About the job
Job summary
From Magna Carta to the latest Act of Parliament, be a part of the ongoing development of a Statute Book spanning 800 years.
The Legislation Services Team at The National Archives is responsible for legislation.gov.uk, the official home of UK legislation. A free service covering new and revised legislation for the whole of the UK, it is a vital resource which has transformed public access to the law, and how legislation is created and understood.
Legislation has undergone a data revolution, with digital technology... enabling new ways of creating, amending, researching and understanding the law. legislation.gov.uk has been at the heart of this. The service is driven by its data – we are a data-first service – the legislation documents are managed and published in a variety of data formats, and we are creating new datasets all the time. We have data showing how laws interact with each other, and change over time, where they apply geographically, and how often they are viewed online. We have created new tools to enable the research and analysis of legislation – asking questions of the statute book that it’s never been possible to answer before.
The Legislation Services team is looking for a new Data Analyst who will enjoy exploring and analysing the huge amount of legislation and website data generated by legislation.gov.uk. We’re passionate about providing a better service to legislation users, and take a data-based approach to ongoing service development. Through the analysis you will provide, you will have the opportunity to help us enhance our service, our ways of working, and improving the accessibility of legislation itself.
Job description
Full job description attached (see below).
Person specification
About the role
Reporting to the Legislation Data Scientist, you will take ownership of, and responsibility for, the production of ongoing data analytics and reports to support the editorial and publishing processes for legislation.gov.uk, ensuring that the service is maintained to a high standard of currency and quality, and meets the needs of our users.
You will ensure that statistics are produced in response to queries from users and a range of stakeholders in The National Archives and across government, often at short notice and to tight deadlines. This will require you to understand the user need behind the question and be able to explain the results clearly and accurately, often to people unfamiliar with the technology. You will create and run regular bespoke queries of legislation data, including XML and RDF, as well as Elastic Search and Kibana.
You will support the Legislation Data Scientist in supporting the growing legislation data community – including researchers, academics and commercial re-users of legislation.gov.uk data. You will also help with the creation of new data-sets, data services and policies to ensure we meet the specific needs of data users.
You will contribute to the ongoing development of the legislation.gov.uk platform, providing data to support business decisions, as well as leading, and contributing data expertise to, service development projects.
About you
This is a great opportunity for someone looking to build on their data analysis skills, or to move into a career in data analytics, by helping us to expand the application and value of our legislation data, finding new audiences and providing a valuable service to government and the public. This role will give you the opportunity to become proficient in a range of different database structures and technologies, and gain experience in the provision of government digital services.
Legislation publishing is a specialist area with very specific challenges, which has led us to develop a complex and unique platform using state-of-the-art technologies. You will have an enquiring mind, an interest in the application of data to real-world problem solving, and the technical skills required to do so, including advanced Excel and data manipulation skills, and experience working with XML and/or HTML. You will have an appetite for experimenting with new technologies and approaches, proactively seeking out new ways of doing things and learning new skills in support of our goals.
We are looking for someone who is personable, flexible, willing to learn, detail-focused, a great team player – whilst being able to work independently – with the ability to convey complicated technical ideas in an easy to understand way. Any first-hand experience of working with legal or regulatory materials would be helpful, however, more important is a genuine passion for what we’re trying to achieve, and curiosity about the potential of legislation data.
This is a full time post. However, requests for part-time working, flexible working and job share will be considered, taking into account at all times the operational needs of the Department.
A combination of onsite and home working is available; applicants should be able to regularly travel to our Kew site.
We would particularly like to encourage applicants from backgrounds currently underrepresented in archives, including those who identify as Lesbian Gay Bisexual Transgender (LGBT+), from Black, Asian and minority ethnic cultural backgrounds, those who are neurodivergent, and those with hidden or visible disabilities.
How to apply:
To submit your application please click the 'Apply now' button on this page. You will be asked to write a personal statement and upload your CV. In your personal statement please explain, using examples, how you meet the essential criteria below. Please note selection for interview will largely be based on the information you provide in this section so please make full use of the 1250 word count.
Essential – you must be able to demonstrate the following:
• Advanced Excel, data manipulation and data visualisation skills.
• Experience extracting value from large complex datasets
• Experience working with XML and/or HTML, RDF and/or running SparQL or SQL queries
• The ability to interact effectively and flexibly as part of a team, providing support and assistance to other team members working in a variety of roles.
• Proven communication skills, with the ability to communicate technical information to audiences from a range of backgrounds.
• Excellent attention to detail and effective time management.
• An aptitude for quickly mastering new IT systems and processes.
Desirable:
• Experience of working with databases and/or content management systems in an online publishing context.
• An understanding of UK legislation
• Experience of XSLT and/or data transformations
Benefits

We’re looking for an enthusiastic and highly skilled senior developer to join our multi-disciplinary teams to help reimagine our whole offering on the web as we rebuild our website and catalogue to open up access to... one of the largest and most diverse digital archives in the world. We are exploring new approaches and tools, simplifying key transactions and finding new ways to help people to use our collections.
Job description
Full Job Description attached - see below
Person specification
In this senior role you will apply your skills and judgment to influence our technical direction and ensure excellence in the design of our services. You will play an active role in helping us grow our digital capability, skills and culture through helping set and raise standards by mentoring colleagues and creating and reviewing code.
As we transition from our current technology stack to the new offering, we are looking for a Senior Software Developer to join our team to provide ongoing support and some further development to our .Net applications and to help develop and deliver our new Python based applications. We are therefore looking to recruit a senior C# developer with Python development experience or vice versa a senior Python developer with C# experience. For either, the candidate will also need to have good database administration and development experience, preferably including knowledge of administration and indexing of Elasticsearch.
On the Microsoft side, our applications range from Classic ASP, through .Net Framework 4.8 with WCF services to .Net Core apps hosted on Kubernetes, using SQL Server, MongoDB and Elasticsearch (AWS Opensearch).
On the Python side, we are building applications with a Wagtail CMS using Django web and rest frameworks connecting through APIs to an Elasticsearch data store.
We provide the opportunity to use or learn a wide range of skills with excellent training and development opportunities and an agreed development plan.
Our offices are located in a beautiful setting by the River Thames in Kew with good transport links. Remote working is currently available but some on site working will be required in the future.
We provide a comprehensive benefits scheme including generous pension, an on-site coffee shop and restaurant, season ticket loans, on-site Gym and clubs. Annual Leave entitlement is 22 days in the first year, plus 10.5 days public and privilege leave. This rises to 25 days after the first year and by 1 day per year thereafter, up to a maximum of 30.
Responsibilities
As Senior Software Developer at The National Archives you will need to have:
• Significant experience of modern multi-tier software development with good working knowledge of C# and of Python. For this role in particular, experience of the Django web and rest frameworks and/or Wagtail development would be a benefit
• Good database administration and development experience, including knowledge of administration and indexing of Elasticsearch
• Experience of Test-driven development, unit, integration and acceptance testing and the principles of continuous integration and continuous delivery
• Significant experience of working in multidisciplinary teams, developing digital services using agile methodologies (such as Scrum and Kanban) with demonstrable track record of delivering projects through the entire development life cycle
• Highly motivated with a proven ability to manage competing priorities and deliver to deadlines, working independently or as part of a multi-disciplinary team
• Experience of mentoring, coaching and supporting colleagues with their career development
• Have a passion for technology and a desire to develop yourself and the team’s skills in any technologies that might benefit The National Archives
• Good working knowledge of HTML, CSS, JavaScript and relevant W3C recommendations including those on accessibility
• Good communication and interpersonal skills, with the ability to explain complex and/or technical issues and concepts to non-specialists and to provide advice and guidance based on experience and sound judgment

Legislation has undergone a data revolution, with digital technology enabling new ways of creating, amending, researching and understanding the law. legislation.gov.uk has been at the heart of this. The service is driven by its data – we are a data-first service – the legislation documents are managed and published in a variety of data formats, and we are creating new datasets all the time. We have data showing how laws interact with each other, and change over time... where they apply geographically, and how often they are viewed online.
Benefits
Generous benefits package, including pension, sports and social club facilities, onsite gym, discounted rates at our on-site cafe and opportunities for training and development.

About the job
Job summary
The Domesday Book. Shakespeare’s will. Tweets from Downing Street. War time records. These are just some of the 11 million items held by The National Archives (TNA). With a collection like this – the largest in the world – it’s no surprise that we handle over five percent of all Freedom of Information (FOI) requests received by the Government. As a FOI Manager, you’ll have a great opportunity to work with closed historical records. You’ll ensure decisions regarding their... access are efficiently and appropriately managed to keep operations running smoothly. Join us and you’ll work in an organisation that offers great support and exceptional benefits.
Job description
Full job description attached (see below).
Person specification
About the role
Your role will be as a senior member of one of two teams in our Information Rights Department, either:
• As part of our MOD Access team, managing FOI requests related to military personnel records. You will develop a deep understanding of this unique collection; or
• Within our FOI Centre, responding to requests in relation to the rest of the historic and corporate records held by TNA. Your portfolio will include a variety of government departments and arms-length bodies.
The majority of the FOI requests we receive are for closed historical information. Your key responsibilities will involve ensuring we comply with legal obligations set by FOI, Environmental Information Regulations (EIR) and Data Protection (DPA) Acts. This includes managing FOI casework and FOI staff Assessors & Researchers - who undertake the bulk of review work. As well as managing the FOI caseload, you’ll be a source of expertise, guiding the Head of Centre/Head of Access and giving advice on difficult cases. As part of the FOI Management team, you’ll be responsible for deciding our legal position on appeals and tribunals. This means working closely with senior figures from The National Archives managers to information rights units across government. At the same time, you’ll promote FOI knowledge across the organisation. You’ll give updates on guidelines, consider feedback and shape future operations.
About you
To join us, you should have relevant practical experience in the FOI field. You’ll need good knowledge of FOI and Data Protection Acts, ideally supported by an Information Rights qualification. It’s equally important that you have the judgement to make key FOI and access decisions and the confidence to defend them. Strong communication skills are essential – especially as you’ll be influencing senior figures and explaining points of law in detail. You’ll need to inspire a dedicated team to meet deadlines and perform. If you’re an experienced leader with FOI knowledge, we’d like to hear from you.
Join us here in beautiful Kew, and you can expect an excellent range of benefits. They include a pension and flexible working, as well as discounts with local businesses (e.g. beauty salons and bars). We also offer wellbeing resources (e.g. on-site therapists) and have an on-site gym, restaurant, shop and staff bar.
This is a full time post. However, requests for flexible working and job share will be considered, taking into account at all times the operational needs of the Department. A combination of onsite and home working is available and applicants should be able to regularly travel to our Kew site.
SC-level Security Clearance or willingness to obtain SC clearance is mandatory for this role and requires that you have lived in the UK for the last 3 years. The length of required residency may depend on individual circumstances.

• Delivering at Pace - Experience of mentoring, motivating or managing staff who work under pressure to meet tight deadlines

• Demonstrable knowledge of information rights legislation including the Public Records Act 1958 and the Freedom of Information Act 2000 OR significant relevant experience, demonstrating the ability to carry out research into information and records, analyse contents and summarise findings clearly and concisely
