Position Summary:

The Chief of Staff reports to the CEO and serves on the Chamber’s Senior Leadership Team. They play a critical role in the delivery of the organization’s priorities through their responsibilities for strategic initiatives, operational support, and executive-level assistance to the CEO. Critical Job Functions

CEO Support
• Serve as a trusted advisor and provide high-level support to the CEO
• Serve as a liaison between the CEO and internal and external stakeholders, ensuring efficient and effective communication
• Serve as the CEO’s representative, both internally and externally, as needed
• Work closely with the CEO’s Executive Assistant to ensure the CEO is properly prepared for all meetings and events, including prioritization guidance and preparation of briefing materials related to Chief of Staff’s body of work
• Support CEO communications, both externally and internally, as needed and in partnership with appropriate stakeholders

Strategic Planning and Execution
• Collaborate with the CEO to develop and execute the Chamber's strategic plan, ensuring alignment with the organization's mission, vision, and goals
• Conduct research, gather data, and analyze information to support strategic decision-making and identify opportunities for growth and innovation
• Coordinate the implementation of strategic initiatives, monitor progress, and report on progress

Operations and Project Management
• Oversee the organizational projects list, checking in with project owners as needed to ensure timely completion and successful accomplishment of established goals
• Drive alignment among the Senior Leadership Team, facilitating effective communication, collaboration, and accountability through leading daily team check-ins, designing weekly team meeting agendas, and through regular one-on-one check-ins
• Serve as a trusted advisor to other Senior Leadership Team members on decision-making, program management, and implementing cross-departmental strategic initiatives
• Build agendas and support content development that reflects organizational priorities for the Chamber’s Board, Executive Committee, Equity Committee, and Chamber Team staff
• Maintain affiliate relationships and identify opportunities aligned with Chamber priorities
• Other duties as assigned

Skills and Qualifications
• 10+ years professional experience, with proven experience in a leadership, chief of staff, or role with similar responsibilities
• Strong business acumen, preferable with understanding of economic development, business advocacy, and community engagement
• Excellent project management skills, with the ability to prioritize and manage multiple initiatives simultaneously
• Exceptional communication and interpersonal skills, including the ability to build relationships and influence stakeholders at all levels
• Strategic thinking and analytical mindset, with the ability to synthesize complex information and make informed recommendations
• Familiarity with organizational budget development and management
• High level of integrity, professionalism, and discretion in handling confidential and sensitive information
• Proficiency in using productivity tools, project management software, and Microsoft Office Suite

Employment Details

Position Overview:

The Program Manager of Stability position will give you the opportunity to play an important role in increasing housing security for members of our community and help launch Housing Connector’s entry into Portland. This role will respond to resident incidents, ensure properties and residents receive support to maintain housing stability, and serve as a subject matter expert on the Portland nonprofit ecosystem to the team. The Program Manager will provide both direct customer support to properties and nonprofits through ticket management to ensure residents in all our markets succeed while also helping to deliver projects that improve the overall team function and cohesion.

Critical Job Functions

Stability Support to Customers
• Triage and address incoming customer stability support issues by working with nonprofit case managers and properties to develop win-win solutions that keep residents housed.
• Track ongoing incidents and maintain regular communications with customers to ensure problems reach complete resolution in a timely manner.
• Build and maintain relationships with local housing partners to help proactively address their financial and residential challenges.
• Identify and maintain local resources that help support residents during their housing journey.

Project Coordination
• Identify and support the deployment of strategies to streamline the response to resident incidents including programmatic changes, technology upgrades, or relationship management.
• Serve as a subject matter expert on cross-functional project teams to ensure stability support functions are represented and moved forward as appropriate.
• Identify and test opportunities to further automate ticket responses and scale engagement nationally.

Skills and Qualifications

Our ideal candidate loves to build relationships, is extremely organized, and has experience managing challenges across stakeholders.
• 2-5 years of experience working in the nonprofit homelessness system in the Portland area.
• Proven ability to work in a fast‐paced and ever‐changing environment.
• Comfortable working with and learning new tech is required; knowledge of Salesforce, Service Cloud, and Tableau preferred.
• Experience with coordinating or contributing to projects that span multiple teams.
• Exceptional interpersonal and analytical skills, with ability to identify and solve ambiguous problems.
• High attention to detail and ability to manage multiple, competing priorities and stakeholders simultaneously.
• Proven track record of delivering results and high levels of customer service.
• Experience with property management and/or landlord tenant relations is desirable.
