BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify at the 1530 series:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

SPECIALIZED EXPERIENCE: In addition to meeting the basic requirement applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

• Writing code in established software to conduct statistical analysis with advanced methods that are used to assess animal populations such as time series, spatial statistics, capture-recapture, distance sampling, or animal movement models.

The Commerce Specialist 3 works within the Energy Programs in Communities Unit (EPIC) of the Energy Division. This position provides quality assurance, technical, and programmatic support to the Washington State network of Low Income Weatherization Assistance Program Providers, and consultation and technical assistance to related programs within the Energy Division.

This posting may be used to fill other vacant positions within 60 days once position is filled.

Duties

Perform Weatherization Compliance Monitoring
• Develop monitoring strategy for each assigned agency.
• Monitor production and expenditure accomplishments, past monitoring findings, financial audits, pre-monitoring questionnaires, submitted files, annual applications, and consult and review with other unit staff and information.
• Perform compliance monitoring in a lead role and weatherization and related programs as assigned.
• Review agency performance according to performance measures, contract provisions, production goals, funding requirements, policies, procedures, technical specifications, and weatherization techniques and methodology.
• Conduct assessments of local agency program systems.
• Develop and maintain collaborative working relationships with assigned weatherization service providers.
• Apply sound and sensitive communication skills and conflict resolution techniques.
• Prepare professionally written reports following the completion of monitoring and inspection visits in accordance with unit standards and procedures.
• Track, review, and approve corrective actions; perform follow-up reviews to confirm corrective actions meet expectations and commitments.

Perform Weatherization Project Site Inspections
• Perform advanced-level, site-specific technical inspections and quality assurance verifications of weatherization, repair, and special projects (single family, multi-family, and manufactured housing), in accordance with material and installation specifications and health and safety standards.
• Conduct or review diagnostic tests, examine scope of work development and project decision making to assess energy efficiency investments, building technology applications, rehabilitation improvements, and compliance with state and local building regulations and codes, as applicable.
• Independently assess risks, options, and make recommendations.

Building Energy Expertise and Consultation
• Determine sources of information for research and analysis to enhance assigned technical specialty areas and convey this information to Commerce staff, Executive leadership, and external stakeholders.
• Provide advanced level consulting in the development of systems for effective and efficient residential building efficiency project delivery.
• Build and maintain strong partnerships with government entities, non-profits, and professional organizations around building energy use in WA State.

Cross Division and Agency Collaboration
• Participate in division and agency-wide project workgroup opportunities including outcome measures, contracting risk workgroup, strategic breakthrough initiatives and other opportunities that align with the duties of this position.
• Provide regular updates to division staff and management on work of these initiatives.

Qualifications

Required Qualifications:

Commerce Specialist 3
• A Bachelor’s degree in building science technology, public administration, or related field (Additional professional-level work experience in community, trade, or economic development may be substituted year-for-year for Bachelor’s degree).

AND
• Three years of professional-level experience in community, trade, or economic development (a graduate or advanced degree may substitute for one year of required experience).
• Two years of professional-level experience working in a low-income weatherization program or other energy conservation program at the local, state, or national level OR in the residential construction industry, including construction, repair, rehabilitation, or inspection.

Commerce Specialist 2 In-Training
• A Bachelor’s degree in building science technology, public administration, or related field (additional professional-level work experience in community, trade, or economic development may be substituted year-for-year for Bachelor’s degree).

AND
• Two years of professional level experience in community, trade, or economic development (a graduate or advanced degree may substitute for one year of required experience).
• One year of professional-level experience working in a low-income weatherization program or other energy conservation program at the local, state, or national level OR in the residential construction industry, including construction, repair, rehabilitation, or inspection.

Preferred/Desired Qualifications:
• Building Performance Institute (BPI) certified as a Building Analyst, Energy Auditor, Quality Control Inspector (QCI).
• Knowledge of large and small multi-family building standards and energy effeciency best practices.
• Experience using computerized energy audits, such as, National Energy Audit Tool (NEAT), Target Retrofit Energy Audit Analysis Tool (TREAT), REM Rate, ECOS, etc.
• Certified Lead Safe Renovator

Work From Anywhere In Washington State

This position may be located anywhere within Washington state though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule. However, it is anticipated that interviews for this position will be held using virtual videoconferencing. You will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.
