The North Carolina Department of Administration (NCDOA) Division of Purchase & Contract is seeking a motivated, enthusiastic, and skilled team member responsible for leading and managing the Risk/Compliance team, by conducting purchasing compliance reviews of client agencies, community colleges and universities to determine their compliance with North Carolina's purchasing statutes and rules adopted thereunder. This role will also provide guidance and assistance to state agencies for the development and evaluation of the agency's procurement program.
Key Responsibilities:
• Works with the compliance team to coordinate and schedule compliance reviews periodically
• Makes compliance determinations based upon information submitted and presented during the review process to determine if entities have effectively implemented the purchasing laws, the administrative code, and their agencies guidelines, or a good faith effort was made toward achieving the goal
• Assists entities in developing corrective action plans when non-compliance determinations are made
• Performs on-site or conference call follow-up reviews to assure the entities have fulfilled its corrective action commitments
• Ensures that deficiencies and recommended actions are identified and addressed in required reports
• Initiates voluntary efforts to ensure compliance through negotiation, persuasion and conciliation
• Leading transformational activities to build procurement organizational capabilities and improve procurement efficiency
• Collaborating with procurement professionals at all levels on emerging procurement issues that directly impact the Division, its customers and vendors
• Assisting with development and independently delivering formal training to Agency procurement professionals

The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The North Carolina Department of Administration (NCDOA) Division of Purchase & Contract is seeking a motivated, enthusiastic, and skilled team member responsible for leading and managing the Risk/Compliance team, by conducting purchasing compliance reviews of client agencies, community colleges and universities to determine their compliance with North Carolina's purchasing statutes and rules adopted thereunder. This role will also provide guidance and assistance to state agencies for the development and evaluation of the agency's procurement program.
Key Responsibilities:
• Works with the compliance team to coordinate and schedule compliance reviews periodically
• Makes compliance determinations based upon information submitted and presented during the review process to determine if entities have effectively implemented the purchasing laws, the administrative code, and their agencies guidelines, or a good faith effort was made toward achieving the goal
• Assists entities in developing corrective action plans when non-compliance determinations are made
• Performs on-site or conference call follow-up reviews to assure the entities have fulfilled its corrective action commitments
• Ensures that deficiencies and recommended actions are identified and addressed in required reports
• Initiates voluntary efforts to ensure compliance through negotiation, persuasion and conciliation
• Leading transformational activities to build procurement organizational capabilities and improve procurement efficiency
• Collaborating with procurement professionals at all levels on emerging procurement issues that directly impact the Division, its customers and vendors
• Assisting with development and independently delivering formal training to Agency procurement professionals
Division/ Department Overview
The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.
Knowledge, Skills and Abilities / Competencies

• Professional experience in procurement processes (or related), contracting procedures in a large agency, and compliance functions

• Proficiency with the Microsoft suite of productivity applications
• Ability to analyze large data sets and draw appropriate conclusions
• Considerable knowledge of large-scale purchasing methods and procedures
• Experience in the use and functionality of procurement software
MANAGEMENT PREFERENCE:
• Five years of progressively responsible experience in the area of procurement specifically related to compliance and risk management.
NECESSARY REQUIREMENTS:
• Completion of the North Carolina Contract Management Certification Program within one year of hire into the position
Minimum Education and Experience Requirements
Bachelor's degree in business from an appropriately accredited institution and five years of progressive procurement experience, two years of which must be of a supervisory nature; or an equivalent combination of education and experience. Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
