What you will do:

Compliance Audit Specialist 3 $32.6923/hr. Grade 21

Compares data, identifies information and determines if data meets department requirements and federal regulations.Analyzes and tests ADOT records to ensure accuracy, consistency, and compliance with
applicable laws, policies and procedures; determine the accuracy and compliance of procedures, and results. Examines and evaluates information systems, recommending controls to ensure system reliability and data integrity.

Compliance Auditor Specialist 3
Prepares audit work papers to include sufficient, relevant, and competent evidence to provide a basis for conclusions reached by interpreting and evaluating data to determine if the information provided is accurate, reliable, and complete.Evaluates activities and internal controls to determine whether controls are designed to be effective and are implemented as designed. Reviews and defines audit steps by deciding what work needs to be performed based on risk factors and adjusting the work plans to better meet audit objectives.Gather, review, and interpret applicable information and data to determine if work was adequately performed to make an accurate conclusion. Examines and evaluates financial and information systems, recommending controls to ensure accuracy, reliability and data integrity.Gather construction documentation for construction project. Review information, compare to policy and regulations. Interview resident engineer involved in project. Gather documentation from grantee or procurement officers. Reviews all necessary information and compares them to grant agreement or contract. Determine how auditee compiled w/ Policy, contract, grant agreement. Writes summary analyses of audit findings to explain and justify determinations of error, deficiency, anomaly, and/or violations. Determines and applies appropriate audit methodology, provides guidance and recommends changes to ensure accuracy and consistency on future construction projects. Contacts appropriate persons to specify schedules, procedures, documentation and other requirements and may coordinate and conduct unannounced audits as necessary to prevent destruction of records and other information. Interview agency personnel (depending on who is being audited).

In addition to those tasks, the scope of duties and tasks to be learned and performed includes: gathering documentation from grantees or procurement officers, reviewing and analyzing the information and examining and evaluating financial and information systems controls. This position requires at least one year of experience operating as a Compliance Auditor 2, and demonstration of
proficiency in all of the Compliance Auditor 1 and 2 tasks. In addition, experience in generally accepted auditing standards and internal control frameworks.

Duties & Responsibilities
• Design and deliver pesticide applicator pre-certification workshops and exam events for agricultural and structural pest control operators interested in becoming certified to purchase, use, and directly supervise the use of restricted-use pesticides. The AE will be responsible for all aspects of these events, including, but not limited to, securing workshop sites; creating promotional materials; managing event registration; designing, purchasing, and reproducing workshop handouts; presenting workshop sessions; and coordinating the administration of exams when applicable.
• Serve as the lead author and developer of Arizona's pest management study guides and assessment tools for agricultural and structural pesticide applicator certification category-specific exams administered by the Arizona Department of Agriculture's Licensing Division. Additional responsibilities include working with a team of subject matter experts to review and revise the currently administered Arizona Pest Control Advisor (PCA) licensing exam questions and study guide, by incorporating new regulations, research data, pest information, and illustrations as needed.
• Develop, adapt, and translate a variety of new and existing pesticide informational resources and tools to fit the diverse linguistic, cultural, literacy, informational, and occupational needs of people involved in pest management industries. Examples of resources include lesson plans for pesticide safety educators; tools to help pesticide applicators accurately measure, mix, and apply pesticides; bilingual English/Spanish pesticide terminology translation tools to improve pesticide label comprehension and communication at worksites; short articles and pamphlets for use during pesticide safety outreach; and knowledge assessment tools.
• Provide additional pesticide-related presentations and extension services during conferences, meetings, trade shows, field days, recertification events, and outreach programs upon request. Serve as a key contact for people seeking pesticide safety, certification, and continuing education information. Write newsletter articles, listserv notices, and surveying tools to promote, sustain, and assess the need for additional PSEP services.
• Seek and secure supplemental external, state, and federal funding to support unique projects within the overall PSEP. Implement and evaluate funded projects. Manage funds and perform accounting functions. Write and submit all required project activity and budget reports to funding sources.

Minimum Qualifications
• Bachelor's degree or equivalent advanced learning attained through professional level experience required.
• Minimum of 5 years of relevant work experience is required.
• Incumbent must have or acquire the following licenses/certifications within 3 months of hire:
