Position Summary:

Position Summary:
The position advises assigned college or unit administrative leadership about financial matters, oversees, and advises the leadership team about financial and administrative decisions affecting their units. This position is responsible for ensuring the fiscal integrity of all general education, donation, revenue, grant and other budgets, within the specified units, ensuring compliance with all governing federal, state and University of Idaho policies and procedures and for providing the full spectrum of budgeting and administrative requirements for the unit including high-level budget planning and fiscal management.
• Provides leadership, support, direction and training for financial support staff.
• Collaboratively developing current and long-term budgets
• Monitoring funds usage and preparing budget projections, developing and providing periodic financial reports for unit leadership and other administrators as required.
• Provides leadership and guidance for business processes.
• Acting as a representative for the units in policy and compliance matters, financial business, accountability, and financial strategic planning in addition to providing general unit support in areas of strategic importance

Positions at this level manage a portfolio of funds for a college or division with annual operating expenses of approximately $20 - $30m, comprised of General Education funding and generally four or more additional fund types of moderate to high complexity. Positions supervise dedicated teams of financial specialists. In addition, they functionally supervise the work of administrative and/or financial specialists with alternate reporting lines within the college or division. Fiscal operations at this level generally support activities of 150 - 200 faculty and staff.

Minimum Qualifications:
• Bachelor’s degree or higher in Finance, Accounting, Business or Public Administration.
• Seven years of management-level and/or supervisory experience in the areas of budget, fiscal or business operations including:
• Working with administrators to develop multi-source budgets.
• Monitoring use of funds.
• Use of electronic business systems.
• Organizing and analyzing financial data in spreadsheet software to prepare summaries and financial reports.
• Editing and writing business correspondence using proper grammar and punctuation as demonstrated in application materials.

Preferred Qualifications:
• Master’s degree in business, economics, accounting or related field.
• Experience working in an academic setting.Experience working with state or federal governmental funds.
• Experience utilizing database systems, spreadsheets and accounting systems to analyze, compile and produce a variety of reports.

The Office of General Counsel provides legal and policy advice relating to all university matters; interprets the constitutional, statutory, regulatory, and policy framework in which the university operates; represents the university in administrative proceedings; and manages outside litigation counsel. Unit URL The Office of General Counsel represents the University of Idaho in all legal matters arising from university business. The office supports all of the activities of the university through analysis and opinions related to the legal and policy issues inherent in teaching, research, outreach and related services. Attorneys in the Office of General Counsel have the sole authority to obtain legal services from attorneys outside the office regarding university matters. The office does not represent and cannot provide legal advice to students, except in their role as employees of the university. The office only provides legal advice about matters related to official university business and cannot advise persons who may have a claim against the university or one of its employees.

Position Qualifications

Required Experience
• Three (3) or more years of experience as a law clerk and/or practicing attorney.
• Working independently and as a team serving multiple external constituents.
• Identifying and resolving potential legal issues.
• Interpreting, applying and explaining rules and regulations.
• Excellent written and oral communication skills.
• Ability to work effectively with little or no supervision.

Required Education
• Juris Doctor degree from an ABA accredited law school

Required Other
• Licensed to practice law in the State of Idaho, or ability to be admitted to the Idaho State Bar within one year of starting employment.

Additional Preferred
• Experience representing institutions of higher education (generally and with respect to student affairs).
• Experience representing public entities or large corporate employers.
• Experience in the areas of contract drafting/review, litigation, employment law, intellectual property law, administrative law, and immigration law.
