection.

The DRO reports to the AMS and works under the daily guidance of the Head of Operations, Dispute Resolution (HODR) and the Senior Dispute Resolution Officer, as relevant. The DRO may be responsible for the management of DR cases, as assigned by the HODR. The DRO will provide regular updates to colleagues and to the AMS as required.

The DRO takes an active role in dispute resolution process. S/he will maintain manage communication with the mediation team and the parties in a specific case as necessary. The DRO shall provide professional advice to the mediators and other dispute resolution professionals assigned to the case as required, ensuring that AM operating procedures are adhered to, and that guidance from the AMS is implemented.

The position is based in Washington, DC, and may involve frequent travel abroad.

Key responsibilities include:

- Provide dispute resolution advice and input to mediators and parties during a dispute resolution process, such as process design, capacity-building for parties, mediation strategy, etc.

- Support professional development of DRS mediators/facilitators.

- Provide regular, concise updates to DRS on all casework assigned.

- Participate in dispute resolution decision missions, in support of the AMS.

- Document and file all relevant casework, following established internal procedures.

The HR Client Service Department is seeking to recruit 3 HR Analysts to provide high-level analytical support to the HR Managers/HR Business Partners and carry out periodic and project work aimed at improving the services of the teams in the following HR related areas: career development, performance and talent management, compensation, benefits, global mobility framework, and other HR related issues in a prompt manner.

Duties and Accountabilities

• Develop a strong understanding of the rationale underlying HR policies to guide staff and management in the interpretation of such policies & procedures.
• Support the implementation of overall HR Programs and deliverables.
• In collaboration with HR Business Partner(s), implement the Career Development and Mobility Framework including staff rotations and recruitments
• Use the existing HR information systems, conduct general research, analysis, and interpretation of data; provide information regarding staffing issues and prepare summary reports and presentations as needed to strengthen HR’s support business objectives and global footprint. This includes not only data retrieval but also interpretation and write-up of analysis and recommendations on an independent basis with minimum supervision.
• Provide ad-hoc salary and competitive promotion analysis as needed and guide the clients on such.
• Work across the teams to assist in the development of best practice reports, presentations, metrics that create consistent approaches and practices in these areas.
• In consultation with relevant subject matter experts, troubleshoot and problem-solve process and data issues when they arise and develop quality assurance practices to catch and resolve issues.
• Support HR Department’s initiative to improve data quality and accuracy in systems.
• Design innovative and customized reports and templates based on assessed client needs to fill information gaps and enable strategic decision making.
• Use developed templates, tools, and systems to manage HR processes, support client teams with the delivery and implementation of key HR products, processes, and services such as: performance management, talent management, recruitment, onboarding, workforce planning, Diversity and Inclusion etc.
• Prepare regular staffing analyses, formal reports, briefs, or presentations to the team and/or for guidance to clients.

Selection Criteria

• Master’s degree in Data Science, Human Resource Management, Business Administration, Accounting, Engineering, Finance, or a similar field and 2 years of relevant experience; or equivalent combination of education and experience
• Strong analytical skills; demonstrated ability to conduct research and analysis; able to articulate issues and recommend solutions to aid management in decision-making
• Sound experience with data science: ability to undertake preprocessing of structured and unstructured data; analyze large amounts of information to discover trends and patterns; Combine models through ensemble modeling; and present information using data visualization techniques
• Ability to support Senior Staff and Managers effectively
• Proficiency in all HR Systems and Microsoft Windows applications, namely Excel, Word and Power Point, including advanced spreadsheet design, lookup tables, manipulation, and analysis skills
• Solid knowledge of core HR areas: compensation/benefits; strategic staffing, learning and training; performance management, career development, staffing and recruitment, and case management
• Able to “roll up sleeves”; has the flexibility to engage in all aspects of HR work, from identification of issues to implementation of solutions
• Strong oral and written communications and presentation skills, ability to translate complex data for a variety of audiences, and experience with preparing client-ready materials
• Strong quality control orientation; attention to detail
• Demonstrated ability to work in a fast paced and dynamic work environment
• Ability to build strong working relationships with counterparts across HRD and the World Bank Group

The Talent and Career Development Center of Expertise is responsible for providing integrated frameworks for performance management, conducting talent reviews, creating listening mechanisms to capture employee experience, mobilizing staff to required roles, enabling succession management to identify, develop and deploy leaders and providing career resources and advice to clarify roles and expectations at each level.

The work program requires in-depth expertise in the areas of employee listening and engagement, engagement surveys design and delivery, talent management, as well as strong client relationship management and teamwork.

The position is based in Washington, DC and reports to the Manager, Talent and Career Development in the Human Resources Vice Presidency.

Duties & Accountabilities
• Contribute to the enhancement of the employee listening and engagement survey and long-term strategy that meets the business needs and supports business priorities with high engagement of our workforce. Bring together pulse surveys, life-cycle surveys, 360 feedback assessments and other experience data.
• Lead the development, implementation, facilitation, analysis and reporting of employee engagement practices; partners with HRBPs and other stakeholders to identify manage action plans.
• Manage and deliver annual, bi-annual and life-cycle employee listening strategies to include survey deployment and results analysis and socialization.
• Develop and implement impactful manager and employee enablement initiatives post-survey to facilitate enterprise-wide action management and continued visibility to impact employee voice has on business planning and strategy development.
• Contribute to the development and facilitation of training related to employee listening and engagement.
• Provide direction and oversight to external consultants and vendors as necessary.
• Monitor and assess the effectiveness of programs implemented through trend analysis of program outcomes, interviews with management and staff, etc.
• Build relationships and engage with key internal and external stakeholders to better understand client needs; understand the linkages with other HR functional areas and collaborate with colleagues across the Human Resources Department; liaise with other International Finance Institutions; prepare and deliver high quality communication materials for a variety of audiences.

• Proven expertise in leading HR/talent management practices, especially employee engagement practices and approaches including measuring employee engagement via surveys and driving engagement via action management.
• Experience utilizing AI/ML solutions, designing and delivering employee listening mechanisms (surveys, focus groups, 1~1 interviews, 360 assessments, etc.) to produce actionable insights and monitoring for action management.
