World... Learning seeks proposals from qualified individuals to support a Randomized Controlled Trial (RCT) within the YES Activity. The Youth Activity has full-time field staff dedicated to monitoring, evaluation, research, and learning, as well as the support of a local research consulting firm and its network of enumerators. The Consultant would provide principally remote support to that team in high-quality RCT design, implementation, and analysis—to include sampling design, research ethics applications, instrument validation, establishing and training on research protocols, regular check-ins and troubleshooting during one academic year of data collection, data analysis coordination, and writing up results. The SOW covers an estimated 50-day consultancy for these purposes taking place between October 2022 and January 2025.

Background on the RCT for evaluating impact of new curriculum and programs

The purpose of the planned YES Activity RCT is to evaluate the impact of the new economics, financial literacy, and entrepreneurship curriculum and programs on student skills. The RCT will be conducted during the academic year of 2023-24, to focus on the impact of two grades of the new curriculum, with a potential tracer study 6 months after graduation from that academic year to examine impact on employment, earnings, and/or transition to further studies. Following the randomized evaluation, all four grades of the curriculum will be revised ahead of regional teacher/mentor training for scale-up.

Timeframe: Design(October 2022- March 2023), Research tool contextual adaptation and validation (October - May 2023), Academic year data collection (Sept 2023-June 2024), Interim analysis (July-Aug 2024), Graduate tracer study (December 2024), Final analysis (Jan 2025)

Context: The implementation region for the Youth Activity will be the Fergana region of Uzbekistan. The RCT will be carried out only within Fergana, which is likely to have between 550-950 secondary schools and a school-age population of 250,000-630,000 (this figure is inclusive of ages 8-17; we will obtain secondary school-level only figures prior to RCT design). The region has a mix of rural and urban areas, another factor to be considered in designing the sample. From this full population of secondary schools and their associated school zones, a random cluster sample would be drawn for piloting the new curriculum and conducting the RCT.

Research Questions

The following research questions include both those that are RCT-specific, and additional project learning questions that will rely on the data collected from the RCT.
• Do students who studied the new curriculum (in school, or in school and afterschool) have higher soft skills and/or earning skills than the control group studying the old curriculum, when measured on World Learning’s WorkLinks Skills and Values Assessment?
• Do a majority of treatment group youth self-identify as having the employment/entrepreneurship and socio-emotional/resilience skills to be economically self-reliant as a result of participation in the project?
• Are teacher and mentor practices in the treatment school zones improved in comparison to control group teacher and mentor practices, when measured on World Learning’s adaptation of the World Bank TEACH tool?
• How do student and teacher perceptions regarding the most beneficial and enjoyable features of in-school and after school curricula differ between control and treatment schools? How do they differ in their suggestions of which elements should be changed?
• Do alumni who studied the new curriculum in Grade 11 (in school, or in school and after school) have higher earnings and/or employment rates than the control group studying the old curriculum?
• Do employers report anecdotal evidence or apparent qualitative or quantifiable differences between entry-level employees who studied the new curriculum and those who studied the old curriculum?

Tentative research design: The randomized controlled trial in the selected pilot region of Fergana will have two arms: “Treatment” school zones with improved in-school and afterschool curricula compared to “Control” school zones with pre-existing in-school and afterschool curricula. In both cases, we will use a cluster sampling method with a focus on secondary-school age youth as the main population of interest. Treatment group youth will likely be further subdivided into those who receive the entrepreneurship curriculum in school only, those who attend only afterschool activities (e.g. out-of-school youth who come to club activities), and those who attend both. In all likelihood, the latter subdivision cannot be subject to randomization, as it will depend on youth choice; this is a factor that can be discussed with the selected Consultant. We have determined there will be 12 treatment schools – 4 schools in three different districts and 16 control schools – 4 schools in 4 different districts. The specific treatment schools have been selected and are awaiting approval from the Ministry of Public Education and the control schools have yet to be selected. Based on the population of school-aged children in grades 8 – 11 in Fergana, the number of treatment schools were selected using a 95% confidence level and a 5% margin of error.

Methodology and instruments: The RCT will involve conducting baseline and endline (pre-school year and post-school year) assessments of students, using World Learning’s validated WorkLinks Skills and Values Assessment (WLSVA), with questions on demographics, employment, soft skills, earning skills, and civic values (the latter all quantifiable), to compare differences in pre/post scores against the control group from treatment schools and the nearest associated afterschool centers. Additionally, economics/entrepreneurship teachers and business club mentors in the treatment and control schools will be observed using a well-defined validated and quantifiable observation tool based on the World Bank’s TEACH instrument, to compare differences in teaching practices against the control group. The RCT will include collecting selected qualitative data from treatment and control schools and afterschool centers, including focus group discussions which will also be conducted with a subset of students, teachers, and mentors to obtain qualitative feedback about learning experiences. Finally, the first cohort of Grade 11 graduates may be re-contacted for a tracer study of their earnings and employment rates, to compare the treatment and control groups; interviews would also be conducted with their employers and/or employers who participated in other project events and activities to respond to employer-oriented learning questions.

Further details and finalization of research design would be part of the SOW for the advertised consultancy.

Anticipated consultant deliverables
• Introductory meetings and review of documents to be provided by World Learning; inception report and presentation reflecting an understanding of the scope of work and including a timeline detailing how the tasks will be achieved in accordance with the YES Activity calendar.
• Detailed research design, including participation in contextual adaptation and local re-validation of our instruments, review of sampling design and power calculations, data cleaning and analysis planning, with a presentation to Government of Uzbekistan, USAID, and Youth Activity project stakeholders; revisions as necessary based on their feedback. Registration of a pre-analysis plan with AEA, pending donor approval of this step. The research design is intended to be a blueprint for implementing the RCT and should describe each step in a logical and coherent way.
• A completed human subjects research application to the World Learning/SIT Institutional Review Board (IRB); completion of any revisions required by the IRB.
• Tool validation phase: Enumerator training based on written protocols, designing a high frequency check to help minimize enumerator error, regular check-ins during the implementation year, and troubleshooting. Data analysis and production of tool validation report for each instrument.
• Academic year RCT phase: Enumerator training based on written protocols, regular check-ins, and troubleshooting.
• Academic year RCT data analysis and production of a summary report for project records and public presentation.
• Tracer study phase: Enumerator training based on written protocols, regular check-ins, and troubleshooting.

Requirements
• MA or PhD with significant quantitative coursework and field research experience required.
• Demonstrated ability to analyze complex data in SPSS or STATA and produce well-written research analysis required.
• Prior successful experience completing at least 3 randomized controlled trials (RCTs) in a principal investigator or lead consultant role required. Specific experience with RCTs in an educational setting and with youth preferred.
• Professional or research experience in non-US and non-European contexts (particularly in the Central Asia region) preferred.
• English fluency required.

The Radiological Control Department is looking for a high performing individual with an attention to detail to perform RCT duties as a Technician II/Technologist.

Key Responsibilities

Technician II
• Under the guidance of a qualified technician, perform radiological surveys and monitor radiological conditions and work practices utilized by Mission Support and Test Services, LLC (MSTS) and/or subcontractors in assigned areas. Assigned areas include U.S. Department of Energy (DOE) properties and other locations within the U.S.
• Under the guidance of a qualified technician, prior to use, verify that radiological instrumentation is functioning properly. Such instrumentation includes, but is not limited to, air sampling equipment, dose rate meters, and contamination monitors.
• Under the guidance of a qualified technician, assist in posting various radiological signs to ensure that radiological work sites are properlyidentified to prevent unauthorized access.
• Follow radiological work permits, work packages, and procedures, ensuring that work is performed in accordance with approved work control documents.
• Participate in briefings and advise other personnel on radiological conditions and requirements of a particular work situation.
• Ensure generation of records for radiation surveys and other job activities utilize appropriate forms and logbooks, as required.

• Must be able to qualify within 1 month of start date to the DOE Radiological Control Technician (RCT) standardized core training programs.
• Ability to work independently or in a team environment on a wide variety of tasks is critical.
• Working knowledge of Microsoft Word, Excel, Adobe Acrobat, and Outlook is required.
• Must be fitted for and qualify for use with various respiratory protection and personal protective equipment.
• Must be able to participate in National Response Asset Deployment activities.
• May be required to participate in the Human Reliability Program (HRP).
• The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). The DAF is located in the forward areas of the NNSS.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
