The North Carolina Wildlife Resources Commission is accepting applications for a Wildlife Conservation Technician I for our Land & Water Access Division - Rhems Depot. This position conducts fish and wildlife habitat management, research, surveys, and infrastructure management on state owned lands or waterways. Project objectives are directed at:
• Restoring and Improving fish and wildlife habitats for all endangered and game species;
• Providing hunting opportunities for sportsmen;
• Managing wildlife openings;
• Creating early successional habitats;
• Restoring altered ecosystems;

A modified schedule is associated with this position which involves working 40 hours per week (specific times set by manager). Night work and overnight travel may be required on occasion. Individual in this position may be required to work some weekends and/or holidays. This position will be based out of the WRC Rhems Depot located in Craven County.

The individual in this position coordinates and conducts research and surveys on waterbird populations, including aerial surveys; monitors populations or sub-populations of waterbirds to determine trends, productivity, and/or distribution; compiles and enters data into databases; analyzes data and reports results; engages in habitat and/or land management activities as needed and directed; addresses threats to populations and habitats via research and management; and produces reports and technical, scientific papers for dissemination of findings.
The Wildlife Diversity Coastal Waterbird Biologist reviews and prepares written comments on various beach stabilization projects and on other development projects that may impact nongame wildlife; reviews permit applications, environmental documents, and makes recommendations for conservation; responds to requests from other agencies, organizations, and the public for data, and develops outreach information for dissemination; attends, participates in, and leads regional and/or national technical meetings regarding status and management of high priority wildlife; coordinates and leads stakeholder planning and management meetings within the state for species or habitats as necessary to develop and implement collaborative conservation programs to address priority species' needs; participates in meetings and coordinates with other state and federal agencies to secure permits and conduct habitat management activities identified as priorities in the NC Wildlife Action Plan; and responds to requests for public programs as time allows.
The Wildlife Diversity Coastal Waterbird Biologist will train and supervise 1-3 temporary technicians at any given time working on specific projects and will recruit and train volunteers and participants from other state and federal agencies and organizations to help with surveys, management, and monitoring.
The individual in this position will also examine management implications relative to population dynamics and status so regulations, conservation programs, and associated policies may be based on sound and reliable data.
The Wildlife Diversity Coastal Waterbird Biologist also provides technical guidance on nongame species and their habitats to local, state, and federal government agencies; individual, corporate, and public landowners; non-government conservation organizations; and to the public.
The position coordinates and conducts activities that contribute to sound management of resources including reviewing and commenting upon permit applications, providing guidance for conservation programs for endangered species, and engaging partners within and outside the agency to conduct habitat and/or land management activities.
The biologist is an essential member of the Bird Conservation Leadership Team, which provides statewide leadership for bird conservation.

The Engineering and Land & Water Access Divisions plan, construct, and manage public lands, facilities and infrastructure necessary for agency mission fulfillment. The Engineering and Land & Water Access Divisions provide statewide operations and maintenance support to the agency’s infrastructure including Fish Hatcheries, Management Depots, Education Centers, regional office locations and the administrative headquarters facility. Additionally, these sections support and manage the boating and game lands programs – including planning, preventative maintenance and the evaluation of operational efficiencies that allow optimum use at these sites. These divisions also manage the agency’s WISE, waterway markings, facility management, and capital improvement programs, as well as provides maintenance to the agency’s shooting range facilities.

This position serves as the central point of contact for invoices, purchases, and travel & incidental reimbursements. This includes receiving, auditing, reconciling, preparing, and processing all invoices for payment for the Engineering Services and Land and Water Access sections, approximately 1,200+ invoices per month. Position will audit all invoices to verify that items/services purchased are approved, valid, and permissible, billing is accurate, and that invoice has not been paid previously. Position will make sure that invoices contain the appropriate vendor ID and ensures that account and cost center coding is accurate and/or provides correct account and cost center information. Position will verify vendors are active in accounting system and work with field staff and vendors to obtain necessary paperwork when new vendors need to be added. Position will also perform audits on products, services, and dollar amounts, to ensure products and/or services were procured through appropriate, identified/approved agency, federal and state procurement guidelines, processes, and procedures. Invoices must be submitted to finance in a timely manner to prevent service interruption, and to keep projects on schedule. These invoice submissions are generally submitted within three days of the date received. Position will also generate, compile and edit various monthly reports as requested by Administrative Officer II for division budgeting purposes. Position will be responsible for running various daily, weekly and monthly reports. Reports include-section PAWS employee and grant reports, various XCloud reports, ITS reports, Fuel purchase reports, Finance Special reports, and divisional project expenditure reports. Other responsibilities may include reviewing all time, mileage, and expenditure reports in agency PAWS application monthly for accuracy. If coding errors are discovered position will create, process and submit memo entries to Finance to correct all erroneous submittals.

Other duties will require entering orders in the NCWRC WISe Program application, entering delivery costs, and processing all agency WISe invoices. The work is performed on a personal computer in a Windows environment using Microsoft Office (Word, Excel and PowerPoint) software, in a Local Area Network (LAN) configuration. Position is also responsible for answering phone calls from the public, responding to inquiries and routing constituents to appropriate division and agency staff when necessary. This position will require an individual who has well-developed interpersonal, communication, organizational, mathematical, typing and computer skills. Other duties may be assigned as needed.
