The Texas Department of Agriculture’s Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.

WHAT YOU’LL DO

The Director for School Operations will work in a fast-paced, multi-faceted environment directing and managing the School Operations section of the Texas Department of Agriculture’s Food and Nutrition Division. You will oversee and provide expert technical assistance conducting mandated federal reviews of contracting entities (CEs). You will provide strategic, professional and technical information for the division, Contracting Entities, and the Education Service Centers to drive processes and program improvements. You will lead the section in long-term planning to contribute to the attainment of the division’s goals, objectives, and mission; monitoring and ensuring compliance with state and federal policies, procedures, guidelines and regulations; and manage complex projects. You will work under minimal supervision with extensive latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Establish and implement the vision, mission, and strategy for the School Operations section and assist the Assistant Commissioner for F&N and Administrator in implementing the vision and mission and strategic plan of the Division through excellent communication processes both verbally and written.

Supervise and coordinate the activities of Food and Nutrition (F&N) School Operations staff regarding all aspects of the Administrative Review, additional reviews requested by USDA and complaint investigations. Ensure all Administrative Review closure documents meet agency guidelines and remain abreast of and interpret federal and state regulations and policies to ensure consistency.

Direct the School Operations section, including personnel management functions, fiduciary responsibility including budget management performance appraisals, timesheet approval and ensuring compliance with agency policies and procedures, including development of techniques to evaluate programs for efficiency and productivity.

Serve as the division and agency representative for compliance monitoring policy and issues with the United States Department of Agriculture (USDA), professional associations, and other state and federal agencies and other states’ child nutrition programs.

Collaborate with the Legal Department to ensure supporting documentation for appeals and hearings is accurate and complete. Perform as the subject matter expert witness for cases going before the Administrative Law Judge.

Demonstrate analytical and strategic thinking to problem solve and provide direction to section staff and ensure excellent customer service to contracting entities.

Evaluate staff performance and analyze the workflow of the section to implement processes and procedures to increase productivity and efficiency.

Prepare administrative reports, by collecting, organizing and analyzing materials in response to requests for information by management and agency executive team including USDA reports.

Respond to inquiries from the Commissioner and other Texas Department of Agriculture (TDA) management and staff about developments in and concerns with compliance monitoring.

Follow all TDA policies and procedures.

Perform other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Bachelor’s degree.

Five (5) years’ experience administering complex government programs and ensuring compliance with state and/or federal regulations.

Five (5) years’ experience overseeing federal nutrition programs to include but not limited to the National School Lunch and School Breakfast Programs.

Experience presenting program information professionally locally and nationally.

Experience in a manager, supervisor, or similar role.

PREFERRED QUALIFICATIONS

Five (5) years’ work experience in child nutrition, specifically the National School Lunch and School Breakfast Programs.

Three (3) years’ work experience with financial management and procurement management in federal nutrition programs.

Bi-lingual speaking ability in English and Spanish.

School Nutrition Specialist (SNS) Credential.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of Federal Child Nutrition Programs; of local, state, and federal laws and regulations relevant to program activities and/or business functions; and the principles and practices of public administration and management.

Skill in establishing plans and setting objectives and goals that support an overall business strategy.

As the Arkansas Agriculture Project Manager, you will direct conservation projects to improve water quality and conserve groundwater by collaborating with stakeholders in row-crop agriculture using regenerative agriculture practices in the Arkansas Delta.

In this role, you will lead existing projects and programs focused on irrigation efficiency and improved drainage ditch management. You will also help develop new programs that help scale the adoption of regenerative agricultural practices in row crop systems.

The Agriculture Project Manager will collaborate with farmers, local leaders in agriculture, government agencies, agribusiness, and researchers to confront challenges specific to the Arkansas Delta and improve water conservation in in a farmer-centric way.

In this role, you will also collaborate with partner organizations whose focus is on underserved and minority communities and landowners. You will also work with Arkansas Chapter's Fundraising Team to secure external funding and assist with writing grants.

The Agriculture Project Manager you will provide technical experience in the field of row-crop agriculture and support the Arkansas Chapter in achieving The Nature Conservancy's 2030 Goals where both people and nature thrive.

This position is based out of our Little Rock, AR office and hybrid options are available to candidates interested in living in the Arkansas Delta (eastern Arkansas). This position will include travel throughout the state of Arkansas.

WHO ARE WE

The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, and contracting. The Accounting Director will work in a fast-paced, multi-faceted environment performing highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. You will assist the Chief Financial Officer (CFO) in directing and overseeing the effective management of the Texas Department of Agriculture’s (TDA) accounting functions; develop, execute and achieve the strategic goals and objectives of the division, manage complex issues and be involved in long-term planning to contribute to the attainment of the agency’s goals, objectives and mission. PRIMARY RESPONSIBILITIES

Direct and manage the daily operations of the accounting section, including personnel management functions and ensuring compliance with agency policies and administrative requirements.

Direct the daily operations of the accounting section including accounts payable, travel, payroll, cash management and financial reporting for state and federal funds. Ensure the accuracy of all financial transactions and records.

Responsible for preparing the Annual Financial Report (AFR) to the state Comptroller; federal and state grant reporting; and revenue and cash management reporting. Assist with the preparation of revenue schedules for the agency operating budget and Legislative Appropriation Request, as needed.

Ensure appropriate internal controls in accounting systems and processes. Develop guidelines, procedures, and rules. Ensure compliance with state and federal regulations, including Comptroller rules and policies..

Ensure the division staff is technically proficient in meeting long-term operational goals through activities such as classroom training, team building, on-the-job training, operational manuals, job rotations and special assignments and projects; ensure employees share knowledge through cross training and documented procedures.

Evaluate division operations, risks, and performance to identify opportunities for improvements and enhancements to internal processes and customer service. Develop action plans and implement improvement activities.

Follow all TDA policies and procedures.

Qualifications

MINIMUM QUALIFICATIONS

Bachelor’s Degree with major coursework in Finance, Accounting, Business Administration, Economics or related field (one year of work experience related to the primary responsibilities may substitute for one year of college).

Six (6) years’ work experience administering complex financial, accounting or budgeting programs for a governmental entity.

Work experience preparing annual financial reports.

Experience serving in lead, supervisory or managerial role.

A Master’s degree in Finance, Accounting, Business Administration, Economics or related field or a Certified Public Accountant (CPA) license (in good standing) can substitute for an undergraduate degree and two (2) years of work experience.

PREFERRED QUALIFICATIONS

Work experience in complex financial, accounting or budgeting programs for a Texas state agency.

Work experience in a director capacity.

Experience with State of Texas financial systems such as USAS or CAPPS.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of governmental fund accounting; Texas state laws pertaining to public funds, governmental finance, automated accounting systems and Comptroller of Public Accounts accounting policies, the General Appropriations Act and the Uniform Statewide Accounting System.

WHAT YOU’LL DO

The Mex/Mex Fly Trapper will perform entry-level inspection work. You will establish, maintain, and inspect traps in an effort to establish the presence of Mediterranean or Mexican fruit flies or other types of plant pests of concern, to contribute to the efforts of the Texas Department of Agriculture (TDA) and United States Department of Agriculture (USDA) to control both pest and economic damage to the state's citrus crop industry. You will work under moderate supervision, with limited latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Establish and maintain traps in appropriate positions and at proper densities near citrus trees in an effort to trap Mediterranean fruit flies and/or Mexican fruit flies and other types of plant pests, as assigned.

Plot (map) the locations of traps and update the mapping records each time the trap sites are inspected.

Inspect traps for the presence of Med/Mex flies.

Prepare daily and weekly reports on the conditions of traps and trap sites, the number and locations of traps inspected each day, and submit reports to the appropriate USDA and TDA staff.

Properly maintain any state and/or federal equipment issued, including a federal vehicle and report any issues to the supervisor.

Complete accurate, detailed reports related to trappings; complete various weekly and end-of-month reports; and prepare a variety of required correspondence.

Conduct thorough trappings and complete all related reports with data integrity.

Coordinate and ensure that Regional Directors and Field Operations are kept informed of all issues related to the trappings.

Follow all TDA policies and procedures.

Perform other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Graduation from a high school or the equivalent.

Work experience trapping (Mediterranean fruit flies and/or Mexican fruit flies or other types of plant pests).

Valid Texas driver’s license and an acceptable driving record.

PREFERRED

Agricultural background or experience.

Bilingual speaking and writing ability in English and Spanish.

KNOWLEDGE, SKILLS AND ABILITIES

The Grants Office oversees numerous state and federal grant programs, including but not limited to: Rural Hospital Capital Improvement Program, rural nursing stipends, Young Farmer Grant, State Trade Expansion Program, Marketing Enhancement Grant Assistance, Home Delivered Meals Grant, Urban Schools Agricultural Grant, Boll Weevil Eradication, Surplus Agricultural Grant, Specialty Crop Block Grant, and the State of Texas Agricultural Relief program.

WHAT YOU’LL DO

The Grants Specialist will perform complex grant administration work including preparing, monitoring, analyzing, and evaluating all aspects of multiple programs, including those impacting rural hospitals, small businesses, non-profits and agricultural producers. Your primary tasks will include review of grant reimbursements and administrative review of grant applications. Work under general/limited supervision, with moderate/considerable latitude for the use of initiative and independent judgment.

In addition, the following apply to the Grant Specialist III position:

The Grants Specialist III will perform additional work including planning, implementation, and coordination for assigned grant programs You may serve as a lead worker providing direction to others.

PRIMARY RESPONSIBILITIES

Coordinate/Review and approve requests for reimbursement from grantees.

Review grant applications submitted for funding consideration and determine eligibility for award based on established criteria, coordinate review panels, and evaluations of grant applications.

Develop/Prepare grant agreement details for grant award execution, review requests for grant agreement revisions.

Coordinate and/Maintain grant files and records and perform timely and accurate data entry of information.

Respond to constituent requests/concerns in an accurate and timely manner, either in writing, telephone or in person. This may include training/consultative and technical guidance to staff, agencies/grantees, counties and community organizations regarding grant application process, reporting and general grantee requirements.

Ensure grantee compliance with conditions of grant award by monitoring and analyzing agreements, expenses, activities, and federal and state regulations.

Address issues, develop solutions and resolve non-compliance issues by investigating and resolving discrepancies and complaints or other concerns.

Review grant closeout materials to determine completion of the project.

Follow all TDA policies and procedures.

Perform other duties as assigned.

In addition to the Primary Responsibilities listed above, the following apply to the Grant Specialist III position:

Maintain/update program guidelines/procedures and policies.

Assist in the coordination of special activities and projects, as needed.

Qualifications

MINIMUM QUALIFICATIONS FOR A GRANT SPECIALIST II

Bachelor’s degree (One year of work experience related to the primary responsibilities may substitute for one year of college).

Work experience in the following (or closely related) fields: grants specialist, contract specialist or grants and contracts coordinator/management.

Substitution: Master’s Degree in Public Administration, Business Administration, Accounting, Finance or related field may substitute for required work experience.

MINIMUM QUALIFICATIONS FOR A GRANT SPECIALIST III

Bachelor’s degree (One year of work experience related to the primary responsibilities may substitute for one year of college).

Two (2) years’ work experience in the following (or closely related) fields: grants specialist, contract specialist or grants and contracts coordinator/management.

PREFERRED

Bachelor’s degree with major coursework in Business Administration, Accounting, Finance or related field.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of laws and regulations pertaining to grants and/or contract administration; business administration principles and practices; and of research and budgeting processes.

Skill in grant preparation, development, evaluation, and monitoring; providing customer service excellence to both internal and external customers; report writing; budget development and monitoring; and in the use of a computer and applicable software.

Ability to interpret guidelines, policies, procedures, and regulations; evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; communicate effectively, orally and in writing; exercise sound judgement and discretion; and to maintain the highest level of confidentiality.

ENVIRONMENTAL/PHYSICAL CONDITIONS

This position will work in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 5%* in the assigned area), occasionally overnight.
