Role Overview:

Incumbent serves at the senior level in the Division of Soil Conservation as a regional program support specialist, providing direct assistance to soil and water conservation districts in program planning and development, leadership development, education, and outreach. The incumbent assists districts and its many conservation partners in carrying out conservation programs to address soil, water, and related natural resource concerns. Incumbent also provides training and administrative guidance to Soil and Water Conservation Districts by the Soil and Water Conservation Act (IC 14-32)
Introduction:

The District Support Specialist serves at the senior level in the Division of Soil Conservation as a regional program support specialist, providing direct assistance to soil and water conservation districts in program planning and development, leadership development, education, and outreach. The District Support Specialist assists districts and their many conservation partners in carrying out conservation programs to address soil, water, and related natural resource concerns. The District Support Specialist also provides training and administrative guidance to Soil and Water Conservation Districts through the Soil and Water Conservation Act (IC 14-32).​

About the Job:

- Encourages and facilitates multi-SWCD program efforts.
- Works with districts and conservation partners in the development of effective regional educational programs regarding the impact of soil erosion on soil productivity, off-site sedimentation damage, and water quality, with an emphasis on effective conservation practices to reduce adverse effects.
- Develops, conducts, and/or arranges professional training for SWCD supervisors and employees to strengthen district(s) capacity for fulfilling their legislative mandates and improving soil, water, and related natural resource conditions in their respective communities.
- Coordinates aspects of event planning and management
- Provides administrative guidance to SWCDs concerning records, annual meetings, program planning, supervisor elections and appointments, personnel and financial management, and compliance with applicable federal or state laws or administrative code requirements.
- Provides leadership to SWCDs and other conservation partners for the assessment of local soil and water conservation issues and needs and in formulating long-range business plans and annual program plans to address local and regional soil and water conservation issues and needs.
- Develops tools for districts to use to document the value of conservation services provided by districts and their partners as well as the economic and societal benefits to their respective counties.
- Helps identify opportunities for expanding district capacity and provides leadership in developing and carrying out pilot projects with districts to demonstrate those opportunities.
- Works with districts and their respective county officials to increase local funding for staffing and other resources needed to carry out effective local conservation programs and assists districts in establishing new partners to advance their local conservation programs.
- Assist districts in developing mutual agreements, contracts for services, grants, and other nontraditional sources of funding to support their expanding responsibilities to serve as the local clearinghouse for conservation assistance as well as increase technical assistance to land users.
- Assists DSC leadership in the implementation of the f ICP Strategic Plan, and the SSCB in the n implementation of the SSCB Business Plan, coordinating SWCD support for the plans’ successes and increasing conservation implementation.
- Works with ISDA staff to compile Clean Water Indiana grant reports (total spending, BMPs installed, leveraging information, and statistical analysis) and presents to State Soil Conservation Board and Indiana Conservation Partnership.
- Works in conjunction with District Support Specialists, ISDA Staff, and the State Soil Conservation Board to encourage successful SWCD participation in the Clean Water Indiana grant program (e.g. competitive grants, training reimbursement, $10k matching program), foster communication between agencies, and distribute relevant guidance/information.
Draft written communications from SSCB to SWCDs and the Indiana Conservation Partnership.
Work with ISDA District Support Specialists and ISDA Staff to compile financial information to submit claims to accounting for Clean Water Indiana grant payments.
- Works with ISDA Districts Support Specialists & ISDA staff to audit Clean Water Indiana grant reports and grantees to ensure project deliverables are within n original scope and funds are spent according to grant guidelines.

The Office of Early Childhood and Out-of-School Learning (OECOSL) within the Family and Social Services Administration (FSSA) oversees early child care, education and out-of-school-time programs. Our vision is that every Indiana community will have a strong network of Early Care and Education and Out-of-School Time programs that support the child, the family and local schools. Programs will be high quality, affordable and accessible to enable families to work effectively to obtain economic self-sufficiency. Professionals teaching and caring for children will have the resources, including training and education, needed to operate and maintain high quality programs.

Salary: This position traditionally starts at an annual salary of $47,320.00. Salary for this position may be commensurate with education and job experience.

Role Overview: This role provides for the health and safety of children by conducting inspections of a specific type of regulated childcare program and ensures that programs are meeting all child care statutes, rules, and policies. You will assist the agency in fulfilling the statutory requirements that the agency administer licensing/registration activities for the protection of children in childcare settings. Based at the Indiana Government Center in Indianapolis, this role will cover Marion, Boone, Hendricks, Putnam, Montgomery, Tippecanoe, Clinton, Parke, Vermillion, and Vigo Counties.
The ideal candidate will have a bachelor's degree in Early Childhood Education or a related field plus previous experience working in Early Childhood or Out of School Time programs. This role requires an ability to travel daily.

As the Human Services Consultant, you will be responsible for serving as a program development and/or field consultant in a state agency.

A Day in the Life:

The essential functions of this role are as follows:
• Develop specific service program guidelines, policy and procedures.
• Interpret and implement legislation and regulations from department administration.

• Perform analytical review and maintenance of service-specific data.

The Indiana Department of Health – Food Protection Division has the benefit of incorporating internship support to the Division’s duties in the field and at the central office located at 2 North Meridian St., Indianapolis, IN 46204.

Students are afforded the opportunity to gain career-level experience while providing direct assistance to several of the division’s staff, with primary support being to the Manufactured Foods Program. Interns are not looked at as part time help; rather, they are treated as equal employees within the program, and a high level of expectation is set for their role during the tenure of the position.

About the Job:

The intern will support routine, ongoing and special activities during their tenure in a mutually beneficial experience. Tasks will include training and outreach coordination, tracking and documentation; recall or consumer complaint tracking and documentation; development and updating of standard operating policies and procedures; and additional general office duties as needed. The internship provides students with field experience, as they shadow inspectors on inspections focused on manufactured food processors as part of the Manufactured Foods Program, farm inspections as part of the Produce Safety Program, retail inspections as part of the Retails Foods Program, and food-borne illness emergency response as part of the Rapid Response Team. This allows the intern to understand the regulatory work from the administrative side, then see how it's applied on a practical level in the field. The students become ambassadors for the agency, for food safety, and receive basic online training to supplement what they are seeing inspectors doing within establishments. Upon completion of basic training and field experience the intern will assist the Manufactured Foods Program in updating the State webpage for Manufactured Foods. This will include generating a site map, assisting with the updating of training materials and guidance documents, and assisting with the formatting and navigation of the site to allow better access to resources for interested parties.

A Day in the Life:

Basic Training:

The intern will complete online training courses which will consist of general education courses for food safety. These courses will be chosen from the basic training coursework required of all new Food Safety Regulators. This sampling of coursework will include the following topics:
• Prevailing statutes, regulations, and ordinances,
• Public health principles
• Emergency management
• Communications skills
• Microbiology
• Epidemiology
• Basics of HACCP
• Allergen management
• Basic food labeling
• Food defense awareness training
• Sampling technique and preparation.

Field Work:
• The intern will gain field-level experience as time and circumstances allow of the State’s food safety regulatory programs including:
• Shadow inspectors during manufactured food inspections, retail inspections, and produce farm inspections
• Shadow inspectors on follow-up, reinspection, and enformcement activities.
• Participate in formal investigations of food processing facilities and conduct environmental sampling support as part of the Rapid Response Team.
• Shadow in the Food Lab to watch and support the process of samples from the field being received and tested. Run samples from the field to the lab as needed, following proper chain of command protocols.

Office Work:
• The intern will develop and disseminate communication for the program, including:
• Designing a sitemap for the Manufactured Foods Program webpage
• Participating in internal/external meetings, calls, email correspondence, etc.
• Reviewing and updating website content for the agency’s food safety-related webpages
• Identify and organize training materials in a shared drive for program staff
• Support event-planning activities and attend relevant meetings related to the program.

• Completed college coursework relevant to food safety, microbiology, and/or public health preferred
• Interest in a public health or food safety career
• Proficient in Microsoft's suite of software including Word, Powerpoint, and Excel
• Ability to adapt to rapidly changing circumstances
• Willingness to travel across the state for field activities
