BRIEF DESCRIPTION OF DUTIES: The Office of the Chief Financial Officer (OCFO), whose mission is to enhance the fiscal and financial stability, accountability, and integrity of the Government of the District of Columbia, is in search of a Training and Development Specialist. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Human Resources (OHR). The primary responsibility of the incumbent is to design, develop, deliver and evaluate instructor-led and e-learning training programs that support the agency's... business objectives for the purpose of creating and sustaining a high-performing organization. Additionally, the incumbent will assess training needs through surveys, interviews, focus groups, or consultation with managers; develop and write instructional materials for both online and instructor-led classes; conduct and/or coordinate ongoing technical and functional training for the agency workforce; develop and coordinate work plans and project proposals involving staff needs, costs, and scheduling dates to meet program objectives; analyzes specific training problems throughout the agency and recommends proposal for solutions; coordinates with the supervisor on the development and administration of pilot classes and course development projects; conduct train-the-trainer sessions to improve the instructional skills of non-professional trainers; facilitate group meetings, team building, and business planning sessions with agency personnel; and perform a variety of administrative activities essential to the delivery of the department's services. Performs other duties as assigned.
The desired candidate will have four (4) years or more of progressive experience and a Bachelor's degree. Applicant should have demonstrated working knowledge of designing and conducting training courses (instructor led and/or e-learning) for managers and employees. Should possess experience developing and coordinating work plans and project proposals and conducting problem and task analysis to identify training needs and requirements. Prior experience developing human resources related training is a plus. Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

MAJOR DUTIES
• Establishes, monitors, and maintains a coordination of services from the partnering city agencies. Develops a coordinated work plan and ensures execution of the work plan to address persistent problems and then monitor the conditions at those locations.
• Identifies steps to improve the coordination of current service delivery system that will be implemented by individual members of various entities, within their existing authority.
• Analyzes data to identify and recommend priorities to develop, direct, and organize work-plans. Resolves organizational and operational problems. Monitors performance indicators and conducts process improvement assessments to determine work plan revisions as needed.
• Develops partnerships with other entities businesses, community-based organizations and citizens to support service initiatives and community problem solving.

• Serves as advisor and technical resource assistant to the various committees for planning, scheduling and conducting joint work efforts

BACKGROUND AND EXPERIENCE
