ORGANIZATIONAL CONTEXT

The Independent Oversight Advisory Committee (IOAC), previously called the Audit Committee, serves in an expert advisory capacity and provides independent, expert advice to the Executive Board and the Executive Director in fulfilling their governance responsibilities, including ensuring the effectiveness of WFP’s internal control systems, risk management, audit and oversight functions, and governance processes. The IOAC aims to add value by strengthening accountability and governance within WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

The specific responsibilities of the IOAC include advising the Executive Board and the Executive Director on the following:
• Internal oversight/internal audit/investigation function: provide advice on the independence and mandate of the Office of the Inspector General; review its budget and staffing requirements; review its overall performance and issue related recommendations, provide advice on the selection and performance of the Inspector General and Director, Oversight Office and on the annual plan for oversight activities;
• Risk Management and Internal Controls: the effectiveness of WFP's internal control systems, including risk management and internal governance practices;
• Financial Statements: issues arising from the audited financial statements of WFP, and reports to WFP management and the Executive Board produced by the External Auditor;
• Accounting: the appropriateness of accounting policies, standards and disclosure practices and any changes and risks in those policies;
• External Audit: the External Auditor's work plan and reports, including any comments for consideration by the External Auditor in the independent determination of their work plan and issued reports; the IOAC may provide, upon request of the Executive Board, advice on the selection of the External Auditor, including the costs and scope of the services to be provided, and to the Executive Board regarding the fees charged by the External Auditor and on extensions of the audit work or additional work required of the External Auditor;
• Values and Ethics: the systems established by WFP to maintain and promote international civil service values, and to ensure compliance with applicable norms and policies, and high standards of integrity and ethical conduct, to prevent conflicts of interest and misconduct; and
• Allegations of Inappropriate Activity: the process for handling and investigating significant allegations.
• Evaluation: evaluation policy; evaluation strategy and charter; annual work plan and budget; quality assurance systems for the evaluation function; and external assessments. Review the effectiveness of the evaluation function and provide a forum to discuss matters raised in WFP evaluations;
• Management response and follow up: provide advice on the adequacy of management response and follow-up to audit, ethics, ombudsman and evaluation recommendations

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:
• Advanced university degree in Finance, Accounting, Business, Economics, Law and related Social Sciences or a first degree with additional professional experience

Experience:

You have:
• At least 15 years of progressively responsible Senior Management experience in Finance, Audit, and/or Evaluations;
• Proven experience in organizational governance and accountability structures, including risk management.
• Ideally, professional experience in project preparation, appraisal, management, administration, and evaluation

Language:

You have:
• Fluency (level C) in the English language.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, working in over 80 countries. WFP envisions a world with zero hunger where everyone has equal opportunities, equal access to resources and an equal voice in the decisions that shape their lives, including as individuals within households, communities, and societies. For WFP, pursuing gender equality and women's empowerment is central to supporting nations to achieve Sustainable Development Goals by saving lives and changing lives.

The newly approved Gender Policy 2022 focuses on three objectives to address the gender inequalities that continue to exacerbate food insecurity and poor nutrition outcomes: I) Achieve equitable access to and control over food security and nutrition; II) Address the root causes of gender inequalities that affect food security and nutrition; and III) Advance the economic empowerment of women and girls in food security and nutrition.

RBP developed a regional gender strategy for 2023-2025 through participatory consultations and identified key issues to address and work on in the LAC region. One of them is to promote the role of women and adolescent girls in the processes of risk management and emergency preparedness and response at national and local levels and in the spaces of inter-agency collaboration in which WFP participates. This should be done through the generation of evidence, discussion spaces, training, and sensitization, and the provision of practical guidelines. Another important topic to work on is ensuring the equitable and qualified participation of women and men in all their diversity in emergency response, promoting equitable relations in the processes, ensuring their protection, and establishing bases for actions and modalities of intervention that promote the transformation of gender relations, within the framework of the humanitarian action/peace/development nexus.

To contribute to evidence and identify good practices in the LAC region in incorporating a gender approach in disaster risk reduction and emergency preparedness and response, the gender team in RBP requires the services of a consultant. The consultant will analyse experiences from different country offices through secondary data analysis, key informant interviews and two case studies in the field. The objective is to understand what the factors of success were and what are the challenges that WFP is facing in incorporating a gender and protection approach into country capacity strengthening at national and local level in the areas above mentioned. The final report will also provide recommendations for WFP future actions and develop a guideline document about what WFP country offices should do to mainstream gender and protection in those areas.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Programme Policy Officer, and in collaboration with RBP Gender and EPR team, the consultant will:
• Develop a short inception report presenting the workplan, methodology to be used, the interview questions, a list of stakeholders to interview, a template for the final report. The focus should be on how WFP advocated for and provided technical assistance to national and local partners to integrate a gender and protection approach in the areas of emergency preparedness in general and response to the hurricanes in the Caribbean area. The analysis will need to look at how women and girls and women’s organizations were involved in local emergency committees.
• Carry out a literature review of frameworks, documents, guidelines and tools about integration of gender in emergency preparedness and disaster risk reduction work carried out by UN agencies, INGOs and local organizations and governments in Latin America and Caribbean, identifying examples of entry points for strengthening a gender and protection approach. The literature review should be done according to the Sendai Framework’s priorities that are: 1) Understanding disaster risk; 2) Strengthening disaster risk governance to manage disaster risk; 3) Investing in disaster risk reduction for resilience; and 4) Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction. It should also look at reports about the response to hurricanes in the Caribbean (for example Eta e Iota).
• Carry out interviews with key informants in a sample of country offices about how they see WFP integrating gender in emergency preparedness and disaster risk reduction, both directly as well as indirectly, highlighting challenges, opportunities and lessons learned. Such informants will be WFP officers (EPR officers and gender officers) and representative from government counterpart and partner organizations, including women organizations.
• Conduct two case studies to gather in situ primary data on the integration of gender into the emergency preparedness and response processes in two countries (among Nicaragua, Ecuador, Dominican Republic, Cuba or Barbados) ensuring information is collected from a variety of sources, including local women’s organizations. The analysis should delve into specific factors that worked well and did not work as expected in the capacitation of women on emergency preparedness and the leadership roles women take in the local emergency committees.
• Prepare a report presenting a summary of the findings, including success factors and recommendations. The report should follow the same structure as the literature review (be aligned to the Sendai Framework’s priorities) and highlight how the guidelines and the preparedness actions taken were implemented during the hurricane response.
• Based on the previous tasks, develop a factsheet on how to improve integration of a gender perspective and the participation of women and girls in emergency preparedness.

DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:
• Inception report
• Final report in Spanish with literature review, systematization of WFP experiences supporting national and local emergency preparedness systems that apply a gender transformative approach, including recommendations. The report will include a two-page executive summary both in English and Spanish and a guideline document on how to strengthen the integration of gender and protection and the participation of women in the emergency preparedness activities
• Two case studies report on specific countries explaining factors for success and lessons learned.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree (master’s degree) in one of the following fields: social sciences, development economics, international development disaster preparedness, humanitarian response, gender or other related fields, or First University degree with at least 10 additional years of relevant work experience.

Experience:

At least 5 years of postgraduate progressively responsible professional experience in designing, implementing or evaluating emergency preparedness and response programmes, and/or working on gender in emergency preparedness and response work and/or working on risk management cycle. Experience working with WFP is an asset.

Knowledge and Skills:
• Prior experience in writing and editing lessons learned reports and technical guidance.
• Demonstrated capacity to produce high-quality written documents in Spanish.
• Gender and/or protection in humanitarian response knowledge and skills.
• Knowledge of operational constraints in humanitarian contexts and analytical and problem-solving skills is required.
• Knowledge of risk management cycle and/or emergency preparedness projects is required.
• Knowledge of the regional context regarding disaster risk assessment, emergency preparedness, mitigation, as well as integrated risk management.
• Knowledge of participatory methodology is required.
• Experience in carrying out qualitative analysis of data is required. Knowledge of ATLAS, NVivo, or other coding and analysis tools is an asset.
• Ability to work as part of a team, participate in open dialogues, and value diverse opinions.
• Knowledge of applicable institutional framework on Disaster Risk Reduction (such as the Sendai Framework for Disaster Risk Reduction 2015-2030) or gender in humanitarian action (such as IASC manual) is an asset.

ABOUT Monitoring and Evaluation Officer (P2)

The Monitoring and Evaluation Officer positions cover both the Monitoring and the Evaluation functions in WFP in the generation and use of evidence that helps ensure that WFP programme design and response are informed by evidence and meet beneficiaries, demonstrates the impact of WFP’s operations on the lives of beneficiaries and promotes accountability and learning across the organization.

ORGANIZATIONAL CONTEXT

These positions are found primarily in WFP Country Offices (CO), covering both the Monitoring and Evaluation Functions. Positions can also be found in Regional Bureaux (RB) and Headquarters (HQ), where some might be specialized in either Monitoring or Evaluation. In COs, the job holder will report to the Country Director or the designate with functional oversight from the Regional Monitoring Adviser and Regional Evaluation Officer. In RBs, the job holder will report to the Regional Monitoring Adviser and/or Regional Evaluation Officer. In HQ, the job holder will report to the Director or his/her designate of the Research, Monitoring and Assessment Division (RAM), Office of Evaluation (OEV), Corporate Planning and Performance Division (CPP) or other HQ Divisions.

JOB PURPOSE

Job holders at P2 level are expected to support the development and implementation of Monitoring, Review and Evaluation Strategies and Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner to build monitoring and evaluation strategies with key stakeholders.

At HQ level, Monitoring and Evaluation officers contribute to development of normative frameworks and corporate guidance and tools which guide the entire Monitoring and Evaluation cycle.

At regional level, M&E Officers provide inputs and support the implementation of the regional monitoring and Evaluation Strategies, frameworks and guidance.

At regional and HQ levels, M&E Officers support HQ/OEV commissioned evaluations as research analysts and may also support RB commissioned evaluations.

KEY ACCOUNTABILITIES (not all-inclusive)

As a M&E Officer P2, you will be responsible for the following key duties (in four areas):

Area 1: Monitoring and Evaluation Strategies and Plans
• Provide inputs to the development of country/regional/headquarters M&E strategies and plans and support their operationalization.
• At Country Strategic Plan (CSP) design stage, support the development of a Theory of Change and the drafting of sections related to Monitoring and Evaluation in the CSP document.
• Support the design of the Country Office logframe as per corporate business rules and support logframe creation in Country Office Monitoring and Evaluation Tool (COMET).
• Support the design of the Monitoring, Review and Evaluation plan, ensuring it provides the most relevant information to measure change and is in line with corporate requirements.
• Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standard operating procedures (SOPs) and establish baselines and targets according to the corporate requirements.
• In cooperation with the Country Office teams, prepare, and update the VAM, Monitoring and Evaluation Planning and Budgeting tool, containing all M&E activities for the CSP duration.
• Represent WFP at various fora (e.g., interagency meetings) to exchange knowledge and experience as well as enhancing partnerships in M&E activities.
• Provide inputs to line manager regarding the development and implementation M&E in national government and inter-agency frameworks, including United Nations Strategic Development Cooperation Framework (UNSDCF) and the Humanitarian Response Plan (HRP), aligned with nationally owned sustainable development goals.
• Contribute to integration of gender, equity, disability, protection, human rights, and other inclusion issues as appropriate in all M&E work.

Area 2: Data collection, Analysis and Reporting
• Provide oversight to output, process, and outcome data collection activities, ensuring both quantitative and qualitative data collection methodologies are employed as appropriate.
• Support efficient data collection through the use of WFP’s Survey Designer and Data Library tools.
• Manage and support appropriate remote monitoring and third party or outsourced monitoring arrangements, as necessary.
• Support, as appropriate, data collection exercises related to evaluations.
• Conduct regular analysis, and interpretation and reporting of monitoring data.
• Ensure the insertion of timely and quality data in the COMET and Evaluation Management Information system (EMIS) as/where appropriate.
• Prepare accurate and timely reports, ensuring an overview of WFP’s programme results.
• Support inputs to corporate reports including Annual Country Reports (ACRs), Annual evaluation reports (AERs) and to open platforms such as WFP global hunger monitoring system and UN Info.
• At HQ level, conduct data analysis for the subject/country covered by centralized evaluations and support evaluation managers and evaluation teams in ensuring such data is utilized.
• Take responsibility for incorporating gender perspectives in areas of work, to ensure equal participation of women and men.

Area 3: Reviews, Evaluations and Evidence Use
• Support CSP mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.
• At RB or CO level, manage or support senior officer in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring, and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.
• At HQ level, Support centralized evaluations managed by the Office of Evaluation including CSP evaluations, Corporate Emergency Evaluations, impact evaluations and policy evaluations, as appropriate.
• Support WFP’s engagement with joint UNSDCF evaluations commissioned by Resident Coordinator’s Offices (RCO) as part of UN M&E working groups whenever these exists as well as engagement with donor-led evaluations.
• Support, as appropriate, the preparation of responses to management response to evaluation and review recommendations.
• Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review, and evaluations findings accessible, developing innovative, user-friendly, and informative evidence products.
• Contribute to WFP efforts in strengthening national capacities by supporting design and implementation of M&E capacity strengthening initiatives.

Area 4: Management and Oversight
• Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
• Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
• Develop and update M&E-related guidance, tools and training materials based on identified needs.
• Provide oversight and technical support to Country Offices or Field Offices, including on survey design, sampling, monitoring plans and monitoring coverage.
• As appropriate, regularly travel to field offices and activity sites for training and oversight missions.
• Budget for M&E activities, identifying all costs based on M&E plans and use the data to advocate through line manager for appropriate financial and human resources.
• Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring data and reports are timely, complete and of high quality.
• Perform any other duties as required.

STANDARD MINIMUM REQUIREMENTS

Education

You have:

Advanced University degree (recognized by https://www.whed.net/home.php) in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation and/or other related fields, or First University degree (recognized by https://www.whed.net/home.php) with additional years of relevant work experience and/or training/courses.

Experience

DESIRED TECHNICAL SKILLS AND KNOWLEDGE

ORGANIZATIONAL CONTEXT

This post deputizes for the Senior Regional Programme Policy Advisor/Head of Programme and directly oversees a broad humanitarian/transition portfolio that includes: emergency preparedness and response; resilience and climate change; cross-cutting issues (gender, protection, AAP and conflict-sensitivity) and cooperating partner management. The Shipping Branch (SCOS) offers comprehensive shipping solutions tailored from/to any required port or point, to meet the needs of WFP and the wider humanitarian community.

With in-depth knowledge of global shipping markets and strong partnerships within the shipping industry, SCOS ensures that commodities arrive at ports or in-land destinations in a timely, cost-efficient manner for country offices as well as external clients. When an emergency strikes, SCOS has the capacity to divert its shipments at short notice to ensure that life-saving food arrives to those who need it on time. Shipping experts are regularly deployed to strengthen the capacity of emergency operations, and expertise is passed on through training to staff and external parties.

Job Purpose:

We are currently recruiting two professionals to join our Shipping team.

1. For the first role, we are looking for a candidate who will contribute to the daily planning and coordination of WFP shipping operations, including the monitoring of services provided by contracted external organizations (carriers, freight forwarders, port terminals, etc.) to ensure cost-effective operations and that set objectives are achieved in full. Part of the tasks will be the following:
• Responsible for monitoring the completion of export documents, in coordination with the operations team, forwarding agents, carriers and suppliers for timely delivery of cargo.
• Ensure payment processing of rendered services is completed accurately and in a timeframe consistent with company policy
• Contribute to consolidation and planning of shipments, and to the management of operational aspects of all chartered and/or liner vessels, and cargoes, including checking document readiness, loading, and discharging operations and contracting of stevedoring services as applicable.

2. The second role will be supporting our business intelligence cell, assisting with tender management, and ocean freight procurement, as well as periodic reporting and analysis of freight rate levels, market trends, shipping indexes, contracted rates, invoices, and assist developing management reports to allow visibility of the contracted rate levels, volumes, market behaviour and potential opportunities and/or threats. Part of the tasks will be the following:
• Provide ocean freight quotations, in line with Requested Time of Arrival at the discharge port or end point of delivery, when applicable. Provide feedback and consultation to Shipping Officers, regarding pricing strategy and formats, requirements, supporting data and market intelligence, ensuring market conditions are observed in terms of space/equipment availability, port operations/restrictions and routing (transit time, transhipments, etc.)
• Assist in benchmarking WFP ocean freight rates against the market. Maintain freight records for carrier pricing, contracted rates, and freight payments
• Provide input to tenders and regular updates to the Supply Chain Import Parity System (SCIPS).

Both roles will have the following overall key accountabilities:

• Support management of shipping operations following standard processes and contribute, directly or indirectly, to the effective delivery of food assistance to beneficiaries
• Support the digital agenda with subcontractors and software providers to increase operational process automation and real-time availability of shipment status information, data quality monitoring and problem resolution
• Assist in monthly/quarterly/annual business reviews with carriers with a focus on action plans to improve operational performance, as well as proactive availability of business contingency plans
• Monitor carrier's adherence not only to agreed SLA’s terms and conditions, but also operational performance, in line with agreed KPI targets (e.g. transit time compliance, agreed allocation, empty containers release, etc.)
• Support WFP Country Offices and other stakeholders based on ocean transport market knowledge and expertise, as well as through effective management of procured ocean freight rates under spot and short-term agreements
• Monitor shipping routes and trade lanes for efficiency
• Actively promote a continuous improvement mindset and enable the execution of related initiatives
• Support negotiations on ocean transportation arrangements with vessel owners and container shipping lines by collecting and collating required information
• Contribute to supply chain by providing technical support and guidance to other services, divisions, and Country Offices, particularly for emergency response
• Support productive partnership building with supply chain colleagues and staff within the area of assignment to support efficient shipping operations
• Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiency of the teams
• Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis
• Where supervisory responsibilities apply, adhere to WFP standard performance management guidelines and practices to contribute to achieving service objectives and to promote staff learning and development

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:
• Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or other relevant field, or First University degree with relevant logistics qualifications or additional logistics experience in port, freight forwarding and shipping operations

EXPERIENCE:
• At least Three years of experience in commercial or government transportation sectors, preferably as ocean import/export coordinator in the forwarding industry.
• Experience in monitoring and reporting on ocean freight market and trends

LANGUAGE:
• Fluency (level C) in the English language

The adoption of GSMT is within corporate digitization priority and requires building of new skills and approach to servicing at all levels of staff.

As part of this priority, MSD is developing automated processes to request and manage Management Service information and service requests. The solution includes web forms on the organisation’s Employee self-service portal (WSS) integrated with the corporate ticketing system (EasyVista). The ticketing systems is then integrated with other systems like Archibus (Workplace Management System) and WINGS (SAP ERP).

The implementation of the GSMT is a significant undertaking and change in modus operandi for administrative services from their inception to assignment to delivery and reporting, including informed decisions on rightsizing and optimisation.

The Service Designer is to be the enabler of this change through the ability and responsibility to understand business processes, liaise with business owners, system specialists (including system integrators), identify viable compromises to ensure efficiency and configure the tool, working in close collaboration with the Product Managers, System Admins, Business Owners and Process Experts/Analysts between others.

ACCOUNTABILITIES/RESPONSIBILITIES:

As member of the MSDD GSMT team under the overall supervision of the Digital Strategy Manager (MSDD), the incumbent will have the following responsibilities.
• Collaborate with GSMT team in analysing and addressing the demand for new service designs, changes to existing services and other requirements taking into account the overall project sustainability and pursuing continuous improvements in the roll-out and management of the solution.
• Analyse and document implementation and changes to existing services.
• Configure new and/or modify workflows, groups, reports, service access forms, email notification templates, guidance material and other features in the service management tool according to the governance provided by the Product Team.
• Share and discuss new requirements (new service designs, changes to existing services and any other requirement) to the Product Team.

Education:

Experience:

To provide these services, a new unit has been set up known as UN FLEET.
