Department

The Systems Department in the U.S. office of Doctors Without Borders/ Médecins Sans Frontières (MSF) is comprised of four technology teams: Digital Internal Operations, Product & Innovation, Infrastructure & Operations, and Helpdesk., Together they provide the vital products and services so that MSF-USA can achieve its ambitious new Strategic Plan (2022-2025).

Project

At MSF-USA, we are building a novel, modern engineering department dedicated to advancing humanitarian technology practices forward through innovation and building great products. The Software Engineer on the Product and Innovation Team will be responsible for development of technical architecture, including co-designing and generating innovative tools meant to drive engineering practices at MSF-USA.

This role involves building cross-departmental applications in line with our new strategic plan. That includes working in tandem with other engineers, the Technical Program Manager, and other members of the Systems department to decide on and implement novel engineering projects in alignment with MSF’s overall organizational strategy and delivers on MSF’s mission.

This role will be focused on effectively transitioning engineering practices at MSF-USA into an innovation-focused one though R&D and production-grade products. This transition will also require balancing new projects with existing maintained infrastructure. In both cases, having flexibility, assuming ownership and working iteratively on deliverables will be key to overall success.

Tasks
• Design and implement innovative engineering applications aimed towards strengthening technical capacity at MSF-USA
• Manage the full lifecycle of product ideation, technical build, and delivery to cross-organizational audiences
• Find and propose projects for advancing MSF USA in its data analysis infrastructure and practices
• Source external datasets for enriching and improving internal data reports
• Create data models in various styles (relational, dimensional, various sorts of non-relational)
• Advise on and implement best practices for data application architectures.
• Communicate end-to-end program development to technical and non-technical stakeholders
• Develop relationships with external innovation groups to expand team efficacy and practices
• Assess and recommend cloud architecture appropriate to a given software solution
• Mentor technical and non-technical collaborators

Qualifications

Required
• 4+ years of software engineering experience. Preference given to candidates with previous work experience in nonprofit organizations or with demonstrated knowledge of the sector.
• Strong understanding of the infrastructure required to enable complex data analysis, processing, and scientific applications
• Experience with one or more major cloud computing platforms (AWS, Google Cloud, Azure)
• Strong experience with R or the scientific Python libraries (Numpy, Pandas, Scikit-learn)
• Experience with data visualization, code based or through a platform
• An ability to express insights as a compelling and understandable story
• Familiarity with the concepts of Machine Learning and Deep Learning. Experience with relevant libraries is a bonus (TensorFlow, PyTorch, SparkML)

Department

The Programs Department at MSF-USA consists of several units that work on both internal and external representation of MSF to the US home society inclusive of units such as the Grants Unit (coordination of Programs Committee of MSF USA’s Board of Directors), the Humanitarian Representation Team (HRT) unit and the Global Health Advocacy and Policy (GHAP) unit, in addition to supporting projects related to the intersectional medical humanitarian space. There is a strategic focus on humanitarian operational representation, humanitarian diplomacy and global health advocacy and policy work as it relates to US based interlocutors and the medical humanitarian space. The Department also hosts many teams and individual roles from around the movement including from Epicentre, the Access Campaign (AC), International Office and others.

Project

As the Global Health Advocacy and Policy unit (GHAP) adjusts its dossiers and begins to implement its new strategic framework for 2022 – 2025, the team is seeking a Global Health Analyst to provide policy and analytical support, strategy development, and stakeholder engagement to advance US-based advocacy on global health. Working together with the AC, the Global Health Actors Network (GHAN), the HRT and other MSF entities, the Global Health Analyst will support MSF-USA in understanding new and emerging discussions, debates, and opportunities related to global health. This includes access to medicines, antimicrobial resistance, sexual and reproductive health, and climate/environmental health among other dossiers as they emerge in order to craft strategies to represent MSF’s positions and convey key messages within them in US society. This role generally engages in federal lobbying activities on behalf of MSF-USA and the person will be asked to register accordingly as a lobbyist.

Job responsibilities

The role will report to the Senior Global Health Advocacy and Policy Advisor at MSF USA, but will regularly engage with other members of GHAP, the MSF-USA Communications department, HRT, the GHAN and the MSF Access Campaign as needed to:
• Generate analysis of relevant US-based global health actors, such as the World Bank, Bill and Melinda Gates Foundation, relevant US government agencies, etc. focusing on dossiers pertinent to GHAP and the MSF movement. This includes flagging of issues of specific importance to MSF and providing the necessary information to guide MSF positioning.
• Consolidate a disease and issue specific ecosystem (research institutes, academia, donors, private foundations, vertical funds, etc.) analysis related to the GHA so as to provide an understanding of institutional dynamics to feed MSF strategic engagement with these actors in the US.
• In tandem with the GHAP team, propose tailored engagement/interaction and advocacy strategies towards US-based actors on the basis of MSF’s field experience and identified needs so as to create a more conducive environment for our operations.
• Liaise with others from around the movement as needed, facilitate interactions within MSF and between MSF and external actors, and support the implementation of advocacy strategies.
• Assist in development of MSF materials (documents, presentations, explainers) for use in direct outreach to US government officials or for influencing officials via public-facing communications – either by reviewing and contributing to materials generated by MSF staff, or by outlining materials that would be most useful for advocacy
• Support US-based advocacy initiatives on global health governance and financing, equitable access to medical tools; sexual and reproductive health, antimicrobial resistance and climate and environmental health. 
• Support MSF-USA, the GHAN and Access Campaign in advocacy and policy in US home society; 
• Represent MSF in relevant civil society coalitions where required by the team; 
• Help create and refine key messages for a US audience, framing language and documents for the US audience in close collaboration with the US teams in Programs and Communications 
• Help draft outreach, advocacy and communication materials; 
• Help implement outreach strategy for US-based MSF engagement with stakeholders; 
• Conduct outreach to other civil society groups to enhance engagement in the US; 
• Help to ensure projects stay on track; tracking relevant information such as notes and action points from calls and meetings; 
• Maintain regular communication with line management and appropriate team members; 
• Manage GHAP staff including potential interns/volunteers; 
• Other policy and advocacy related dossier support and management not otherwise specified. 

Qualifications

Profile Requirements 

This position requires:
• Commitment to MSF’s principles; 
• At least six to eight years of experience working on global health policy, with special consideration given to work on issue areas important to MSF; 
• Demonstrated high-level research capabilities, including excellent writing and analytical skills; 
• A Masters degree or higher in Public Health, Public Administration, Political Science, International Affairs, or other relevant discipline; 
• Knowledge of the global health landscape, especially the role played by the US government and US based global health actors. Candidates with experience working with the access to medicines, sexual and reproductive health, and/or climate/environmental movements will be given additional consideration;  
• Strategic thinking and planning ability; problem-solving/seeking solutions to challenges; 
• Experience working in a large, international organization with a diverse variety of stakeholders;

Supervisory Responsibilities

Project

At MSF-USA we are looking to transition to a cloud-native infrastructure that supports operations across the organization.

This role leads the Infrastructure and Operations team, currently composed of a team of Network Engineers, and a new security engineer. This role will focus on transitioning this team to a new strategy that is focused on our cloud operations model and leverages a managed services provider to support some of our routine technology operations.

This person will report to the Director of the Systems Department and play a leadership role in our infrastructure as well as collaborating with our risk team on security and compliance priorities. You will collaborate with a few other teams within MSF-USA.
• The Product and Innovation team which is an engineering team that builds new products for MSF, such as MSF’s Science Portal (https://scienceportal.msf.org).
• Supporting any infrastructure needs for our development department which raises more than 30% of all of MSF’s funds’.
• Working closely with the Information Security and Data Protection focal points on advancing MSF-USA's cyber security posture.
• Support our Helpdesk team on any emerging areas for infrastructure.

That may include working in tandem with the engineers within the US or internationally to decide and implement novel engineering projects in alignment with MSF’s overall organizational strategy and delivers on MSF’s mission.

Success in this role will require someone who can:
• Set a three-year vision and implement a strategy for technology infrastructure that meets our goals of being a scalable cloud-native organization
• Collaborate with an engineering team on infrastructure needs
• Understand how to advance cyber security, information security and data protection through infrastructure, policies and procedures.

Tasks

• Work with the team to identify a cloud native strategy and create a roadmap for our migration to the cloud (Azure).

Our dynamic Development Department is responsible for raising over $700 million annually in funds to meet the mission and financial needs of our organization to respond to the complex crises. The Major Gifts unit is responsible for managing relationships with over 2,500 individuals giving over $25,000 in a 24-month period. The team raised almost $130M in 2021.

Project

Under the direction of the Director of Major Gifts, the Senior Major Gifts Officer identifies, develops, manages, and grows strategic relationships with existing major donors and prospects in the west coast territory. This region includes Washington, Oregon, California, Nevada, Alaska, and Hawaii. This includes stewardship and solicitation plans for a portfolio of around 120 individuals giving between $50,000 - $300,000 a year with the goal of securing funding for MSF-USA. The role requires close coordination with various MSF personnel to develop proposals around priority MSF activities and initiatives in line with the donors’ preferences.

In consultation with the Director of Major Gifts, the role plays a leading part in the creation, oversight, and execution of the overall strategy for major donors at MSF USA and is responsible for ensuring it is implemented in their assigned territory.

The Data Protection Officer ensures that MSF USA is compliant with the legal framework applicable to data protection as intended by GDPR and the local applicable regulations. The DPO will be a member of the newly formed Information Security and Privacy Compliance team within the Executive Office at MSF-USA, reporting to the Director of Information Security and Privacy Compliance.

Project
• Manage Data Protection Compliance and Mainstreaming (40%)

Ensure that MSF USA complies with all applicable regulations relating to data protection, privacy, and security of personal data.

Develop, implement, and enforce a suitable and relevant data protection policy. This will initially involve identifying the gaps between the current state of data protection within MSF and the requirements of applicable privacy laws including setting out a roadmap (based on the MSF Baseline Framework and on priority identified risks) for achieving acceptable levels of data protection across the Organization.

Establish a formal Data Protection Committee tasked with ensuring ongoing oversight of all data protection requirements. Inform the Data Protection Committee of any risks identified in the day-to-day handling of personal data within MSF USA.

Update procedures and internal guidance where necessary relating to the processing of personal information. Maintain a register documenting all personal information processing activities and legal basis within MSF USA.

Manage all data protection incidents, including notification to relevant authorities and relevant individuals as required.

Liaise with the Information Security Officer to establish and maintain a register of information owners for sets of information and educate the information owners on their responsibilities (what is the data, how is it used, who has access to it).

Ensure that data protection impact assessments are performed when appropriate (e.g. major system or product developments etc.).

Develop or advise on the development of new policies and/or best practice with regard to data sharing internally between departments, within the MSF Movement between Sections or with external third parties, and sit on relevant working groups, platforms and other forums to represent MSF USA as appropriate.

Consult internally and with the wider MSF movement to develop an action plan for how privacy by design and default can be mainstreamed within MSF USA, to enable the organization to move from a culture of compliance to positive mainstreaming of privacy as a humanitarian right.

Advise the MSF USA Management Team on how Diversity and inclusion (D&I) strategic initiatives integrate Privacy by Design and Default, while also ensuring that privacy initiatives mainstream (D&I) under a common human rights framework.

2. Monitor Data Protection Compliance and Mainstreaming (30%)

Develop and implement a procedure for regular reviewing of compliance with relevant legislation and related organizational policies, doing so in a fully independent manner. The reviews should include third-party data processors used by MSF USA.

Highlight and develop solutions for any issues relating to the fair obtaining, use and storage of personal data, information quality and integrity, technical and organizational security.

Act as the contact point for the International Data Protection Taskforce responsible for monitoring the overall compliance of the MSF Movement, providing updates on the status of MSF USA as requested, and participate as an active member of the taskforce.

Provide comprehensive annual reports on MSF USA's data protection compliance, training and awareness to the Data Protection Committee and to the MSF International Privacy Coordination Office (IPCO) as part of the annual privacy monitoring exercise across the MSF Movement.

3. Training & Awareness (30%)

Provide advice and training to staff and managers to raise awareness and understanding about their responsibilities regarding data protection and other associated legislation or good practice.

Develop and implement a strategy to ensure that data protection mainstreaming is part of the culture within MSF USA and is understood as an opportunity rather than a constraint.

Ensure written information on data protection is available for provision to donors, partners, vendors, and employees, including appropriate privacy notices etc.

Continue to keep abreast of developments in the field of data protection. Keep the Data Protection Committee informed of new developments and make recommendations for changes to policies and procedures where appropriate

In this Role, we can expect:

Qualifications

Required

• At least 2 years of significant relevant experience in a similar role within an organization of similar size and structure and with numerous cross-border data flows.
• A good foundation of Privacy Law, technology, and project management.
• Relevant academic degree or equivalent significant experience within the area (IT, law, audit, risk analysis, compliance, management, project management, change management, policy development, governance, mainstreaming change).

DEPARTMENT

The People Management Unit (PMU) is responsible for designing and implementing team management and DEI-related learning events for multiple MSF sections, including the Ways of Working (WoW) courses. The PMU is a global team with team members currently based in North America and Europe, with facilitation teams recruited and contracted globally.

The PMU's programs are designed to contribute to the professional development of MSF staff and prepare them for more senior roles, while also contributing to the overall operational success of MSF projects. PMU programs support changes in MSF’s workplace environments and learning culture, as well as foster the implementation of new ways of working within MSF.

PROJECT

The WoW Program Management (PM) Team collaborates with MSF Operations and HR teams to plan and deliver training courses and other learning events in digital, virtual, and face-to-face training environments. The PM Team recruits facilitation teams, works with them to deliver learning events consistent with the WoW programs’ content and core messaging, pedagogical design choices and training methodology and supports their ongoing professional development.

The WoW Program Management Team collaborates with the Instructional Design team to expand the range and delivery of the WoW program offer in multiple languages. Facilitators and technical producers are integral to expanding, improving, and updating WoW content for all learning events, providing a continuous feedback loop from WoW participants.

The PMU Cohort Management Associate is responsible for the development and implementation of key administrative components of MSF-USA’s PMU WoW learning events. The role performs administrative, instructional design and evaluation functions to support both the WoW Program Manager and Instructional Designer. The role oversees all administrative aspects of each WoW course, as well as supports the development and management of new learning materials, program management tools, and capturing essential training data for the purpose of monitoring and evaluation of the WoW program.

SCOPE

Administrative Support to the WoW Program Manager (50%)

Is the principle administrator and mission contact for all Ways of Working (WoW) virtual and in-person training sessions. Liaises with WoW Program Manager before and after each WoW session to:

• finalize WoW participant lists for review with the WoW Program Manager

• deliver the relevant WoW instructions, documents, links, etc. to the WoW-host missions, line managers, IT managers and WoW participants

• support the briefings, walkthroughs and debriefings of all WoW facilitation teams, liaising with Cell HR Responsibles, project HRCos/CoFiRHs and guest contributors to set up briefings.

• answer all logistical, content and material-related questions, forwarding technical questions to the Instructional Design (ID) Team as necessary

• ensure latest versions of all WoW files are posted in the correct Facilitator and WoW cohort folders on Teams, Sharepoint, and Tembo

• email facilitators and participants session emails and nudges as per WoW session requirements

Supports the WoW Program Manager to maintain accurate records of all WoW activities including:

• review mid- and end-of-course WoW surveys to enhance the PMU’s understanding of participants’ satisfaction with their learning experience, comprehension of core concepts and planned application of the WoW philosophy

• review, clean and consolidate all WoW participant and course data

• design reports to analyze WoW participants’ feedback and application of WoW learning

• work with MSF sections, internal translators, expert volunteers and external translation agencies to ensure all new materials, or revised materials, are translated into French – and other languages as requested by OCP missions

Within the MSF movement, the Cohort Management Associate interacts with all levels of staff, field workers and colleagues within OCP and other OCs, as well as other MSF sections, Epicentre and/or the MoH.

WORKING CONDITIONS, TRAVEL AND ENVIRONMENT

This position can be based in a number of MSF locations, but it cannot be guaranteed that all MSF offices will be able to host this role. The work location of this role may be reviewed in 2024 or 2025.

While performing the duties of this job, the Cohort Management Associate will be required to sit (or stand) for long periods. Must be available to work before 9:00 am, and after 5:00 pm or on weekends, as required. Some flexibility required as not all MSF offices, missions, team members and collaborators may be available during regular U.S. EST working hours.

Project

The Accounts Payable Associate has the responsibility to complete payments and controls expenses by receiving, processing, verifying, reconciling, and paying invoices, reviewing expense reports, onboarding vendors, and maintaining vendor records. With direction provided by the Finance Manager, this role ensures that accounts payable transactions are processed in a timely manner and support is provided to the Finance Department and mission at large.

Tasks

Essential Functions and Responsibilities:

Accounts Payable
• Receive, process, verify, allocate, capitalize, and amortize invoices due for payment in an efficient and timely manner
• Record expenses accurately to GL accounts, departments, and projects by analyzing invoice and expense reports
• Review deductions and discrepancies and ensure credits are received for outstanding memos
• Conduct systematic match and verify vendor invoices to purchase orders
• Ensure bills are paid in a timely and accurate manner while adhering to departmental procedures
• Onboard new vendors, maintain vendor master file, and monitor contractual arrangements, where applicable.

Department

Our dynamic Development Department is responsible for raising over $700 million annually to support the medical mission of the organization. The Planned Giving unit is responsible for securing over $123 million in 2023 from donors who have included MSF in their estate plans. The Planned Giving team at MSF-USA works to inspire Americans to engage with and contribute to MSF-USA through their estate plans. The Planned Giving team is charged with growing our long term planned giving revenue from individual donors through securing gifts from wills, trusts, beneficiary designations, Charitable Gift Annuities, and other estate plans.

Project

The Planned Giving Marketing Manager is an exciting opportunity for a collaborative, communications-savvy, and results-oriented candidate with direct response marketing expertise. Working closely with the Associate Director of Planned Giving, you will help drive ambitious growth goals for an already best-in-class fundraising program.

This role drives integration by managing Planned Giving marketing campaigns and automated journeys across all channels, including mail, email, telemarketing, and digital advertising. You will collaborate with channel managers and agencies to cultivate, solicit, and steward current Legacy audiences and to market Planned Giving products to prospects in Mass, Midlevel, and Major Gifts. You will also help take our digital lead generation and qualification programs to the next level.

Using analytics and research to identify opportunities for optimization and innovation, you will drive program evolution and support annual planning, budgeting, and setting KPIs. You will stay on top of trends in the marketing and planned giving space and be a vital part of a dynamic, expert, and growing team with a deep commitment to MSF’s mission.

Tasks

You will report to the Associate Director of Planned Giving, and work closely with the Planned Giving Associate and Officers.

Creative, Production & Process
• Manage the development, production, and execution of the planned gift stewardship and cultivation program across all channels (including print, digital, webinars/events).
• Handle day-to-day communications and relationships with channel managers and agencies.
• Ensures messaging and design of program is strong, consistent, in line with audience and brand guidelines, and agreed-upon content and fundraising strategy.
• Manages stakeholder review and approval process, including providing edits, writing copy, and making recommendation as necessary.
• Support Associate Director in leading and continuously improving campaigns and processes that drive planned gift inquiries, commitments, and upgrades.
• Contribute to creation and roll out of best-in-class donor experience strategies.
• Collaborate with Associate Director to design and execute an annual calendar of engagement opportunities, including in-person, mail, digital, and virtual events.
• Lead the development and creative of compelling donor proposals, impact reports, and other individualized communications for key donors in collaboration with senior staff and grants team.

Reporting & Budgeting
• Monitor and analyze internal results and external trends; report out on performance and file health and make recommendations to improve metrics and efficiencies. Continually evaluate to enhance the donor experience to achieve a best-in-class program.
• Track PG Marketing expenses and KPIs as compared to plan and make recommendations.
• Contribute ideas in brainstorming and strategic annual planning and budgeting process.

Qualifications

Required
• Minimum 3-5 years of relevant fundraising experience, preferably in both Planned Giving and Direct Response Marketing.
• A track record of successful teamwork and collaboration, developing and maintaining strong working relationships with staff at all levels, and building buy-in with diverse groups.
• Expert writing, proofreading, and editing skills. Ability to analyze and synthesize complex and sensitive material and use it to develop appropriate, well-informed messages to donors.
• Excellent time management, attention to detail, and project management skills.
• Ability to represent MSF with tact, diplomacy, and confidentiality.
• Enthusiastic “all hands-on deck” style team player; able to operate and collaborate across multiple teams and thrive in a fast-paced culture.

Project

The Security Engineer is responsible for improving the security and integrity of our technology operations and products. Reporting to the Director of Infrastructure and Operations, this role will be advancing the security posture of MSF-USA in several domain areas. These are, but not limited to: Application Security, Vulnerability Management, Security Incident response, privacy engineering and penetrating testing.

You are responsible for:

Collaborating with Information Security and Data Protection colleagues to advance enterprise risk management across MSF-USA.

Define and set priorities and roadmaps for security and privacy within the Systems department.

Support MSF-USA achieve PCI compliance as well as any other regulatory and compliance needs.

Work with our Product and Innovation team on new prototypes, products and data products for MSF-USA and the movement. Tasks

In the first 100 days
• Work with the Infrastructure team on selected cyber security remediations

• Work with the DevOps Engineer to develop a DecSecOps strategy for our Azure infrastructure.

In six months
• Work with the Risk team to work on PCI compliance for MSF-USA as well as any other emerging regulatory requirements.
• Work with the Director of Infrastructure to mainstream security best practices in our cloud infrastructure. MSF-USA is a hybrid organization, aiming to be cloud native by late 2024.

In one year
• Rollout a new security strategy for relevant technology projects to be mainstreamed within the project management methodology for MSF-USA.
• Contribute to the updating of Information Security and Data Protection policies and processes.
• Conduct security reviews for potential projects and/or applications for development and delivery in 2023.
• Provide a strategy and necessary budgetary requirements to enhance the security portfolio across relevant MSF-USA domains for 2024.

Qualifications

Required
• 3-5+ years of providing subject matter expertise in security engineering
• Experience establishing and deploying security and privacy efforts to actively reduce security risks at a complex organization.
• Azure or equivalent cloud computing experience (e.g., AWS)
• Must have at least 1 year of experience delivering application or infrastructure security solutions. That experience preferably would include working with Product Managers or Infrastructure teams to analyze and propose security standards, methods and architectures.

Project

At MSF-USA we are looking to transition to a cloud-native infrastructure that supports operations across the organization.

This role leads the Infrastructure and Operations team, currently composed of a team of Network Engineers, and a new security engineer. This role will focus on transitioning this team to a new strategy that is focused on our cloud operations model and leverages a managed services provider to support some of our routine technology operations.

This person will report to the Director of the Systems Department and play a leadership role in our infrastructure as well as collaborating with our risk team on security and compliance priorities. You will collaborate with a few other teams within MSF-USA.
• The Product and Innovation team which is an engineering team that builds new products for MSF, such as MSF’s Science Portal (https://scienceportal.msf.org).
• Supporting any infrastructure needs for our development department which raises more than 30% of all of MSF’s funds’.
• Working closely with the Information Security and Data Protection focal points on advancing MSF-USA's cyber security posture.
• Support our Helpdesk team on any emerging areas for infrastructure.

That may include working in tandem with the engineers within the US or internationally to decide and implement novel engineering projects in alignment with MSF’s overall organizational strategy and delivers on MSF’s mission.

Success in this role will require someone who can:
• Set a three-year vision and implement a strategy for technology infrastructure that meets our goals of being a scalable cloud-native organization
