Duties

The Utility Systems Repairer Operator will be assigned to operations and maintenance duties at one of the multiple Utility Section facilities located at the South Rim, Desert View, North Rim, Roaring Springs, Phantom Ranch, or Indian Garden complex.

Major Duties:
• The Utility Systems Repairer Operator is responsible for the efficient operation and maintenance of a secondary and a tertiary wastewater treatment plant and a reclaim water production facility, and for the adjunct systems and equipment that support those operations. Wastewater treatment plants are located at the South Rim, North Rim, and at Phantom Ranch.
• The operator must be able to perform operational checks, installation of equipment, preventive maintenance procedures, troubleshooting and corrective maintenance procedures, laboratory analysis, and calibrations and adjustments on equipment and on all flow stream treatment processes commonly associated with utility systems and with wastewater treatment methods.
• Must be able to operate and accomplish collective and preventive maintenance to the systems and to the equipment commonly associated with an aerated lagoon operation and to a tertiary treatment system that includes sedimentation filtration, recirculation, evaporation, disinfection, and de-chlorination of the facility discharge.
• Determines operational adjustments and chemical additions required to maintain potable water quality standards. Conducts random and frequent laboratory analysis to numerous potable water sample points throughout the park.
• Will be assigned to maintenance and repair duties to the pipelines when repairs are required.
• Performs all common water and wastewater related laboratory analysis required by regulatory monitoring.
• Must have the ability to analyze and repair minor electrical, electronic, and SCADA control system problems, perform calibrations to all installed equipment and systems, and complete the installation and start-up of new equipment and systems as Identified.

South Rim Area Information:

This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches.

Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 66,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.

North Rim Area Information:

The North Rim District is situated on the rim of the Grand Canyon amidst the vast public lands of the Arizona Strip. It is about 20 miles from the South Rim by a strenuous hike through the Grand Canyon or a 215 mile drive which takes approximately 4 hours. The nearest community with full range of services is located in Kanab, UT approximately 80 miles from the North Rim. The elevation on the North Rim is about 8,200 feet and consequently the climate in the summer is mild with highs in the 80's and lows in the 50's. Between May 15 and October 15 the North Rim receives approximately 500,000 visitors. The North Rim has a robust concession operation which features a historic full service lodge with accommodations serving around 500 visitors, 230 concession employees, a general store, post office, mule ride concession, gas station, campground, etc. Beyond the North Rim Village the district has about 20 miles of paved scenic roads, 80 miles of high clearance 4 wheel drive roads, and hundreds of miles of trails/routes including immediate access to the North Kaibab Trail/cross-canyon corridor.

Recreational opportunities include hiking, running, climbing, canyoneering, rafting, road/mountain biking, skiing, and numerous other options in nearby communities such as St. George, Utah and Page, Arizona. Zion National Park, Glen Canyon National Recreation Area, Vermillion Cliffs National Monument, and Grand Staircase-Escalante National Monument are all within a half day drive. Employees are assigned quarters, possibly shared, in a cabin, apartment, or house.

• Ability to obtain and maintain a currentArizona Department of Environmental Quality (ADEQ) (or equivalent) in one of the four disciplines (e.g., field of water treatment, wastewater treatment, water distribution, or wastewater collection).
• Must be able to acquire a State of Arizona Class B Commercial driver's license including endorsements for HAZMAT and for tanker truck operations within 6 months of employment.
• Operators may be required to acquire a Helicopter Crewmember certification.
• You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
• Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
• Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:
• Ability To Do The Work Of A Utility Systems Repairer Operator Without More Than Normal Supervision (SCREEN OUT). Perform work at the journeyman level completing the most complex and unusual tasks of a utility systems repairer operator. Independently oversee the operation, maintenance, and rehabilitation of water and/or wastewater treatment facilities, water distribution systems, and/or wastewater treatment collection systems. Oversee the operation, maintenance, and rehabilitation of potable water pumping, storage, transmission, treatment and local distribution systems, wastewater collection and pumping systems; reclaim water pumping, storage, transmission systems; chlorination systems. Oversee the operation, maintenance, and rehabilitation of water treatment facilities with daily capacity in excess of 1.0 million gallons per day and wastewater treatment facilities with daily capacity of 750,000 gallons per day.
• Ability To Interpret Instructions, Specification, etc. (includes blueprints reading)
• Ability To Use and Maintain Tools and Equipment
• Knowledge of Equipment Assembly, Installation Repair, etc.
• Knowledge of materials
• Technical Practices (theoretical precise, artistic)

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Grand Canyon NP may pay a recruitment or relocation incentive for the applicant selected. The incentive may be up to 25% of the annual rate of pay, multiplied by the number of years in the service period (up to 4 years, depending on length of service agreement).

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The physical effort may be from light to heavy. The Operator may frequently lift 50 pounds and at times will lift or move materials heavier than 100 pounds with the help of other personnel or with the use of materials handling equipment. Work performed on the trans-Canyon pipeline and on the North Rim water supply line will require flying, hiking, climbing, hanging by ropes and restraint lines, manual excavation of dirt and rock, and use of industrial power equipment to make repairs to these pipelines' wider conditions of extreme heat and other desert conditions. Work may require hiking long distances on steep trails in high heat conditions to arrive and to depart the assigned duty station or remote site and will be required hiking to and from the pumping stations within the Inner canyon.

Working Conditions: Work will be both inside of facilities and buildings and outside in temperatures that can range from 100 degrees F during the summer and up to -10 degrees F in the winter. Exposure to rain, sleet, and snow can occur. Work in the Inner canyon of the Grand Canyon National Park is conducted in a desert environment with exposure to temperatures that can exceed 120 degrees F in the summer. The Operator is subject to recall and may be called out at any time of the day or night to respond to system failures and ta other emergencies as the situation might dictate. The Operator may be exposed to Insect bites, bruises, cuts, falls, bums, and scrapes. The operator will be exposed to raw and treated sewage, moving machinery and chemical feed systems, and equipment typical of work performed in the water/wastewater Industry.
