Position Summary

The Deputy Director of Policy and Advocacy for Technology and Democracy will play a leading role in crafting Freedom House’s policy agenda and advocacy strategy for human rights in the digital age.

Working in close coordination with our in-house technology and democracy experts, the Deputy Director will play a key role in determining Freedom House’s policy agenda, partner on the crafting of an advocacy strategy to advance that agenda and coordinate the implementation of the advocacy strategy. The primary advocacy focus for this position is the US government, with additional multistakeholder and international advocacy as relevant in accordance with the advocacy strategy. A key component of the strategy will include advocating for policies and legislation that protect and strengthen freedom of expression online.

This role requires detailed knowledge of one or more policy topics related to fostering a diverse and reliable online information ecosystem, such as platform regulation, intermediary liability, or algorithmic accountability.

Principal Duties, Responsibilities, And Expectations
• Leading development of policy agenda and positions and a related advocacy strategy for technology and democracy. This includes determining which US and foreign government officials to meet with, which advocacy materials to produce, how to promote existing publications, and how to move existing policy recommendations forward.
• Authoring policy recommendations, policy briefs, congressional testimony, op-eds, press releases, talking points, and other advocacy materials as necessary , in close coordination with research colleagues focused on technology and democracy .
• Monitoring US legislative and policy developments and key international developments related to technology and democracy to keep colleagues informed and recommend policy positions and advocacy interventions.
• Organizing and leading meetings and roundtables on key policy issues with subject matter experts, civil society partners, industry, and others to assess challenges to human rights online and identify effective ways to counter the harms the internet exacerbates.
• Leading the preparation of Freedom House staff and internet freedom activists for meetings, hearings, briefings, press interviews, or speaking engagements related to technology and democracy, and representing Freedom House at such engagements as needed.
• Leading the creation of talking points, briefing memos, letters, press releases, and other written products as relevant.
• Reviewing and recommending whether Freedom House should sign on to advocacy and coalition letters with partner organizations and other stakeholders around these issues. In addition, identifying and overseeing opportunities for Freedom House to draft and lead on coalition letters.
• Working with colleagues to determine creative methods of dissemination of research and program findings, and helping organize and participate in briefings related to technology and democracy.
• Assisting with inputs for funding proposals for Freedom House’s work on technology and democracy.

Qualifications

Education
• Bachelor’s degree in technology and democracy, human rights, international affairs, political science, or a related field required. Master’s degree preferred.

Experience
• Previous employment in the US Senate, US House, US Department of State, USAID, White House, or similar, required, with at least 12 years of directly relevant experience, including hands-on policy or advocacy experience and the ability to demonstrate success at moving legislation or policy agendas.
• Knowledge of or experience with the Federal Trade Commission and/or Federal Communications Commission a plus.
• Demonstrated eagerness to grapple with complicated policy questions.
• Broad understanding of issues related to technology and democracy, and detailed knowledge of topics related to fostering a diverse and reliable online information ecosystem, such as platform regulation, intermediary liability, or algorithmic accountability.
• Some familiarity with policy debates surrounding data protection, government surveillance, and cross-border data flows is desirable.
• Proven ability to research, analyze, and report on policy issues, including demonstrated experience drafting legislation, policy memos, and other written products relevant to policy and advocacy work.
• Proven ability to build consensus amongst a variety of diverse stakeholders.
• Track record of strategic leadership.

Position Summary

Freedom House’s Latin American and Caribbean (LAC) team seeks a Program Officer. The Program Officer manages all program aspects for a portfolio of grants, including program design, implementation, monitoring and evaluation, financial management, administration, and backstopping field projects. Working closely with field and headquarters LAC leadership, this position supports new project ideas, drafts proposals, and supervises Program Associates/Senior Program Associates (S/PAs).

Principal Duties & Responsibilities
• Strategic Leadership and Analysis – Monitor, analyze, and report on key socio-political developments related to democratic governance and human rights in the assigned country. Draw from analysis to identify potential opportunities and challenges to programing and operations.
• Project implementation –
• Manage design, planning, and oversight of project activity implementation. Identify opportunities for success and solutions.
• In coordination with field team and supervisor, refine and ensure quality of documentation packages for subawards and subcontracts (scopes of work, proposals, budgets, etc.) ready for final internal review before submission.
• Review subgrantee financial reports and contract deliverables. Review internal tools for tracking existing subgrants and contracts, and status of financial reports for accuracy. Anticipate potential impacts on programming and rapidly identifies opportunities for success and solutions.
• Responsible for ensuring quality drafts of donor materials in collaboration with S/PAs staff (e.g., project timelines, work plans, MEL submissions, quarterlies, final reports, and other ad-hoc reports) that feature comprehensive analysis and require minimal copy edits.
• Fundraising and development – In collaboration with field team and LAC leadership, actively contribute to program design conversations and log frame development; draft proposal narrative and annexes; and incorporate feedback in timely manner. Review budget narratives and other components prepared by S/PAs. Contribute to the development of new project ideas.
• Staff Management –
• Support hiring processes for POs, S/PAs, and interns.
• Coach, motivate, and ensure professional growth and development of staff. Lead performance review cycle for supervisee.
• Operations –
• Oversee the process of organizing events with external parties in compliance with Freedom House policies and donor regulations. Develop high-level meeting materials (talking points, briefings, PowerPoint slide content).
• Provide guidance on travel arrangements (flights, hotels, transportation). Ensure that flights are compliant with donor regulations (Fly America Act and Open Skies). Coordinate with travelers and LAC leadership to approve travel authorizations. • In coordination with LAC Leadership, oversee trip planning and as needed provide support to S/PAs.
• Compile own business expense report and review those of other travelers.
• Review credit card reconciliations.
• Flag security issues to supervisor as they occur. Follow established security protocols for file management, traveling, and communications with field staff and local partner organization.
• External Relations –
• Develop and maintain effective professional relationships with external stakeholders, including other implementing organizations, grantees, and local partner organizations.
• Identify outside meetings and events relevant to job. Attend outside meetings and events as requested and prepare notes for the supervisor. Represent Freedom House to external audiences at meetings and events; speak articulately about Freedom House's mission and programming as necessary.

Position Summary

The Senior Program Associate will support an impactful and growing portfolio focused on religious freedom and supporting nascent diaspora groups in Asia. Overview Of Consultancy

The Senior Policy Advisor for Iran will play a leading role in crafting Freedom House’s policy agenda and advocacy strategy for promoting democracy and human rights in Iran. This is a six-month position, with the possibility of extension based on funding.

Working in close coordination with other FH experts and through consultations with external partners , the consultant will develop policy recommendations, an advocacy strategy to advance that broader policy agenda, and coordinate the implementation of the advocacy strategy. As part of the strategy, Freedom House envisions close partnership with other groups and individuals to spur action by democratic governments, international organizations, and others to pressure the Iranian regime to end its repression and support the protesters. One hoped-for outcome is a broad coalition of interested actors who will work together to keep the global attention focused on Iran, urge global leaders to jointly pressure the Iranian regime, and build global support and solidarity for the protestors.

A primary advocacy focus for this position is the US government, with additional multistakeholder and international advocacy as relevant in accordance with the advocacy strategy. A key component of the strategy will include advocating for policies and legislation that build international support for a democratic Iran, drive increased support to the protest movement, and promote fundamental rights and freedoms for the people of Iran.

This role requires knowledge of one or more policy topics related to Iran or related international affairs , such as the current protest movement, US-Iran relations, sanctions, democracy and human rights issues and historical challenges to addressing this issue in multilateral bodies ( e.g. UN, EU, NATO). The consultant should have a demonstrated ability to work effectively with a diverse set of stakeholders and to get things done.

This position has the potential to be longer-term with an expanded role. Pending additional funding, this role could be extended to a full year or longer , and could be expanded to include the entire MENA region. Additionally, if the position is extended, it will also expand to include building additional MENA programmatic capabilities at Freedom House. Preference will be given to candidates with MENA – not only Iran – experience and programmatic experience .

Position Summary

The Program Officer will lead activity implementation for a new project that focuses on strengthening the resilience of civil society in repressive environments. The Program Officer will work in collaboration with other members of the Eurasia regional team, field offices, and external stakeholders to ensure achievement of project objectives in a complex programmatic portfolio. Principal Duties & Responsibilities
• With supervision from Project Director, lead the planning and implementation of assigned project activities in accordance with the project workplan and learning objectives, in coordination with local and international partners and field offices.

Qualifications

Education:

The LEARN Summer Intern Program develops and educates future democracy and human rights professionals interested in working in a nonpartisan, nonprofit organization dedicated to defending and expanding freedom globally. Learn Summer Intern Position Summary

LEARN interns will be well-integrated into their assigned teams and may: take ownership of key aspects of project work, provide substantive input and analysis into new and ongoing programs, and contribute technical input, research, and data collection and analysis support. Interns will work closely with their assigned teams and will provide administrative and logistical support for program implementation and organizational processes.

Duties & Responsibilities

Internship duties will vary depending on assigned department, however, LEARN Summer Interns can generally expect the following general responsibilities and tasks:
• Assist with developing and writing reports, press releases, briefing books, and other material
• Conduct or assist with research on democracy, human rights and governance issues
• Monitor updates on sites, blogs, and social media sites; analyze results and trends for internal and external reporting purposes; and brief on potential program/other affects
• Assist with development of forms/questionnaires for data collection and analysis
• Contribute to strategy development and outreach
• Collect and input data, create and manage databases
• Respond to requests from Freedom House staff, consultants, donors and others in a timely manner
• Attend Freedom House staff meetings, as well as other internal and external events
• Assist with organizing events and meetings in DC and abroad
• Administrative and financial management support for team, including processing program /team expenditures and preparing financial forms, and management of internal and external correspondence, including correspondence containing sensitive data

Department-Specific Internship Duties & Responsibilities
• Assist in advocacy and outreach to congressional offices, executive branch agencies, foreign governments, and peer organizations
• Attend (virtually) and take notes on congressional hearings, other official proceedings, and events
• Research and track congressional activity on democracy and human rights issues
• Assist with the creation and distribution of external content for Freedom House
• Update and maintain our internal contacts database and assemble contact lists and other spreadsheets for advocacy efforts
• Assist with event planning and scheduling

QUALIFICATIONS:

Education:
• Enrolled as an undergraduate student at an accredited community college, college or university
• A sophomore or above while participating in the program who has completed at least two semesters before entering the LEARN Internship Program
• A grade point average (GPA) of 3.0 or better on a 4.0 scale
• Working towards an undergraduate degree in a field related to the scope of the posted internship. Undergraduates studying political science, international relations, communications, or journalism are strongly encouraged to apply, but applicants from all fields of study will be considered based on the internship department.*
• Any academic credit for the LEARN Internship will must be arranged with the college or university directly by the intern with support from the supervisor.

Experience:
• Demonstrated interest in international affairs and/or democracy and human rights, including protections for historically marginalized communities
• Demonstrated curiosity in exploring the complexities of transnational surveillance and harassment, as well as the ways to build institutional resilience to such practices in host states
• Experience conducting intensive online research and fact-checking
• Experience drafting and proofreading a variety of written products

Technical Skills and Abilities:
• Strong writing and verbal communication skills in English. Proficiency in additional languages welcomed
• Ability to work both independently and collaboratively as part of a team, successfully balancing individual and team responsibilities
• Ability to plan, organize, prioritize work, and meet tight deadlines

Additional Information
• Freedom House LEARN Summer Internships take place June through August, with some flexibility in timing for undergraduate program timeframe variations.
• Internship schedules are anticipated to be 40 hours per week.
• Freedom House LEARN Internships are paid at an hourly rate of $16.10. Freedom House will also consider candidates who receive financial sponsorship for their internship from their educational institution. Freedom House does not accept unpaid internships.
• Candidates must possess authorization to work in the United States independent from Freedom House sponsorship and must be resident in a location within the United States where Freedom House is already registered and compliant with state employment requirements

POSITION SUMMARY
The Business Manager for the Africa Regional Program team reports to the Africa Program Director and oversees all administrative and financial aspects of the regional portfolio, working closely with the Regional Program leadership and Grants Administration & Compliance. This includes reviewing and approving grants, subawards, and procurement; budget formulation and monitoring; financial analysis and reporting; as well as monitoring grant compliance with USG, other funders, and Freedom House rules and regulations through the grant lifecycle. The position has a leadership role within the regional team, supporting the Director and Deputy Director by, for example, advising on funder requirements, projected and available resources, and the overall administration of the team. The position is part of a cohort of Business Managers across the International Programs Division, all of whom work closely with Grants Administration & Compliance on overall grants management and reporting, as well as with Operations on administrative requirements. This position also closely collaborates with Freedom House’s Finance Department and may engage with funders on communications related to compliance and finance.

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS
• Finance & operations – Working closely with Regional Program leadership and Business Development for USG proposals, oversee all financial and operational aspects of Freedom House’s portfolio in the assigned region, including budget development, monitoring and management of donor award budgets, annual projections, contract review/administration, standing up and/or closing awards, as needed, and monthly financial analyses. The manager also reviews and approves procurements, and some sub-awards, and may participate in hiring project staff and track and report on staff levels of effort.
• Compliance & grant management – Ensure that grants are executed in compliance with funder requirements through their full lifecycle—from pre-award planning to final reporting. In close collaboration with Grants Administration & Compliance and country teams, prepare and submit the quarterly federal financial reports in Payment Management System (PMS) and SAMS Domestic. Also contribute to reporting to private donors, as relevant, and support audit requests.
• Subaward management* –* Support program team in budget agreement negotiations with sub-recipient; originate or review subaward agreements (contracts, letters of agreement, and other contractual documents) for accuracy, completeness, and compliance with donor requirements; assist program staff in monitoring sub-awardees for compliance with funder requirements, spending alignment with programmatic priorities, as well as Freedom House policies and procedures; work with program staff to review sub-recipient narrative and financial reports to ensure alignment and accuracy; approve payment requests, subaward agreements and modifications; track and file subaward-related data including quarterly reports, cost share, host government taxes, financial status, year-end subaward cash, contribute to the monthly subaward accrual process, etc. In close cooperation with Grants Administration & Compliance, prepare and review quarterly projections and draft monthly Federal Funding Accountability and Transparency Act Subaward Reporting System (FSRS) reports.
• Knowledge management – Collaborate with Grants Administration & Compliance to maintain an organization-wide grant manual on compliance and financial management that includes workflow charts, instructions, templates, and checklists. Ensure internal control processes inside the Regional Program. Identify and support training and other learning opportunities recommended and/or provided by Grants Administration & Compliance, according to team needs and responsibilities. In close cooperation with Grants Administration & Compliance, develop and deliver financial trainings to build the team’s knowledge of grants administration and compliance and to integrate it into their everyday functions. Partner with other Business Managers and the Grants Administration & Compliance team to share learning and best practices.
• External representation – May serve, as needed, as the point of contact with funders and/or partners regarding Regional Program grants, sub-grants contracts, agreements, and other operational and compliance requirements as needed.
• Internal collaboration – Serve as key liaison and issue escalation point between programs, Operations, Finance, HR, and Grants Administration & Compliance, partnering to achieve the best outcomes for the Regional Program and the entire organization; collaborate with Business Development and Fundraising on the budget formulation for proposals.

QUALIFICATIONS:
Education:
• Bachelor’s degree required.

Experience:
• At least 7 years of relevant professional experience, including directly managing financial and compliance aspects of grants.

POSITION SUMMARY:

As part of the Financial Planning and Analysis team, the Business Analyst will work closely with the Director of Finance, a centralized Grants Administration and Compliance team, other finance staff, and program teams to assist in monitoring Freedom House’s departmental budgets, including international programs, research, policy and advocacy, fundraising and business development, and other overhead departments. The position is responsible for performing analyses of budgeted versus actual spending from funding sources such as the US federal government, corporations, foundations, and other international public agencies.

The Business Analyst will also assist in the preparation of monthly, quarterly, and annual budget reports for internal management and the Board of Trustees. Responsibilities will also include cash management reports, federal and non-federal drawdown operations, enhancing and developing databases, analyzing and improving business workflow processes, ongoing analyses of the institution’s financial position, and research related to various regulatory and compliance requirements.

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:
• Treasury Operations – Support the execution and management of USG and non-USG funding requests. Prepare periodic drawdown requests based on actual and anticipated spending using data from internal financial systems and US government funding portals. Assist in the realignment of drawdowns to conform with changes in US government accounting regarding funding appropriations, data elements, and government subaccounts. Collaborate closely with Fundraising staff to reconcile and produce a weekly fundraising report.
• Annual Resource Planning – Support the preparation and management of the organization’s annual budget. Working closely with all departments and budget managers, project spending on existing and prospective commitments and new initiatives in alignment with the organization’s strategic plan. Assist management with revisions to annual budget based on changes in revenue on a periodic basis (e.g., mid-year review).
• Financial Reporting, Board of Trustees – Consolidate all departmental spending against budget (i.e., budget vs. actuals) including updates to full year forecast, in a detailed report and presentation to the Finance Committee, Executive Board, and the full Board of Trustees approximately three times a year. Work closely with the Chief Operating Officer, Director of Finance, and other heads of departments to ensure accuracy.
• Financial Analysis – Working closely with the Director of Finance, another Business Analyst, the Controller team, and various Grants and Business Operations Managers, provide monthly updates and perform regression analyses on project and grant spending through use of enterprise accounting software and other budget management tools and prepare monthly financial reports for senior staff. Assist with annual analyses of the organization’s benefits (e.g., US-based and international health insurance, dental insurance, etc.), fringe rate, and indirect rate. Create interim and final financial reports for private grants based on individual donor requirements. Prepare other unique reports for various audiences as requested.
• Financial Audits – Assist with management of financial audits such as the annual Single Audit, NICRA review, Form 990, and program or Federal agency specific audits.

QUALIFICATIONS:

Education:
• Bachelor’s degree required.
• C oursework in business, finance, international relations, and/or USG policies and procedures is desirable.

Experience:
• At least two years of direct financial planning and analysis, resource and budget management, or five years managing program budgets. Experience with financial management of USG funded programs preferred, particularly at a non-profit organization.

Technical Skills:
• Experience with budgeting, financial management, and analysis.
• High level of proficiency with Adobe and MS Office applications, and expert knowledge of PowerPoint, Word, and higher-level Excel functions (macros, multi-table/multi-workbook indexing, conditional formatting, complex formulas).
• Experience using enterprise accounting software required, Jamis Prime preferred.
