JOB BRIEF

The Program Specialist (PS) will support USIP’s work on Burma. The PS provides overall support by providing project/program management implementation, and day to day programmatic and administrative support. The PS develops and updates informational material, conducts research, maintains program databases, and supports budget and contract management activities. This position is based in Washington DC and reports to the Burma Program Officer.

TARGET SALARY RANGE

Grade 1o - $71,000 - $73,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Programmatic Support:
• Supports research and writing as needed.
• Monitors political events, conflict resolution, prevention, and fragility developments as it relates to Burma.
• Provides regular input on the development and tracking of the overall program calendar, workplan, and milestones.
• Manages the coordination of meetings with internal and external stakeholders that contribute to the program and follow up on action items to ensure their completion.
• Assists in reporting and tracking activities of project implementation and support coordination to collect required M&E data and create analyses and reports of project progress that meet standards and objectives.
• In collaboration with the team, develop, edit, and update concept notes, proposals, program and project reports, and informational items for internal USIP staff members and external audiences (e.g., progress reports, web content, project pages, special reports, fact sheets, etc.).
• Assists the program staff in setting up administrative procedures for projects by designing or optimizing filing systems, tracking systems, mailing lists, etc.
• Assists and guides with tasks and work of program team, including HQ-based staff and staff based in the field, as requested.
• Updates program policies and procedures for compliance.

Procurement, Finance, Budget, and Travel Support:
• Generates routine budget and financial reports, and analyzes the program budget (e.g., monitors expenditures, schedules payments, and reviews budget reports) to develop recommendations for program leadership on budget-related matters.
• Helps reconcile the budget of the program by ensuring obligations are expended and tracking the budget using financial software.
• Provides contract management and execution support, including drafting contracts and budgets, and processing and tracking requisitions, receipts, and invoices. This is done in collaboration with HQ-based staff.
• Provides technical advice to program staff on contract-related requirements.
• Ensures administrative travel processes for domestic and international travel for self and program staff.

Event Planning:
• Manages the development and execution of event and publication strategies in collaboration with the team and under the guidance of the project/program/center leadership.
• Coordinates all logistical arrangements for program events, including reserving rooms, developing invitations, monitoring RSVPs, ordering food and supplies, arranging room set-up, and serving as the main point-of-contact for attendees.
• Develops promotional and informative descriptions of events for internal USIP staff members and external guests.
• Coordinates domestic and international travel and overnight accommodations for event participants.

Knowledge Management:
• Responsible for building and maintaining project databases with after-action reporting, quarterly and final reporting, tracking of programmatic decision-making, correspondence with U.S. Government partners, and ensuring the capture of institutional knowledge and lessons learned within the database.
• Ensures that project databases, files, and contacts are organized and maintained.

Performs other duties as assigned.

QUALIFICATIONS
• Bachelor’s degree in international relations or related field required. Master’s degree preferred.
• Two (2) or more years of relevant work experience with a Master’s degree or four (4) or more years of relevant work experience with a Bachelor’s degree, preferably related to Burma, required.
• The ability to anticipate program needs and challenges and, more importantly, develop options for addressing those needs and challenges is required.
• Excellent written and oral communications skills are required.
• Ability to work as a team player.
• Experience with budgets and cost management.
• Strong skills in Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel. Strong computer skills in database usage are preferred.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Experience organizing conferences and meetings and making domestic and international travel arrangements preferred.
• Excellent communication and relationship building skills and familiarity with managing different communication styles.
• Proficiency in a language relevant to the study of Burma preferred.
• Oral and written fluency in English required.

The Program Assistant will support the Africa Center’s mission and projects, with a focus on Ethiopia, the Horn of Africa, Red Sea, and regional programs as needed. RESPONSIBILITIES

Administrative and Program Support
• Provides programmatic support to the Africa Center with a focus on Ethiopia, the Horn of Africa, Red Sea, and regional program portfolios in strategic planning, design, project implementation, reporting, and monitoring and evaluating. This includes:
• Supporting drafting internal and public documents
• Supporting drafting quarterly reports
• Supporting project tracking and reviewing project deliverables
• Managing the documentation of events and projects, including recording developments in USIP’s QuickBase systems and Sharepoint.
• Preparing summary event and project demonstration for USIP’s executive office and other departments as needed·
• Attend internal and external meetings with partners. This includes:
• Taking notes and distributing them to the team, as needed.
• Serving as a connector and representative when other team members are unable to be physically present for the meeting, setting up the systems to allow for remote participation.
• Build relationships and liaise with other departments at USIP as needed to accomplish the above tasks.
• Develops and maintains program-related files, documents, and database records.
• Assists in establishing and maintaining policies and procedures to manage the day-to-day operations of the Africa Center.
• Develops and maintains relationships with vendors and partners.
• Coordinate the publications peer review process in line with publications guidelines and deadlines.

Budget and Contract Management Support
• Supports Contracting Officer Technical Representatives (COTRs) to administer contracts, track progress toward milestones, receive deliverables and monitor contract end dates.
• Executes the contracting process by supporting the drafting contracts, preparing required contracting information, submitting requisitions, scheduling contract launch meetings, processing invoices, monitoring payment processes, and ensuring contract close-out.
• Liaises with the Africa Center’s Resource Manager and USIP Finance and Procurement teams to track budgets, resolve issues, and review budget and financial reports to help monitor program budgets.
• Ensures quality control by inputting transactions correctly and tracking the budget using financial management software.
• Coordinates the resolution of any problems or delays with the USIP Finance and Procurement staff.
• Generate routine budget reports to help monitor program budgets.

Meetings, Events and Logistics Planning
• Makes domestic and international travel arrangements for staff and contractors including creating Travel Authorizations and processing Travel Vouchers in a timely manner.
• Provides substantive and administrative support for small and large invite-only meetings and public events, including a study groups, workshops, and other programmatic activities:
• Regularly updating email lists and consulting internally as needed on invitees.
• Drafting invitation text and taking RSVP’s for events.
• Using USIP’s event systems to reserve rooms.
• Operating the virtual portion of the event, including reserving Zoom, Microsoft Teams or teleconferences lines in advance and operating platforms during the meetings to allow for remote participation.
• Liaising with reception and security to grant building access to guests and greeting and escorting guests
• Develops promotional and informative descriptions of events for USIP’s internal staff members and external guests.
• Arranging for food and refreshments as needed.

Cross-Center Support Functions
• Assists and coordinates in support of cross-Center functions (e.g. program design, research assistant/analyst support, recruitment, contracting) to be determined in consultation with the Center’s senior leadership.

Performs other duties as assigned.

QUALIFICATIONS
• A Bachelor’s degree in public administration, management or business-related field and preferred in conflict, international economics or development, political science or a related field is required, or equivalent combination of education and experience.
• One (1) or more years related administrative experience, familiar with general personnel practices, accounting and budgeting principles and coordination of major office activities.
• French, Arabic, or Spanish language skills strongly desired.
• Strong skills in the Microsoft Office Suite, particularly Sharepoint, Teams, MS Word, MS Outlook, and MS Excel, is a must.
• Experience with project reporting, administrative, and financial requirements for USAID and State Department-funded agreements.
• Experience with Momentum/Pegasys financial management system strongly desired.
• Experience with QuickBase strongly desired.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Strong interpersonal skills necessary, including working with diverse teams, including across cultures
