• For Senior Analyst position, experience as lead or in-charge auditor for large and complex assignments, including responsibility for developing audit plans, organizing and assigning specific tasks and supervising audit teams, reviewing audit work papers, and preparing audit reports is highly desirable.
• A thorough understanding of state government.
• A license to practice as a certified public accountant, law degree, master’s degree in accounting, economics, business administration, public policy or other advanced degree in a related field.

Duties Summary
The Office of the Auditor, State of Hawai‘i, is seeking qualified individuals to supervise performance audits and analyses of state agencies and programs.
Major Duties
• Under general direction of the Auditor and Deputy Auditor, the Audit Manager conducts, leads, and directs performance audits, studies and program reviews, analyses, and evaluations of state agencies, organizations, and programs in subject matters which are diverse and complex. The Audit Manager is responsible for ensuring that work is well-reasoned, appropriately supported, and in accordance with generally accepted government auditing standards (for performance audits) as well as Office of the Auditor policies and procedures.
• Supervise, lead, train, and evaluate staff auditors.
• Represent the Office of the Auditor in dealings with state departments, officials, and employees, as well as with other public and private entities.
• Assist in managing office operations.
• Perform other duties and special projects as assigned by the Auditor.
Minimum Qualification Requirements
Legal Authorization to Work Requirement
In accordance with section 78-1(c), Hawai‘i Revised Statutes, any person seeking employment with the government of the State shall be a citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment in the United States, and shall become a resident of the State within thirty days after beginning employment as a condition of eligibility for continued employment; provided that bona fide military service members' dependents shall be exempt from the requirement to become residents if the dependents are in the State by virtue of the military service members' orders.
Minimum Qualifications
• Baccalaureate degree from an accredited institution of higher education is required.
• At least 5 years of progressively responsible managerial experience.
• Candidates should be comfortable working in a Microsoft Windows-based, networked environment and have at least an intermediate level knowledge of Microsoft Office Suite. Familiarity with Microsoft SharePoint and Adobe Acrobat is desirable.
Desirable Qualifications
• Professional experience in government performance auditing or in financial auditing, forensic analysis, or risk management, including experience conducting investigations.
• Experience as lead or in-charge auditor for large and complex assignments, including responsibility for developing audit plans, organizing and assigning specific tasks and supervising audit teams, reviewing audit work papers, and preparing audit reports is highly desirable.
• A thorough understanding of state government.
• A license to practice as a certified public accountant, law degree, master’s degree in accounting, economics, business administration, public policy or other advanced degree in a related field.
• Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Fraud Examiner (CFE), or Certification in Risk Management Assurance.
Other Information
This position is exempt from the civil service and considered temporary in nature. Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations.
Conditions of work require the ability to be available at all times for additional hours of work with little or no advance notice, including weekends and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.

Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations.
Conditions of work require the ability to be available at all times for additional hours of work with little or no advance notice, including weekends and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative your department head or designee at any time.

Duties Summary
The Hawaii Emergency Management Agency (HI-EMA) Operations Branch plans and directs all activities related to the statewide recovery due to the impacts and damages from a major disaster.
HI-EMA has been appointed by the Governor of the State of Hawaii as the COVID-19 pandemic statewide coordinator. HI-EMA has been given the responsibility of using the federal Cares Act funding to plan, purchase, store, and distribute PersonaI Protective Equipment (PPE) for Hawaii's first responders and supporting agencies and to contract for other support services to sustain the State during the pandemic and recovery.
This position is responsible for quickly developing and maintaining systems for COVID-19 pandemic and recovery. The position analyzes and modifies computer programs to increase system capabilities, correct errors, increase system efficiencies, and enhance system performance. This position will also perform geographic information system (GIS) work responsible for initiating, planning and completing time sensitive geospatial projects relating to COVID-19.
This position also serves as a State Emergency Response Team (SERT) and Emergency Response Team (ERT) member during emergencies and disasters.
Minimum Qualification Requirements
KNOWLEDGE:
Knowledge of data processing systems and analysis, design and development, and the operation, characteristics and capabilities of various types of computer hardware and computer software including operating systems and applications.
SKILLS / ABILITIES:
Ability to understand and analyze oral and written statements concerning a variety of data processing problems, and discuss them with others, visualize flow of data through a computer system, recognize errors in programs, code programs, keep records and prepare reports, work effectively with others, and give and follow oral and written instructions.
EDUCATION:
Graduation from an accredited four (4) year college or university with a bachelor’s degree.
EXPERIENCE:
Two (2) to four (4) years of professional IT work experience in the design or modification of IT systems; or any equivalent combination of training and experience.
