The Department:
The Stormwater Department protects and enhances San Diego’s vibrant communities through exceptional public service and infrastructure that not only reflects the importance of clean water and flood-safe communities, but also that stormwater is a valuable resource that supports public health, the economy, the environment, and our water supply.

The department's vision is to create vibrant, sustainable communities through innovative flood risk reduction and water quality management. Our mission is to build and maintain efficient stormwater infrastructure for safe, sustainable, and thriving San Diego communities, and to keep water safe and clean.

The Stormwater Department is comprised of two divisions: the Planning Division and the Operations Division. Together, these divisions include 295 budgeted positions and have a $65.7 million annual budget as of Fiscal Year 2023.

The Position:
Under the general direction of the City of San Diego's Infrastructure Branch Deputy Chief Operation Officer, the Stormwater Director is responsible for planning, directing, and coordinating the daily operations of the Stormwater Department, and independently manages the major functions and programs of the entire department.

The Planning Division is responsible for implementing programs to reduce pollutants under National Pollutant Discharge Elimination System (NPDES) permit requirements, commonly referred to as the San Diego Municipal Storm Water Permit. The Stormwater Director is responsible for ensuring the City’s compliance with Municipal Storm Water Permit Requirements. The Pollution Prevention Programs are described in the City’s Urban Runoff Management Plan, which may be viewed at www.thinkbluesd.org. In addition, the Municipal Storm Water Permit requires the implementation of six Water Quality Improvement Plans. The Planning Division represents the City in these regional and watershed efforts. The watershed programs may be viewed on the County of San Diego’s website www.projectcleanwater.org. Additionally, the Planning Division’s functions include Asset Management, Floodplain Management, and Capital Infrastructure Program.

The Operations & Maintenance Division is led by a Deputy Director who reports to the Stormwater Director. This division is responsible for operating and maintaining the City’s drainage conveyance system including 1,000 miles of pipes, 69 miles of channels, 12 miles of levees, 15 pump stations, 46,000 drain structures, and 510 water quality green infrastructures. The Operations & Maintenance Division also includes Street Sweeping, which cleans all improved City streets to collect debris that can block stormwater. This division also works closely with community groups, volunteers, and private organizations to clean and remove trash from storm drain channels.

Key Areas of Responsibility:
• Represents the City in negotiations on the requirements of regional stormwater permits and regulations with the RWQCB and other resource agencies who regulate storm drain functions;
• Works with other departments, agencies, the Mayor and Council Offices, and community groups to determine strategies to keep the Stormwater services effective and affordable.
• Makes written and oral presentations to the City Council and other local elected, appointed, and community groups;
• Acts as the City’s liaison with citizen groups active in the prevention of stormwater pollution, including I Love a Clean San Diego, the Environmental Health Coalition, Surfrider Foundation, STOP, the Audubon Society, San Diego Coastkeeper, and the Sierra Club;
• Represents the City as a member of national, state, and regional bodies that address stormwater pollution prevention and urban runoff management;
• Coordinates “Think Blue,” the City’s public outreach and education program to promote Stormwater pollution awareness and education through school programs, community educational events, advertisements, social media, and joint efforts with others;
• Ensures that effective and reasonable policies and practices are utilized to investigate and resolve reports or instances of illegal discharges into the storm drain system;
• Serves as the Enforcement Official for violations of San Diego Municipal Code Section 43.04, Storm Water Management and Discharge Control;
• Coordinates and implements a water quality monitoring program to actively identify and abate pollution sources and comply with Municipal Permit monitoring requirements;
• Develops and reviews stormwater best management practices (BMPs) for the City’s municipal activities;
• Works with the Development Services Department to implement the Standard Urban Storm Water Mitigation Plan (also known as the City’s Storm Water Standards) on high-priority development and redevelopment projects;
• Develops and implements industrial and commercial stormwater inspection programs;
• Represents the City in responding to stormwater enforcement actions from the RWQCB;
• Leads the department’s permitting efforts as they relate to channel-clearing activities within environmentally sensitive areas. This includes interactions with the US Army Corps of Engineers, US Fish, and Wildlife Service, Regional Water Quality Control Board, California Fish and Wildlife, the California Coastal Commission; and
• Leads the department’s budget development, including the operating budget and capital infrastructure budget.

Minimum Qualifications:
• Bachelor’s degree in Natural or Environmental Sciences, Public Administration, Engineering, Business Administration, or a related field, and
• Ten years of professional operations and management experience would be a typical way to demonstrate these qualifications.
• Any combination of education and experience that demonstrates these qualifications may be qualifying.

Desirable Qualifications:
The ideal candidate will possess the following qualifications:
• Knowledge of street repair programs and processes including pavement management strategies and operations, sidewalk construction, and traffic control devices;
• Experience working with multiple resource agencies, including negotiating permit requirements, while maintaining a positive relationship with the agencies;
• Exceptional ability to manage and motivate people and teams;
• Working knowledge of environmental laws and regulatory requirements with an emphasis on the Clean Water Act;
• Demonstrated ability to work with environmental advocacy groups;
• Working knowledge of water quality testing procedures and chemistry;
• Working knowledge of low-flow sewer interceptor systems;
• Working knowledge of Storm Water Operations & Maintenance practices and procedures
• Demonstrated ability to solve complex problems with competing constituencies in a team-oriented and cooperative manner;
• Demonstrated ability to prioritize multiple competing capital and operational projects to meet goals and requirements despite limited funding;
• Demonstrated strong political acumen, particularly in the area of building consensus and cooperative decision-making, with entities and interest groups external to the department and the City;
• Exceptional interpersonal skills, strong oral/written communication skills, ability to quickly comprehend and analyze complex issues and exercise sound judgment in arriving at conclusions and recommendations; and

Any combination of education and experience that demonstrates these qualifications may be qualifying for this position. The Department:
The Transportation Department is responsible for the safe operation and maintenance of streets, sidewalks, streetlights, and traffic signals, and engineering of multimodal transportation systems; managing the Utilities Undergrounding Program; and management and coordination of resurfacing and utility work within the public right-of-way.

The department is comprised of approximately 460 staff and three distinct divisions: Administration and Right-of-Way Management, Street, and Traffic & Transportation Engineering. The annual budget as adopted for Fiscal Year 2022 is $224M for operations and $360M for capital improvements.

The Position:
Under the direction of the Transportation Director, this position will oversee the department’s three divisions with an FY 23 General Fund budget of $176 M and 437 FTE.

The Assistant Director will report to the Transportation Director and will be responsible for developing and implementing departmental policies and procedures related to infrastructure maintenance and operations included in the Multi-Year CIP Planning Report. Specifically, they will be responsible for the development of multiple asset management plans and financial oversight. The Assistant Director will also provide guidance on the expansion of the department’s infrastructure management to meet the goals identified in the FY 23 budget.

Key Areas of Responsibility:
• Oversight of the Transportation Department's three divisions: Administration and Right-of-Way Management, Street, and Traffic & Transportation Engineering;
• Direct oversight of asset management-related functions for City-maintained surface improvements;
• Monitoring and reporting key performance measures related to assigned assets and/or functions;
• Compiling and reporting condition information and policies regarding street and sidewalk maintenance to executive management and/or elected officials;
• Researching and integrating innovative solutions into field operations; and
• Providing data to performance audits, litigation, and information requests.

Minimum Qualifications:
• Bachelor’s degree in Public Administration, Engineering, Business Administration, or a related field, and
• Eight years of professional operations and management experience would be a typical way to demonstrate these qualifications.
• Any combination of education and experience that demonstrates these qualifications may be qualifying.

Desirable Qualifications:
The ideal candidate will possess the following qualifications:
Knowledge of street repair programs and processes including pavement management strategies and operations, sidewalk construction, and traffic control devices;
• Experience managing diverse operations with a high volume of customer requests;
• Knowledge of best practices for field operation safety and training;
• Ability to learn and implement new technology and to leverage available tools for efficiency;
• Ability to successfully manage large employee populations, substantial operating budgets, and high-profile programs;
• Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs;
• Excellent writing and communication skills;
• Strong interpersonal skills;
• Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including the use of graphs and tables as needed;
• Ability to communicate effectively to different audiences, including elected officials, various levels of City management, and members of the public;
• Ability to comprehend technical details and understand how they relate to and impact the “big picture;”
• Ability to work both independently and as part of a team in a fast-paced, high-pressure environment with tight time constraints;
• Interest in municipal activities and services and how they impact the community;
