CITY GOVERNMENT
Long Beach, a charter city formed in 1897, is governed by nine City Council Members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The elected officials are elected to staggered four-year terms. The City Council appoints the City Manager and City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is one of only three cities in California with its own Health Department and one of the very few municipalities with its own Utilities Department (Water and Gas) and Energy Resources Departments.

THE DEPARTMENT/BUREAU

The Department of Parks, Recreation and Marine is a nationally recognized and award-winning organization with 1,100 full-time/part time staff and a budget of $74 million. The Department oversees facilities and programs that reflect the needs and interests of a culturally diverse community, including: 170 parks with more than 3,200 acres devoted to open space and recreation, 27 community centers, 3 public pools, 6 miles of beaches, and 3 marinas.

The Department's Community Recreation Services Bureau provides free and fee-based recreational programs and leisure opportunities, both self-directed and organized, for people of all ages and cultures. Youth programs include free youth sports for ages 5 to 14 serving nearly 10,000 participants annually, summer and vacation day camps, 2,100 recreational and educational classes, sailing and aquatics instruction, teen center activities, skateboarding opportunities, and supervised afterschool and weekend activities at parks and schools.
THE POSITION
The Department of Parks, Recreation and Marine is seeking an energetic and dedicated recreation professional to fill a Recreation Superintendent position, which supports the Community Recreation Services Bureau.
• Responsible for one or more of the following: Community Park Programs, Senior Services, Day Camps, Special Events, Adaptive Recreation, Sports, Aquatics, and School-Based Recreation.
• Supervise up to 12 full-time staff and up to 200 part-time staff.
• Prepare and monitor annual program budgets.
• Develop, implement, and supervise recreation programs.

Among other important responsibilities, Long Beach Animal Care Services (ACS) provides rabies control and prevention, investigates and responds to reports of injuries due to animal bites, enforces animal related ordinances and laws and provides temporary shelter and medical care for lost, owned, or stray animals and opportunities for adoption for these animals.Through the implementation of progressive programs, increased community outreach and volunteers and investments in adoption and rescue efforts, ACS has improved from a live release rate under 50% to over 80% in the last five years. The Bureau has developed strong partnerships with local animal rescue groups and has increased animal adoption opportunities.In 2019, the City of Long Beach implemented the Compassion Saves model of shelter operations which ensures that all healthy and treatable animals are saved. The mission of the Long Beach Animal Care Services Bureau is to ensure “Compassion Saves” by supporting the people and animals of our community through outreach, education, guidance, and support services. THE POSITIONThe Bureau Manager of ACS will be responsible for directing the ongoing administration of a progressive strategic plan of animal care programs, processes and guidelines. The incumbent will develop strategies to guide the department through economic, regulatory and legislative challenges, including the utilization of existing resources as investments to meet the future needs of the Bureau.
