Position Description

The Aging and Disability Services Division (ADSD) is currently recruiting for Developmental Specialist I in Las Vegas, Nevada. This recruitment will be used to underfill positions within the Developmental Specialist series. This recruitment may be used to fill current and future vacancies as they occur in the following programs: Autism Treatment Assistant Program (ATAP), Desert Regional Center (DRC) and Nevada Early Intervention Services (NEIS).

Incumbents perform in a trainee capacity and acquire the knowledge, skills and abilities required in this occupation.

Incumbents develop and implement programs and treatment and service plans, provide direct services and case management, develop financial and community resources, and provide education, information and technical assistance to family members, other agencies and service providers regarding human growth and development. Developmental Specialists may be assigned to one of many specialized programs and facilities, and duties may be performed in the home, clinic, hospital, residential, outpatient, and community facilities, or similar settings.

Progression to the next level in the series may occur after meeting the minimum qualification, satisfactory performance, and with endorsement of the appointing authority.

Minimum Qualifications
• Bachelor’s degree from an accredited college or university in early childhood special education, human growth and development, psychology, counseling, social work or closely related field.

Accountabilities:

Mission Integration

Plumbing: International Association of Plumbing and Mechanical Officials (IAPMO) Plumbing Inspector certification based on the Uniform Plumbing Code.

Mechanical: International Association of Plumbing and Mechanical Officials (IAPMO) Mechanical Inspector certification based on the Uniform Mechanical Code.

EXAMINATION PROCESS:

A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a City position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.

ELIGIBLE LIST: You must score 70% or higher on the examination to be placed on the eligible list.

SELECTION PROCESS: Final candidate selection will include list placement and may include hiring interview (if applicable). Essential Functions:
• Inspects single family dwelling structures during all stages of construction and remodeling to ensure compliance with applicable building, electrical and plumbing/mechanical codes, ordinances and regulations; inspects commercial structures in one or more fields of expertise: electrical, building or plumbing/mechanical.
• Examines plans and specifications of new construction, additions and alterations to single family dwellings to determine compliance with applicable construction codes, ordinances and regulations; examines plans and specifications of new construction, additions and alterations to commercial structures in one or more fields of expertise.
• Enforces planning and zoning regulations by inspecting new and existing buildings and premises for change of use or occupancy, or compliance with applicable codes, ordinances and/or conditions of approval.
• Inspects swimming pools and spas for steel, plumbing, gas and electrical installations.
• Issues notices to comply when violations are identified; maintains records of history of facts for possible legal actions.
• Investigates complaints forwarded from the supervisor or Building Official.
• Confers with architects, contractors, builders and the general public in the field and office; explains and interprets requirements and restrictions.
• Maintains files and reports regarding inspection and plan check activities and findings.

When performing building inspections:
• Inspects foundation, concrete, steel, masonry, wood construction, framing, plastering and a large variety of other complex and routine structural and architectural system elements.
• Inspects footings and grout for block walls, fences and retaining walls.
• Inspects fire-damaged buildings or structures for safety.
• Conducts and witnesses smoke detector tests.

When performing electrical inspections:
• Inspects electrical installations for commercial buildings and single-family dwellings as assigned.
• Inspects fire-damaged commercial buildings and single-family dwellings for electrical safety, as assigned.

When performing plumbing/mechanical inspections:
• Conducts hydrostatic tests on water systems.
• Performs plumbing/mechanical inspections on commercial buildings and single-family dwellings, as assigned.
• Inspects ground plumbing for sizing and proper slope.
• Inspects plumbing fixtures for proper sizing and to verify that approved materials were used.
• Inspects air conditioning and heating installations for code compliance.

Marginal Functions:
• Attends and participates in meetings; stays abreast of new trends and innovations in each field of inspection.
• Performs related duties and responsibilities as required.

Experience:

Three years of increasingly responsible structural building inspection experience or five years of journey-level experience in one or more of the building trades.

Training:

Equivalent to graduation from high school. Specialized training in the building trades or code enforcement is desirable.

License or Certificate:

Minimum Qualifications

The ideal candidate will have a proven ability to read, analyze, and interpret statutes and regulations, as well as superior computer, writing, presentation, and analytical skills and the ability to manage a large staff and complex projects. An understanding of federal and state laws pertaining to education and a thorough knowledge of education reform initiatives, especially in the areas of assessment and program accountability, is preferred. Experience working with large budgets is required. Experience working with grants is required. Experience as a classroom teacher or school administrator is beneficial but not required. Position Description
