Position Purpose

The Parks Manager manages, oversees, and supervises the use, care, operation, construction, general management, and budget of the Parks and related facilities for the City of Dallas.

Essential Functions

Manager-Parks / Maintenance:
• Complete all daily assigned schedules and reports.
• Ensure all funded services are scheduled according to season and need.
• Ensure all Divisional standards and operating policies are in writing and adhered to.
• Ensure all public and official correspondence is accurate, professional and timely.
• Oversee budgets for two (2) Maintenance Districts
• Formulate maintenance and base bids to be submitted to the Budget Office
• Develop and oversee estimates/bids for Operation and Maintenance that are submitted through a Memorandum of Understanding
• Evaluate and approve Overtime Requests submitted by Districts
• Develop/Formulate environmental stewardship and strategic land management plans in accordance with industry best practices
• Ensure accounting control measures are in place for all Service Area assets and are strictly adhered to.
• Ensure park quality control inspections are conducted according to Divisional standard frequency.
• Evaluate data submitted by Districts in reporting databases to ensure performance measures are met as required in the Budget Workbook.
• Comply with all Environmental Management System policies, procedures, and obtain required Environmental Management Systems annual training.
• Report all problems and safety issues to Assistant Director.
• Report all accidents, incidents, and injuries to Assistant Director immediately.
• Manage City of Dallas: Personnel Rules, Safety Rules, Administrative Directives, and Division General Rules through briefings, updates, coaching, rewards and progressive disciplinary actions.
• Minimize all accidents, incidents, and injuries.
• Manage and provide quality internal and external customer service.
• Manage administrative duties such as Performance Appraisals, disciplinary actions, internal performance tracking, purchasing procedures, and contract compliance.
• Manage and oversee Human Resource and personnel related matters that include hiring, disciplinary actions, investigation, payroll, and performance management.
• Manage staff training and development.
• Ensure staff complies with daily vehicle and equipment inspections to ensure proper and safe operation practices are being followed.
• Identify and manage the opportunities for improving efficiency, service delivery methods, and procedures.
• Manage the Work order program ensuring all scheduling is accurate and all work is accounted for
• Manage asset depreciation in accordance with budgeting strategies.
• Assist in creating Maintenance, Operating and Development agreements with other Departments, Divisions and external partners.

• Ensure staff complies with daily vehicle and equipment inspections to ensure proper and safe operation practices are being followed.
• Identify and manage the opportunities for improving efficiency, service delivery methods, and procedures.

• Manages planning and coordination for events, festivals, reservations, sports seasons, parades, art displays, filming permits, and other meetings and conferences; provides guidance and direction for events, productions, educational conferences, training meetings, airport operations, parks usage and sports tournaments and any other special events held throughout the City's departments and facilities.
• Manages the permitting process for special events, and all city-wide reservations; provides high level clarity on policies, procedures, and regulations for special events, filming projects, public art displays, and other City projects, festivals, and meetings.
• Manages, monitors, and oversees permits for the Temporary Food and Drink and Outdoor fee-based programs throughout all city parks.
• Ensure all Divisional standards and operating policies are in writing and adhered to.
• Oversee budgets, daily cash deposits, refunds, deposits, delivery and purchase orders, administrative actions, invoices, receivers and requisitions for three service areas
• Oversees reservation and permitting process with event organizers associated with partners and friends’ groups through Memorandum of Understanding, Beautification agreements or other partnership agreements
• Develops revenue and statistical reports identifying venue usage that includes number of reservations, reservation types, revenue, attendance, etc.
• Ensures accounting control measures are in place for all three budget areas and are strictly adhered to, conducts internal audits and reviews on all three service areas that includes processes, procedures, office guidelines and staff activity.
• Ensures reservations facilities are in satisfactory condition prior to events and that the facility is returned in satisfactory condition
• Creates, implements and updates policies and procedures, terms and conditions, cash handling procedures and written working instructions.

Minimum Qualifications

Experience
• Five years of supervisory experience in administration, grounds maintenance, landscaping, athletic field maintenance, irrigation, horticulture or and/or forestry. 3 plus years of managing/supervising staff, can be concurrent.

Education

The Park Ranger performs a wide range of tasks to ensure appropriate use of parks, facilities, and trails; educates community regarding programs and services; enforces safety protocols and procedures; and responds to and interacts with park patrons and other community stakeholders regularly.
Essential Functions

1 Conducts site visits to park facilities to observe, report, and resolve (through voluntary compliance) park rule infractions, criminal activity, and maintenance issues in accordance with park ranger program protocols, procedures, and policies.

2 Researches, checks, and monitors reservations for athletic fields on all City parks to determine if teams have reserved fields through RecTrac software; resolves disputes and issues to ensure the appropriate use of the city fields; and de-escalates citizens disputes concerning reservations of pavilion and reserved fields.

3 Issues and delivers citations for park rules and City ordinance violations via handwritten ticket book.

4 Educates and engages with homeless citizens and coordinates with Office of Homeless Solutions to relocate homeless citizens from City parks in compliance with City policies and procedures.

5 Provides excellent customer service and acts as a primary source for information and assistance to the public regarding park information, safety, rules, and regulations.

6 Attends various City-sponsored events to promote the park ranger program and to provide support for successful execution of these events.

7 Manages and administers targeted community outreach and educational activities focused on promotion of the park ranger program and encouraging community involvement to support safe parks.

8 Creates daily reports via email and other available software documenting observations and findings after each park, trail, or facility site visit. Contacts 911 or Dallas Marshals for escalated events requiring first responder action.

9 Coordinates with various intradepartmental staff and other City departments in support of maintaining park safety and maintenance.

10 Performs any and all other tasks as needed or assigned.
