This work unit exists to identify and investigate criminal activity in a variety of capacities within The Division of Unemployment Insurance, including handling incoming referrals and tips regarding allegations of unemployment insurance fraud. This position prepares reports of investigation, as well as all evidence needed for presentation to District Attorney’s Offices statewide as well as the Attorney General’s Office, seeking recovery of monetary losses. Additionally, this position, as required, provides investigative and logistical assistance to local, state, and federal agencies, and provides a base of specialized expertise upon which other law enforcement and regulatory agencies may draw.

Duties primarily consist of criminal investigations of UI fraud activity with referrals to District Attorneys for criminal prosecution of fraudulent/criminal activity regarding the Unemployment Insurance program. The position provides investigations of fraud, waste, and abuse and other misconduct as related to this program. Work includes identifying suspects, interviewing witnesses, examining unemployment and employer records, verifying the authenticity of documents, collecting evidence, preparing affidavits for court orders for the production of records, preparing affidavits for arrest warrants, process serving, and writing comprehensive

The Work Unit:
The Colorado Department of Public Health and Environment serves Coloradans by providing high-quality, cost-effective public health and environmental protection services that promote healthy people in healthy places. Staff members focus on evidence-based best practices in the public health and environmental fields and play a critical role in educating people in Colorado so they can make informed choices. In addition to maintaining and enhancing our core programs, the department continues to identify and respond to emerging issues affecting Colorado's public and environmental health.

The Division of Disease Control and Public Health Response (DCPHR) is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch, Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting, Technology Branch; Refugee Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public’s health.

The Colorado State Public Health Laboratory contains a variety of scientific programs and is a regulated testing laboratory. The laboratory exists to ensure that accurate and timely scientific laboratory analyses are provided in support of surveillance, diagnostic testing, epidemiological investigations of communicable disease outbreaks, bioterrorism events, food, water, and dairy product safety, environmental hazards and other public health hazards and threats, to provide oversight of bioterrorist/chemical terrorism testing, set the standard of laboratory science for cannabis product testing within the state and to ensure that screening of newborns is performed in accordance with recognized parameters of statutory and regulatory requirements, quality, safety, economy, and timeliness. The laboratory is also responsible for certification of instrumentation used for evidentiary breath alcohol testing and provides audit functions and certification of outside laboratories performing milk, food, water, and cannabis testing. The State Public Health Laboratory strives to be the leading authority on regulated testing laboratory science for the state and provides outreach and ongoing training for sentinel clinical and environmental testing laboratories within the state’s jurisdiction.

The Position:
This position oversees the work performed by the State Public Health Laboratory, including direct supervision of the Microbiology (Molecular Sciences, Public Health Microbiology, Serology, Environmental Microbiology), Genomic Surveillance (whole genome sequencing, wastewater surveillance and bioinformatics) Environmental Chemistry (Organic and Inorganic Chemistry), and Newborn Screening programs.. Responsibilities include participation in strategic planning for the laboratory, participation on the laboratory leadership team and contributing to DCPHR strategic plans, financial oversight, and direct supervision of 4 program managers. Contributes to vision for the laboratory and implements strategic goals, objectives, policies and procedures to enable the laboratory to accomplish its mission and align with division, department and state priorities.

The position provides laboratory personnel with technical direction, oversight, management and professional development necessary to ensure that programs effectively meet their statutory and regulatory obligations and business objectives.

This position leads short and long term planning efforts to determine program priorities, drafts and monitors work plans and assists in establishing monitoring systems to report on program effectiveness, enhance efficiency and reduce costs. Position fosters an environment that integrates strategic, scientific and systems thinking and continuously assesses change opportunities for sustaining the laboratory’s and division's mission. An exciting opportunity to be a jack of all trades within CPW. This position will assist the area staff with maintenance of CPW properties and State Wildlife Areas.

Work can include (but is not limited to):

+ Routine maintenance of state wildlife areas.

+ Weeding and range maintenance, fence repair.

+ Placement and relocation of wildlife traps, haying, and extensive driving of state vehicle with trailers.

+ Employees will use hand tools, power tools, and small engines regularly.

+ Employees are expected to work long hours in adverse weather conditions, work independently, drive trucks with trailers, and utilize numerous hand and power tools.

+ This position works extensively with all area staff including biologists, wildlife officers, and office staff.

+ Applicants must be comfortable with working as a team and communicating professionally with the public.

+ Grounds and building maintenance cleaning on SWA (picking up trash etc.).

+ Working in remote areas.
