IMPORTANT INFORMATION FOR APPLICANTS:

The Department of Corrections and Rehabilitation will notify all qualified applicants of the testing location, date, time, and other requirements via email. If traveling is required to test, applicants will be responsible for all costs associated with the travel. It should be noted that multiple tests will be administered on a back-to-back basis on a given day.
The Adult Corrections Officer Recruit initially... receives training and orientation in basic security and custodial duties; performs security and custodial duties at a variety of posts as assigned; and performs other related duties as assigned. As training progresses, the incumbent will eventually be independently responsible on an assigned shift at any post for maintaining the safekeeping and control of adult residents in group quarters and individual activities.
To qualify, applicants must meet all of the following requirements:

Education: Graduation from high school, or equivalent. ONE (1) year of work experience requiring the ability to read, comprehend, and apply written directions, or a high degree of verbal skill may be substituted for graduation from high school.

General Experience: ONE (1) year of responsible work experience which shows that the applicant possesses the ability to relate effectively with people in following the instructions of a supervisor and giving or exchanging information.

Driver's License: Applicants must possess a valid driver's license at the time of appointment.

Substitutions Allowed: Relevant substitutions as described in the complete Minimum Qualification Requirements will apply (click on link below).

Other Requirements:
A. For certain positions, applicants must be female per Bona Fide Occupational Qualification requirements. These positions perform duties and responsibilities involving physical contact with females or observation of females engaged in activities where no privacy measures can be provided.
B. All Adult Corrections Officer positions require the ability to work rotating shifts, including evenings/nights, weekends and holidays. Adult Corrections Officer appointees must be able to work another consecutive eight (8) hour shift with last minute notification that includes evenings/nights, weekends and holidays. By applying for this recruitment, applicants are indicating their willingness and ability to work a rotating shift schedule.
C. All applicants who are conditionally offered employment or conditionally approved for movement into any of these positions shall be subject to drug screening, as required by Federal, State or local laws, or departmental policy; and will be subject to an intensive background check.
D. All prospective hires must be at least 21 years of age by the completion of the Basic Corrections Recruit Class (BCRC).
E. In accordance with Hawaii Administrative Rules §23-10 & §14-3, any derogatory information such as, but not limited to, records of discipline, disciplinary investigations, and prior disciplinary actions in your employment records will be evaluated as part of the suitability assessment.

Firearms Requirement: Applicants must meet all Federal and State regulations pertaining to the carrying, use and possession of firearms and ammunition. Under the requirements of the Federal Firearm Gun Control Act, applicants for these positions may not possess a conviction of domestic violence.

Prison Rape Elimination Act (PREA) Requirement: As required by the Prison Rape Elimination Act of 2003 (PREA), Federal law states that "....an agency shall not hire or promote anyone who may have contact with inmates and who:
(1) Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution.
(2) Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse.
(3) Has been civilly or administratively adjudicated to have engaged in the activity described in #2 above.
(4) Has been the subject of substantiated allegations of sexual abuse or sexual harassment or resigned during a pending investigation of alleged sexual abuse or sexual harassment."

Personal Requirements: Applicants must demonstrate that they possess traits and characteristics required for this work. Among these are: alertness, tact, integrity, honesty, good judgment, and the ability to deal with inmates and employees.

Physical Requirements: Applicants must be physically able to perform the essential duties of the position, such as: reading reports, regulations and court orders; observing inmate activity, behavior and movement; seeing and recognizing inmates at a distance; observing area around the yard and inmate activity from the watch tower; distinguishing colors in locating and identifying and testifying on contraband and in inspecting property; listening for unusual sounds which may indicate suspicious activity; cleaning, loading and firing weapons; using handcuffs and leg chains; locking and unlocking doors; closing gates rapidly in emergencies; performing searches and shakedowns of inmates, their quarters and other areas; restraining/subduing inmates; breaking up fights between inmates; defending self and others against inmate attack; carrying inmates to seclusion room or other locations; chasing escaping inmates and participating in manhunts; holding back a crowd; walking and standing prolonged hours; and working double shifts.

Before entrance on duty, appointees must complete a physical examination and will be rejected if they are not able to perform the essential physical tasks of the position, with or without a reasonable accommodation.

Probationary Period: If selected for employment, you must pass all phases of the BCRC and additional drug tests during your nine-month probationary period.

Transfer Policy: Adult Corrections Officers Recruits must remain at the Facility in which they are appointed for three years from the date of appointment. Transfer to another facility location may be permitted only after the three-year period has been served.

TESTING INFORMATION

The examination for this recruitment involves "successive hurdles." Applicants must successfully complete and pass EACH test phase before proceeding to the next.

Qualified candidates who have successfully completed and passed EACH test phase, including the Criminal History Check and Comprehensive Background Investigation, will be contacted to attend the next available Basic Corrections Recruit Class (BCRC). The BCRC is part of the initial probationary period and part of the examination process to determine the employee’s fitness and ability for the position. The successful completion of the 10-week BCRC class is a requirement for membership in the civil service.

If you are not already involved in a regular exercise program, start one now. Maintaining and/or improving your fitness level will increase your chances for success in the PAT. The job of an Adult Corrections Officer is physically demanding, stressful, and may be dangerous from time to time. Check with your physician or health care provider prior to engaging in any strenuous physical training.
The PAT is a continuous, timed obstacle course consisting of the following events:
• EVENT 1: Sprint 125 yard
• EVENT 2: Drag a 165-pound dummy a distance of 20 feet;
• EVENT 3: Carry a 25-pound backpack a total of 85 feet, including up and down a flight of stairs consisting of 10 steps;
• EVENT 4: Push a 138-pound object a distance of 25 feet; and
• EVENT 5: Sprint 25 feet to cross the finish line.
These events are designed to simulate job-related tasks Adult Corrections Officers must perform in providing security and in responding to emergency situations.

4. ORAL INTERVIEW

The Oral Interview will be administered on the islands of Hawaii, Oahu, Maui, and Kauai at a designated location only. There shall be no exceptions granted.
Further details will be provided to applicants by DCR when they are scheduled for the Oral Interview. Once notification is given, no rescheduling or make up tests will be permitted.

5. Pre-Offer Non-Medical Suitability Screening (POSS)
The POSS will be administered on the islands of Hawaii, Oahu, Maui, and Kauai at a designated location only. There shall be no exceptions granted.

6. Criminal History Check/Comprehensive Background Investigation and Truth Verification Examination
All applicants are required to sign an Applicant’s consent, Authorization and Request to Release Information Waiver. This gives your consent and authorization to release any and all records, information, and opinions regarding your background, education, employment, character and reputation needed by the Department of Human Resources Development and/or the Department of Corrections and Rehabilitation to make a thorough investigation to determine your fitness and suitability for employment with the State of Hawaii.

This authorization shall apply to include all criminal history records, information and opinions, military records, all educational and employment history records, and traffic abstract records. For this purpose, you waive any and all privileges you may have to maintain such records, information and opinions as confidential, including but not limited to the privileges arising out of the foregoing relationships.
