The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to tens of thousands of refugees each year. IOM’s multi-disciplinary staff members provide a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs.
Context:
Under the direct supervision of the Finance Coordinator and overall supervision of the National Resources Management Officer; in close coordination with Finance and Administrative staff in IOM Washington USRAP office, IOM Irvine and five POEs/sub-offices; and in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible for:
Core Functions / Responsibilities:
1. Assist in managing financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
2. Assist in preparing annual budget submission and revisions including estimating staff cost as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget.
3. Extract and input data from various sources in financial or accounting systems. Review and process invoices and review requests for payments submitted in Online Invoice Payable Application (OIPA).
4. Assist providing guidance in accounting, budget and financial related issues.
5. Reviews all types of payments starting from purchases to payment requests verifying that they are duly authorized and all the supporting documents are attached therewith.
6. Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered.
7. Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required.
8. Provide assistance to all staff services such as travel, expense claims, document retrieval, OIPA, etc.
9. Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards. Process the accounting and financial transactions in the IOM accounting system (PRISM), in accordance with IOM financial rules and practices. Ensure that entries are supported with approved documentations.
10. Responsible for the Petty Cash of the office. Post petty cash expenses and staff advances into Prism Cash Journal, verify accuracy and completeness of all supporting documents, and perform regular cash counts.
11. Review and post sponsor prepayments in PRISM to suspense accounts as per supporting documents submitted by Washington Movement Operations. Transfer amounts from suspense to income accounts for cases which have travelled for the month and record all related service fees.
12. Assist with invoice reconciliation for all purchases of the office, including air tickets and credit card charges. Ensure that all credit card charges are supported with duly signed credit card authorization forms and record the same to the relevant GL account and project budgets lines
13. Monitor and perform follow up of any outstanding vendor accounts on a regular basis, especially those that are more than sixty days old.
14. Perform period-end activities including monthly and yearly accounts closure. Assist in review and clearance of suspense, transit and clearing accounts.
15. Assist the implementing the IOM Financial Management Rules and Procedures (FMRP) by applying the required internal control mechanisms and recommend/implement improvements in internal controls and accounting practices based on FMRP, International Public Sector Accounting Standards (IPSAS), and best business practices
16. Demonstrate a solid understanding of the USRAP, as well as the ability to remain professional, impartial, and unbiased during all interactions. Prepare and regularly update manuals relating to accounting and financial management of USRAP-funded projects.
17. Perform other related duties as required.
Required Qualifications and Experience:
Education
· Bachelor’s degree in Business Administration, Accounting, Finances, or related field with three years of relevant professional experience; or,
· High School diploma with five years of relevant experience.
Experience
· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
· Experience in SAP is a distinct advantage.
