Provides market intelligence to benefit internal business partners including information that impacts daily pricing decisions, fuel audits, competitive pricing trends, outages, terminal/transportation problems, supply conditions, forecast adjustments and any other business-related items. Evaluates market dynamics and niches seeking profit opportunities with new and existing customers through branded programs and contracts to enhance the company’s overall corporate profitability. Maintains a broad understanding of industry issues, government regulation, economic conditions, business outlooks, commercial and consumer needs, and competitive brand strengths and weaknesses by market. POSITION SUMMARY:

The Property Tax Manager works with personnel from various organizations within Marathon Petroleum Company (MPC) and governmental agencies. This position will manage a team of 6 -9 tax analyst between two offices (Findlay, OH and San Antonio, TX). This person will report up to the Indirect Tax Director.

RESPONSIBILITIES:
• Manages the property tax practices and activities the Company and its affiliates.
• Provides property tax valuation expertise, advice and tax estimates for management regarding existing and proposed activities and transactions.
• Controls the timely and efficient completion of annual personal property tax returns and tax payments for the Company and its affiliates.
• Reviews and interprets existing and proposed property tax laws, regulations, policies and judicial interpretations to minimize the Company and its affiliate’s property tax liability.
• Develops, recommends and implements property tax policies and procedures that ensure the most beneficial treatment for the Company and its affiliates.
• Reviews all real and personal property assessments to determine if the property is being correctly valued as required by statute, files complaints with tax assessors or reviewing boards with respect to correction of excessive assessments and follows through on all complaints in an effort to obtain equitable assessments.
• Coordinates the Company and its affiliate’s property tax audits, defends personal property tax returns before taxing jurisdictions, provides expert witness testimony, secures third-party witnesses and legal counsel, and prepares and provides recommendations concerning audit and litigation settlements.
• Represents the Company and its affiliates in property tax-related incentive meetings, negotiations and hearings before government agencies.
• Reviews deeds, leases, tax pro-rations, assignments and other agreements dealing with the Company and its affiliate’s interests to determine property tax obligations.
• Represents the Company and its affiliates before state tax commissions, departments of revenue and local boards of review, as well as at national, state or local tax conferences and industry meetings to protect the Company and its affiliate’s interest.
• Reporting of all relevant property tax issues to Senior Management, as well as operational business unit managers.
• Provides the Company and its affiliate’s Accounting Department with property tax estimates and accrual data to ensure that the accounting records properly reflect the correct property tax expense and liability balances.
• Review and works with internal groups on acquisitions, proposed projects and divestitures to develop property tax estimates and identify issues or concerns.
• Represents and advises industry trade groups on property tax matters on the impact on the Company and its affiliates of legislative changes.
• Identifies, develops and implements tax-compliance efficiencies from a procedural and technology prospective. Utilizes technology to support tax-saving strategies and to foster relationships with state and local government agencies.

EDUCATION AND EXPERIENCE:
• Minimum 10 years Property Tax experience
• Minimum 2 years of supervisory or lead experience
• Experience managing a team remotely is preferred
• Property Tax software systems experience required
• Significant SAP or other large ERP experience preferred
• BS Accounting, Business Administration or related field required
• Manufacturing or refining industry experience highly preferred
• CMI or other related designation or state certification required

• Up to 25% travel is required
