PRIMARY PURPOSE OF POSITION

This role assists with the planning and execution of communications plans, helping to write for newsletters, web sites, and other communications channels as needed. This role functions under the direction of the manager and depending on the complexity of the task, supports the IT Communications team and IT stakeholders across IT and Exelon, including the corporate communications team. Responsibilities include assisting and executing routine communications, managing communication channels as well as being a proactive advocate for the established communications processes and procedures.

Note: This is a flex position meaning this role will be part remote and part in the office.

PRIMARY DUTIES AND ACCOUNTABILITIES
• Assisting with the development of effective communication of IT strategies, goals, initiatives, projects, and other relevant content by producing accurate, timely, editorially proficient, and compelling content and publishing using established IT communications channels (50%)
• Support and participate in communications tasks as directed by the Communications manager including writing stories, interviewing stakeholders, updating SharePoint sites, and developing presentations (25%)
• Uses prescribed guidelines or policies to analyze and resolve problems. In addition to developing strong working relationship with stakeholders (15%)
• Support employee engagement activities including meetings, videos, broadcast events, webinars, lunch & learns, and more (10%)

• Position reports directly to the IT Communications Manager

Qualifications

MINIMUM QUALIFICATIONS

SUMMARY OF DUTIES:

The Mechanical Engineer provides technical assistance to the backshops and terminals, and internal Amtrak departments as required for mechanical and structural locomotive and passenger systems. The Engineer reviews contractor and internal designs for suitability and compliance with requirements and technical specifications. The Mechanical Engineer oversees the rolling stock equipment and develops engineering programs and processes to improve the quality and reliability of the equipment.

ESSENTIAL FUNCTIONS:
• Provides technical services to terminal shops, S&I shops, and overhaul shops.
• Provides engineering solutions that extend beyond routine troubleshooting and routine diagnostic work.
• Develops solutions for problems on Locomotives, Passenger cars, and their systems including non Amtrak (state owned) equipment.
• Provides design improvements related to equipment problems which are typically design flaws, retrofit and field modifications, and maintenance shortcomings.
• Provides design improvements to reduce failures and to increase availability of equipment.
• Participates in field tests, safety inspections, and warranty programs for rolling stock programs.
• Participates in FRA and NTSB matters as required.
• Systematically researches problems, analyzes failures for root causes and designs solutions while distinguishing between routine troubleshooting and genuine systemic problems.
• Conducts equipment FAI (First Article Inspections) and provides reports and follow up.
• Prepares, designs, develop and review technical specifications for new and overhauled equipment, assuring that they are safe, functional, and cost effective.
• Resolves field mechanical problems with existing and new equipment.
• Reviews and writes operator and maintenance manuals and instructions.
• Identifies replacement components, including qualifying vendors and products.
• Writes and reviews test procedures; leads equipment tests; conducts design reviews; and leads other complex technical meetings.

WORK EXPERIENCE:
• Demonstrated experience in Amtrak or Class 1 railway rolling stock maintenance in technical roles involving inspections, commissioning new rolling stock, troubleshooting, and turnaround servicing. The experience should include equipment maintenance, sanitary systems, power doors, and HVAC.
• Demonstrated experience in railway quality control.

PREFERRED WORK EXPERIENCE:
• Working knowledge of the CFR-238 and basic qualifications.
• Significant engineering experience with a railroad or other technical agency.
• Familiarity with UIC standards applicable to railway equipment.
• Membership in an AAR, ASME, SAE, ASHRAE technical society.
• Working knowledge of Amtrak WMS system.
• General understanding of materials management functions and creation of Bills of Materials and material inventory changes.

PREFERRED EDUCATION:
• MS degree in Mechanical engineering discipline or PE license.
• Certified in Project Management.
• Certified for handling refrigerant gases and successfully complete Amtrak’s HVAC repair training.

OTHER REQUIREMENTS:
• Ability to read and understand electrical schematics and mechanical drawings for trouble shooting with multi meters.
• Ability to independently resolve technical problems and be proficient in technical correspondence, including drawings.
• Knowledge of how mechanical and structural systems are integrated with all the other systems as well as their impact on the entire functionality of cars and locomotives.

The salary/hourly range is $76,750-$99,460. The Senior Analyst will assist the team in analyzing existing policies and processes, developing and implementing policy recommendations, preparing for and conducting stakeholder interviews, monitoring and evaluating supply chain... performance, and ensuring congruity with the latest supply chain modernization best practices and emerging technologies. These efforts will support VA in modernizing and enhancing policies and processes to improve the implementation of technology, ensuring a better experience for Veterans.

Responsibilities

Responsibilities will include:
• Analyzing existing policies, processes, and tools used by the VA in order to identify areas for improvement, such as bottlenecks, inefficiencies, and redundancies;
• Developing policy recommendations to improve the effectiveness and efficiency of the supply chain, including through targeted interviews with relevant stakeholders to implement these policies and monitor their impact;
• Continuously monitoring and evaluating the performance of the supply chain to identify areas where further improvements can be made, including but not limited to future-state modeling modeling to address future needs in the design of a Veteran-centered health system;
• Developing metrics to measure the success of the policy recommendations and provide regular updates to relevant stakeholders, including through presentations and briefing products to update stakeholders on work progress, analytical observations, and recommendations to improve policy processes
• Engaging with a range of stakeholders, including Veterans Affairs leadership, to gather input and support for the modernization efforts.

Qualifications

Minimum Requirements:
• Bachelor’s Degree from an accredited college or university in a related discipline, including policy, public administration, business
• 3+ years of policy experience in analysis, drafting, writing, and/or consulting
• Must be able to obtain a Position of Public Trust Clearance
• Ability to write and communicate clearly in a highly demanding environment
• Ability to work collaboratively and iterate products with a variety of stakeholders

Desired Skills:
• Experience with and interest in the VA and its mission, including policy, governance, and IT efforts
• Master’s in Public Policy (MPP), or Master’s in Public Administration (MPA) is highly preferred
• Agile, Scrum, and/or Lean Six Sigma training preferred

Qualifications:
• Must be willing to travel throughout your local market
• Must be accountable and responsible for demo supplies and assets:
• Able to lift and transport demos supplies to and from demos; store equipment between demos; transportation is compensated
• Must be able to lift 50 lbs to assist with merchandising and demo setups
• Must be available to work a flexible schedule, including weekends
• Valid driver’s license and reliable transportation is necessary
