• Ensuring data integrity within the HRIS.
• Monitoring and responds to the People & Culture emails - answering employee requests and questions.
• Assisting the AVP, People & Culture with the diversity, equity, and inclusion initiatives.
• Assisting with recruitment activities to include posting positions on PRB’s website and other job boards, schedules and conducts phone screen interviews with the hiring manager and interview panel.
• Completing employment verification and reference checks for prospective new hires.
• Coordinating new hire activities such as new hire onboarding process, drafting offer letters, creating the new hire orientation schedule, and completing and verifying I-9 documentation in the HRIS.
• Managing the offboarding process for exiting employees including scheduling exit interview for the AVP, People & Culture.

Qualifications
• Bachelor’s degree in human resources (preferred) or related field.
• At least 3 years of experience working in Human Resources.
• Proficient with Microsoft Office Suite.
• Familiar with Microsoft SharePoint or similar platforms.
• Detail-oriented with excellent written and verbal communication skills.
• Resourceful with problem-solving skills.

The consultant will work under the direction of PRB’s Business Development Manager. Depending on the assignment, the Consultant will support a range of PRB staff including bid champions, technical leads, and BD consultants for specific assignments.

Responsibilities and Deliverables

The Consultant will support specific business development efforts based on PRB’s requests. The consultant will participate in internal business development meetings to facilitate coordination. Due dates and specific requirements will be determined and agreed upon as required and appropriate. Due dates may be changed based on prior approval and mutual agreement with the PRB Agreement Manager.

Responsibilities:
• Serve as Cost Lead and principal pricer for PRB’s concept paper and full proposal submissions to funders such as USAID.
• Manage the cost team and liaise with partnering organizations to ensure compliant and timely completion of budgets and budget narratives.
• Analyze the solicitation requirements and contribute to a competitive and defensible pricing strategy.
• Provide technical cost support guidance to sub-organizations, as needed.
• Review, edit, and integrate cost proposals submitted by partner organizations and incorporate them into the total budget. Produce final budgets and budget narratives that are compliant with partner organization and funder (e.g., USAID) requirements, and responsive to PRB’s programmatic and organizational needs.
• Prior to completion of the final budget and budget narrative, completes an agreed upon a number of draft budgets/budget narratives; participates in budget reviews and incorporates reviewer feedback.
• Prices items, which may include costs specific to certain countries (such as Ethiopia). These items may include labor rates, office rent costs, and vehicle costs. Provides supporting justification (such as quotes).
• Prepares cost packets for distribution to partners.
• Participates in and facilitates meetings with PRB and sub-partners, as appropriate.
• Advises PRB Cost Team on meeting funder requirements, such as USAID’s, for the cost proposal annexes and may assist with completing them.
• Reviews the final budget for compliance.
• If the proposal advances to a subsequent/final stage (such as USAID’s “best and final offer” [BAFO] stage), revises budget and budget narrative in response to funder/partner questions, and provides written answers to these questions, in accordance with funder/partner requirements.

Qualifications
• Bachelor’s degree or equivalent combination of education and experience
• At least 5 years of experience managing cost/pricing on USAID proposals is strongly preferred.
• Understanding of USAID rules, regulations, and cost application compliance.
• Experience developing budgets for private foundations strongly preferred.
• Experience in financial and contractual management of international projects is a plus.
• Advanced proficiency in MS Excel.

Proposal Development
• Serve as proposal manager. Qualifications:
• At least 3 years of experience in business development with a focus on PRB’s areas of work, and both USG and foundation donors preferred.
• Demonstrated experience and success in all aspects of capture and proposal processes.
• Technical skills in writing, editing, formatting and researching for proposals to USAID, other international donors, and foundations.
• Understanding of USG regulations and requirements; familiarity with other international donors (e.g. UN Agencies and European donors) preferred.
• Demonstrated leadership, organizational and relationship management skills with excellent writing and Excel skills.
• Ability to work with flexibility, efficiency, enthusiasm, and diplomacy - both individually and as part of a team.
• Experience using Salesforce (or a similar CRM program) is preferred.
• Fluency in English required; working knowledge of French is desirable.
