Duties Description
The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Instructional Services (School Counselor) position in the Office of Bilingual Education and World Languages (OBEWL). This Office provides guidance, technical assistance, and support to New York State Districts, Charter Schools, Religious and Independent Schools, educational organizations, and the public in the development of programs for English Language Learners (ELLs) and other Multilingual Learners (MLs) including World Language students. Duties of this position include, but are not limited to, the following:
• Provide direction, guidance, and technical assistance to district and school personnel on State and federal law, regulation, policy, and practice related to social-emotional and academic guidance support for ELLs, with a focus on how they relate to Diversity, Equity, and Inclusion and Culturally Responsive-Sustaining Education;
• Conduct and lead teams in research on topics regarding ELL social-emotional support and academic guidance, including leading teams of staff from the Regional Bilingual Education Resource Networks (RBERNs) and other interested stakeholders;
• Exhibit an understanding of the policy and best practices regarding standards and instruction for ELLs;
• Enforce State and Federal policy regarding ELLs and multilingual learners, including monitoring, review, and desk audits of ELL related programs to ensure that the programs provide quality instruction that addresses all NYS learning standards and sufficiently support student social-emotional learning; draft final reports, including recommendations to improve social-emotional support and guidance;
• Develop guidance, deliver professional development workshops, and provide technical assistance to help improve quality education of ELLs within New York State;
• Research, prepare, and review Requests for Proposal (RFP), grant applications, amendments, Memorandums of Understanding, contracts, proposed regulatory and policy statements, and informational materials;
