Job Description

We are currently seeking a GIS Specialist to join our team in Raleigh, NC. The GIS Specialist is responsible for performing a wide variety of production tasks for Geospatial Transportation projects and data management. They assist and support Project Managers and Developers in meeting project deliverable requirements and deadlines.

The ideal candidate will be inspired by data analysis to gain insight and innovation and have a knack for understanding geospatial transportation data. This candidate would be expected to be in the office 3-4 days a week.

Essential Duties and Responsibilities of a successful candidate include but are not limited to:

Use various GIS software (ESRI ArcGIS), as well as various geographic data formats and standard data conversion and transformation methods, for geographic analysis.

Update Geospatial data on an as-needed basis.

Creating maps, reports, and presentations in support of various GIS and technology projects

Working cooperatively with Project Managers and peers to complete assigned work.

Proactively seeks input and clarification from other employees assigned to given projects in order to minimize time spent in performing the essential duties of the position

Troubleshoot problems associated with existing GIS applications, tools, and data.

Provide process-oriented approach to project work.

Performs other duties as assigned

Qualifications

SKILLS/REQUIREMENTS a successful candidate should have the following but not limited to:

Bachelors degree or equivalent from four-year college in GIS, Surveying, Engineering, Geography, Information Systems, or related degree, and at least three years of related experience and/or training; or equivalent combination of education and experience.

Ideal candidates will have transportation department (DOT) experience

Experience with ESRI ArcGIS Software (Desktop and Extensions, ArcGIS Enterprise, ArcGIS Server)

Experience with Linear Referencing Systems (LRS) and/or Esris Roads and Highways is a plus

Knowledge of ArcPy and Python scripting

Knowledge of ESRI Production Mapping suite of tools, including Data Reviewer, Workflow Manager, Task Assistant Manager is a plus

Technical expertise obtaining, manipulating, and organizing data as well as defining, planning, and implementing analysis and processes

Ability to work independently as well as part of team with excellent time management skills to ensure deadlines are met

Strong oral and written communication skills

This is a position created to provide technical support to field users entering data into mobile data collection applications, and to perform data entry and QA / QC for data maintained by the North Carolina Department of Transportation, Operation Program Management Unit (OPM).

This position is to work with the NCDOT OPM team by providing mobile GIS support. The scope of the work will focus on supporting mobile data collection programs that include Collector for ArcGIS, Survey123, Field Maps and Quick Capture using Windows and iOS tablets.

Work would include providing end-user technical support and troubleshooting issues with the mobile data collection applications, as well as participation with the project teams when deploying and updating mobile data collection projects.

Other activities will include GIS data entry related to identifying, analyzing and correcting data anomalies from the mobile data collection projects, and other data maintained by the Operation Program Management Unit, using ArcGIS Pro, Esri’s Event Editor and ArcGIS Online.

Role Accountabilities :

1. (40%) Providing technical support for the mobile data collection programs managed by the Operations Program Management Unit.

Work with the OPM team to develop new and maintain existing mobile data collection projects.

2. (50%) GIS data entry and QA / QC for various datasets maintained by the Operations Program Management Unit, both related to mobile data collection projects, and other areas of responsibilities, such as general roadway characteristics and federal reporting.

5. (10%) All other GIS related tasks as assigned.

This position is assigned to the OPM Unit. It is a GIS Technician position specializing in mobile GIS technology with a strong understanding of GIS data editing.

Qualifications & Experience :

Required Qualifications
• Bachelor’s degree in the area of GIS, Geography, Computer Science, IT, Environmental Science or similar, or relevant experience / qualifying certification,
• 2 or more years' post-graduate experience in technology / visualization software, or relevant experience / qualifying certification,
• Substantial progress made toward achieving relevant vocational qualification(s) (i.e., GIS certification)

Key Attributes
• Knowledge of GIS principals, theories, and practices.
• Proficiency with Esri suite of software products including ArcGIS Pro
• Knowledge of ArcGIS Online and Arcade scripting language
• Knowledge of GIS data and database management
• Knowledge of spatial analysis procedures
• Knowledge of cartographic / mapping procedures and annotation
• Knowledge of Linear Referencing Systems data management methods
• Proficiency with Python scripting

Position Responsibilities:

In this exciting field role, you will perform office duties on many different types of projects, seeking the locations of natural features and man-made structures on the Earth’s surface, underground, and underwater! Project types you will learn and work with include, but aren’t limited to, asset collection surveys, GIS surveys, UAS remote sensing, Laser Scanning, and others. • 2 years of relevant experience required, in Geospatial roles such as GIS field technician, or other roles related to geography (may include internships and/or college experience).
• Experience and knowledge preferred, in ESRI’s ArcPro software capabilities and the ability to perform basic routine data input, data query and analysis.
• Experience with data collection equipment and software preferred, such as Trimble, Leica, and Carlson.
• Experience with ESRI field collection applications preferred (e.g., Collector, Survey 1 2 3, Field Maps).

• Acceptable drug test and driving record check.

Within the office you are willing and able to constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Additional requirements include providing on-site technical assistance by occasionally accessing client or construction sites with varying terrain. You are willing and able to occasionally move and operate data collection equipment.
