NOVA VDOT is excited to announce an opening for an Engineering Program Manager to coordinate, direct, and accomplish delivery of the Local Assistance Program’s projects and programs on roadway systems within specific local towns and counties, managing performance targets for advertisement, estimates, and on-time and on-budget delivery. You will manage a team of Construction Program Monitors responsible for the construction phase of locally administered transportation projects. In addition, you will develop and apply human resource, administrative, operational, financial, and programmatic management methods, procedures, and techniques.

Position responsibilities include but may not be limited to:

Program Management- Develop financial strategies, monitor actual costs, determine variance, forecast overruns, and make adjustments to ensure project needs are accomplished. Represent VDOT at County Board of Supervisor's meetings to coordinate actions related to Local Assistance engineering.

Program Development- Manage and coordinate Local Assistance engineering activities ensuring project development for roadway systems is developed from inception through completion in compliance with VDOT policies and procedures. Provide oversight of formal agreements for projects administered by localities. Monitor and track the development and progress of Local Assistance activities using VDOT's PPMS, financial and related automated systems.

Budgets- Manage budgets to ensure expenditures do not exceed allocations by providing oversight and direction to the development and management of budgets for each functional area.

Program Administration- Coordinate and represent VDOT in public involvement meeting processes to include development of public involvement documents, coordination of meeting logistics, preparation of pre-meetings, participation in public involvement meetings, preparation of transcripts, development of district recommendations for approval by VDOT management and the Commonwealth Transportation Board and subsequent administrative notifications. Communicate and facilitate activities with citizens, community groups, homeowner associations, businesses, local transportation and government officials and media to accomplish objectives.

Strategic Management- Participate with other top departmental senior managers in implementing agency mission, goals, and objectives. Engage fully as a member of the district's senior leadership team by working with team members to support and promote achievement of district performance goals. Work on district-wide and special initiatives at DA request. Offer ideas and suggestions to team members supporting process improvements and program efficiencies. Communication- Enhance current outreach efforts both internal and external to VDOT. Promote VDOT's mission to the community, business partners, and other stakeholder groups. Technical Guidance- Demonstrate considerable knowledge of sound engineering practices and project management procedures to address transportation related matters. The Department of Emergency Medicine is excited to recruit a doctoral-level, quantitatively oriented, highly-motivated, clinical researcher to contribute to clinical and epidemiologic research focused on human performance and injury resuscitation in extreme cold environments. Ideal candidates will have a strong understanding of physiology and clinical study design. This position will play a key role, as an assistant professor, within the Cryosphere Austere Medicine Platform (CAMP) research team. CAMP is a multidisciplinary research platform, a collaboration amongst the CU Anschutz Center for Combat Medicine and Battlefield (COMBAT) Research; the Department of Emergency Medicine, Section of Wilderness & Environmental Medicine; and the National Science Foundation Ice Core Facility (NSF-ICF)—located in metro Denver, funded by the NSF Office of Polar Programs and operated by the U.S. Geological Survey (USGS).

The researcher in this position will be appointed to, and build a career in, the Department of Emergency Medicine at the University of Colorado School of Medicine at the Anschutz Medical Campus in Aurora, Colorado.

Remote Work:

This is a hybrid position on the Anschutz Medical Campus of the University of Colorado, which will require some in person work but will also allow for remote work. It will be necessary to travel for NSF-ICF and Anschutz Medical Campus work as needed.

Key Responsibilities:

As an Assistant Professor, the main duties and responsibilities for this position will include, but are not limited to the following:
• Develop and maintain content expertise:
• Understand the priorities and capabilities of Cryosphere Austere Medicine Platform
• Understand the state of science and scientific gaps in remote and austere trauma and injury care

• Co-lead the writing and submission of regulatory and human subjects’ documents e.g., data share agreements, ethics documents, study protocols, etc.

It is our aspiration that this unique research collaboration may serve as a valuable and accessible laboratory for further studies of human performance in the extreme cold. CAMP has a track record of U.S. Department of Defense funding and deliberately seeks to fill clinical and scientific gaps for the U.S. military.

This full-time (1.0 FTE) position will serve as an investigator at the rank of Assistant Professor and will collaborate with study colleagues at all levels of the organization. The position is non-clinical and suitable for any doctoral level applicant with relevant training and expertise. This position will work both independently and in close collaboration with the CAMP Director and PI on its numerous studies, Dr. Jay Lemery, MD, as well as collaborators and research staff. To enable the incumbent to understand the international context and effectively supervise research activities, international travel may be necessary for this position. There will also be opportunities for domestic travel [including Alaska] to present research at conferences and to stakeholders.
