The North Carolina Department of Revenue is looking to fill a Revenue Administration Officer III position in the Sales and Use Tax Division.

The primary purpose of the Sales and Use Tax Division of the Department of Revenue is to administer tax policy, provide technical direction, and create and provide forms with respect to Sales and Use, Public Transportation, Motor Vehicle Lease and Subscription, Scrap Tire Disposal, White Goods Disposal, Dry-Cleaning Solvent, Solid Waste Disposal Taxes, and the 911 Service Charge for Prepaid Wireless Telecommunications Service. The Division is also responsible for managing the informal appeals process for requests for review filed by taxpayers in response to Proposed Notices of Tax Assessment and Notices of Proposed Denial of Refunds issued by the Department for the aforementioned taxes and fee.

The primary purpose of this position is to interpret, administer and apply North Carolina tax laws and rules, to resolve controversial issues relating to the taxes administered in the Division, to support IT projects impacting sales and use tax systems, and to participate in tracking and reviewing legislative activities. In addition, this position is expected to participate in meetings and calls related to the Streamlined Sales Governing Board, Inc. These duties involve interaction with taxpayers, accountants, attorneys, legislators, legislative staff, and other employees of the Department. The issues and questions handled are quite technical in nature and require extensive knowledge and research of the laws for the taxes administered by the Sales and Use Tax Division, departmental policies, regulations and Attorney General's opinions.

The Chief Operating Officer is accountable for all aspects of the operations of the North Carolina Department of Revenue, including the collection of $33B with a budget of $165.5M, and 1,462 staff nationwide. The Agency issues $2.3B in refunds and distributes $4.7B to local governments annually.

The COO advises the Secretary of Revenue to develop and accomplish strategic objectives including talent management, knowledge management, improved operations, as well as transformation in internal communications and culture. The Governance, Risk & Compliance (GRC) section reports to the Office of the COO and the GRC function is the assessment and continuous monitoring of compliance and security agency wide, including the assessment and monitoring of all associated governance.
