Position Profile:

Under the administrative supervision of the Dean of Noncredit and
External Programs, the Project Manager responds to regional, state,
and federal mandates, including but not restricted to: AB 104/Adult
Education Block Grant (AEBG), which includes the Santa Monica
Regional Consortium for Adult Education; AEBG Data and
Accountability; Noncredit Student Success and Support Program (NC
SSSP); and, Workforce Innovation and Opportunity Act (WIOA). The
Project Manager will assume the primary leadership role in all
aspects of grant management and administration in collaboration
with the designated dean, faculty leaders, and classified
staff.

Primary Duties/Responsibilities:

• Develop and maintain strong working relationships with internal
and external partners while serving as the primary contact for all
matters pertaining to noncredit (adult education) grants and
initiatives;
• Maintain transparent and positive collaboration with faculty to
support noncredit curriculum development, professional development,
instruction, student services, and other grant/initiative-related
activities and projects;
• Collaborate and communicate with the Santa Monica/Malibu
Unified School District (SMMUSD) Adult Education Center to respond
to the requirements of adult education grants and initiatives,
including but not limited to facilitation of local consortium
meetings, retreats, and events;
• Serve as the Co-Director of the Santa Monica Regional
Consortium for Adult Education
• Coordinate the development and submission of noncredit (adult
education) grant/initiative-related plans, certifications, budgets,
and reports in accordance with local, state, and federal
requirements;
• Effectively and efficiently manage stipend allocations awarded
to faculty for noncredit curriculum and program development;
• Participate in noncredit (adult education)
grant/initiative-related regional and state meetings, trainings,
and conferences;
• Facilitate SMC's rollout of the Los Angeles County Workforce
Development Board's MOU for Adult Education in partnership with the
dean, faculty leaders, and designated partners;
• Consult and communicate effectively with SMC accountants and
purchasing staff;
• Support the Dean of Noncredit and External Programs in the
supervision of and managing the day-to-day assignments of the
Administrative Assistant II and other designated classified
staff;
• Supervise the Classified staff of Noncredit Initiatives
• Supervise the student workers on Noncredit Initiatives
• Support the Dean of Noncredit and External Programs in the
implementation of changes to Title V and any legislative or policy
changes from the CCCCO or District with regards to attendance
reporting, outreach, and enrollment as it relates to Noncredit
students;
• Ensure that all projects are appropriately supported with
resources needed to successfully achieve stated program goals on
time and within budget;
• Plan, organize and implement grant activities; establish and
manage a detailed project plan with timelines and priorities; meet
all grant requirements, accountability, and compliance
measures;
• Evaluate activities and seek continuous improvement in
collaboration with administration, faculty, and Institutional
Research;
• Track activities and outcomes for reporting and audit
purposes;
• Prepare monthly, quarterly, and year-end activity reports;
• Effectively manage multiple grant budgets, ensuring
documentation exists to support each expense, including time and
effort reporting;
• Assure accurate and complete record systems;
• Operate a variety of office equipment, including computer and
assigned software; and
• Perform related duties as assigned.

Minimum Qualifications

Master's degree and one year of formal training, internship, or
leadership experience reasonably related to the administrator's
administrative assignment OR the equivalent* OR possession of an
appropriate valid California Community College Credential
authorizing service in the specified subject area(s).

Preferred Qualifications

Education and Experience:
• Master's degree or equivalent from an accredited institution in
education.
• Four (4) years of work experience in K-12/adult education
and/or community college noncredit programs and services.
• Successful oversight of AEBG, Noncredit SSSP, and WIOA Title
II.
• Working knowledge of grant-funded projects, including an
understanding of grant compliance, fiscal monitoring and
documentation, project reporting, and evaluation.
• Demonstrated ability to work effectively with administrators,
faculty, classified staff, and community.
• Excellent verbal and written communication skills.
• Demonstrated understanding of and sensitivity to the needs of
low-income, underrepresented minority, English Language Learners,
and/or first-generation college students.

Knowledge, Skills, and Abilities:

Position ProfileUnder the direction of the Superintendent/President, the Vice President, Academic Affairs serves as the College’s Chief Instructional Officer and provides visionary leadership and oversight for the College’s broad array of instructional program and services. The Vice President, Academic Affairs leads a team of Deans, Associate Deans, Directors, and Project Managers to employ collaborative, participatory governance of all instruction and academic support programs at the College. The Vice President leads instructional efforts to reduce racial equity gaps and foster a diverse, equitable and inclusive learning and work environment. The Vice President has primary administrative responsibility for academic policy, regional accreditation, curriculum and program development, class scheduling and related enrollment management strategies, program review, assessment of learning outcomes to support continuous program improvement, and excellence in teaching and learning.

Instruction at Santa Monica College is offered via both classroom-based and online delivery modes, and includes major preparation and general education requirements for associate degrees and transfer to four-year institutions, career education programs leading to certificates and degrees, noncredit offerings in ESL, short term vocational and workforce preparations areas, as well as programming for older adults (Emeritus Program) and not-for-credit Community Education and Workforce and Economic Development Contract Education offerings.

The Vice President serves as a member of the Superintendent/President’s senior administrative staff, provides leadership in developing college/district policy, and ensures the college/district adheres to applicable federal, state and regional laws and regulations.

Leadership Responsibilities

Represent the Superintendent/President, members of the Board of Trustees, and the College on instructional matters.
