Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.

The Budget Analyst is responsible for the supervision and coordination of the annual budget process and reporting. The Budget Analyst is responsible for supervision of reporting on County projects and budget to actual statements.

SUPERVISION RECEIVED: Work is performed under the general direction of the Finance Director.

SUPERVISION EXERCISED: Those assigned to assist.

ESSENTIAL DUTIES AND RESPONSIBILITIES: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)

1. General Responsibilities:

Responsible for regular reporting to County Administration, the Finance Director, Departments, and the Board of Commissioners on budget performance.

Be the primary liaison with departments on required adjustments to the budget based on performance throughout the year against budgeted amounts.

Maintain internal controls to ensure timely and accurate accounting for budgets and appropriations.

Responsible for Grant Reporting in conjunction with the staff Accountant. Ensure Grant Budgets are being developed, spent, and closed within the overall budget as appropriated.

Ensure departments are allocating funds within the overall budget as appropriated.

Work with the Finance Director to oversee and administer all functions of the budget process.

Work with the staff Accountant on revenue accounting and related accruals as necessary.

Be responsible (as part of the larger finance team) for monthly financial reconciliation and reporting.

Responsible for being the primary department contact on Purchase Orders, Encumbrance and Budget Accounting, and maintaining expenditure control at the functional level.

Provide reconciliation and analysis of budget to actual activity as requested by County Administration, the Finance Director, and the Board of Commissioners.

Ensure all Finance Department and County-Wide internal controls, policies, and procedures are adhered to at all times.

2. The Annual Budget Process:

Responsible for coordinating with departments around the Annual Budget Calendar and budgeting process.

Responsible for implementing and coordinating the Annual Budget Calendar as approved by the Board of Commissioners.

Responsible for providing accurate and timely budget and actual information to the Finance Director and County Administration for create, review, and approval of the Annual Budget.

3. Regular duties related to departments and the County's financial system:

Review, process, and report to the Finance Director requests for changes in budgetary access (either new or adjustments to existing).

Be the backup to the staff Accountant as finance contact for all issues and questions related to the accounting system from departments.

Assist with the planning and operation of the County's Accounting and Financial Reporting system.

The Budget Analyst will be responsible for making adjustments to processor-level system access related to budgets, subject to the direct supervision and approval of the Finance Director.

4. Records maintenance and reporting:

Responsible for all documentation related to Annual Budget process.

Responsible for all budget to actual reporting and analysis

Maintain appropriate documentation for all transactions processed through the Finance department related to budgets.

5. Audit and Annual Reporting:

Assist the County's Finance Director with any and all Annual Reporting required for the County's Annual Audit, any reporting to the Board of Commissioners, and any required reporting to the State of Michigan/Federal Government.

Assist the Finance Director with any and all requests and tasks related to the year-end financial audit.

Assist the county's staff Account with proper identification of year-end revenue accruals.

Assist the Finance Director in year-end adjustments required to ensure an appropriate and complete Amended Budget for approval by the Board of Commissioners.

6. Operational Oversight and Training:

Provide general oversight of Budgetary functions county-wide

Assist departmental users with Budget questions and process

Provide training as necessary to ensure accurate Budgetary records.

Conduct annual training on software and annual budget processes.

EMPLOYMENT QUALIFICATIONS: The Budget Analyst must, at all times, act in a professional and ethical manner. Applicants for the Budget Analyst are also subject to the following qualifications:

1. Applicant will possess the following education and work experience.

Bachelor's Degree in Accounting or Finance (master's degree preferred)

Five (5) years of experience in Finance and Budgeting

The County, at its discretion, may consider an alternative combination of formal education and/or work experience.

2. Applicant must meet the following qualifications:

Thorough knowledge of Department and Organizational budgeting, preferably in a government or not-for-profit setting.

Excellent written and verbal communication skills

Skill in the use of current technology and software

Ability to interact with a broad range of individuals for purposes of instruction, dissemination of information and general communication
