Secretariat Overview:

The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). The Executive Office of Energy and Environmental Affairs is accepting resumes and applications for the position of Assistant Climate Scientist / Climate Science and Data Specialist (Environmental Analyst IV).

The Assistant Climate Scientist/Climate Science and Data Specialist provides project management support to the Climate Scientist and newly established Office of Climate Science to ensure key initiatives advance on timeline and budget including contract management for new climate data studies, data updates and accessibility on resilientma.mass.gov, convening of the scientific advisory group, and technical assistance for communications and agency requests.

This role is envisioned to have knowledge in non-coastal water-related climate science issues, such as drought, precipitation, hydrology, floodplains and flooding (including wetlands), stormwater, temperature, and/or related public health impacts, to complement the expertise of the other Assistant Climate Scientist/Coastal Hazards Specialist. The Assistant Climate Scientist/Climate Science and Data Specialist coordinates with and is co-supervised by the Director of Water Policy to provide support on key relevant initiatives and studies.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

Provides project management support to Climate Scientist to ensure key initiatives advance on time and budget including contract management for new climate data studies, data updates and accessibility on resilientma.mass.gov, convening of scientific advisory group, and serving as a technical expert point of contact for communications and agency requests.

Coordinates with EEA staff, state agencies, RPAs and municipalities and serves as a technical subject matter expert on relevant EEA or statewide planning or policy efforts to ensure best available statewide climate data and relevant assumptions are incorporated and utilized appropriately. This can include but not be limited to the SHMCAP, MA Climate Assessment, and other agency efforts.

Lead on ensuring latest climate data updates are incorporated into RMAT resilience design standards tool, including technical subject matter expert stakeholder engagement and contract and vendor management. Coordination of additional updates with Director and Deputy of Climate Adaptation.

Supports development and implementation of relevant trainings, webinars and workshops with municipalities and agencies on understanding and use of state and regional climate data and models.

Technical assistance lead in integrating relevant climate data to inform development of EEA resilience policy and regulation.

Responsible for staying up to date on knowledge on best practices and latest advances in national and global climate science and data and policy application and proactively ensuring EEA is using the best and latest approaches.

Performs related duties as assigned.

Preferred Qualifications
• Preferred background or experience in non-coastal water-related climate science issues (such as drought, precipitation, hydrology, floodplains and flooding, stormwater, temperature, or related public health impacts). This position will complement a Coastal Hazards Specialist on the team.
• Demonstrated ability to engage, manage, and facilitate diverse stakeholders and staff members.
• Excellent meeting facilitation and writing and oral communications skills; ability to translate complex scientific information into accessible language for stakeholders and policy makers.
• Strong organizational skills in terms of meeting deadlines while managing multiple work streams, circulating timely information, and capability to prioritize and evaluate goals.
• Experience managing vendor contracts and budgets, and coordinating with academic stakeholders.
• Familiarity with climate adaptation and resilience; MA permitting experience, MA climate change data and science; local, regional and state adaptation plans, projects, and priorities; environmental justice and equity.
• GIS experience.

Project Management:

Outreach:

Program and Network Development:

Work closely with MDAR’s Commissioner’s Office, MDAR’s Climate Change Task Force, and other MDAR staff to support the development and execution of Climate Equity/Legislative Affairs activities.

This part time contracted student intern position will work 20 hours per week. The extension of this contracted position is contingent upon funding availability and approval.

MDAR seeks applicants for the position of Agricultural Climate Energy Specialist (EA III) within the Division of Agricultural Conservation and Technical Assistance (DACTA). The position is full-time and is based in the Southborough, Lakeville or Boston Office. The person will work closely with the Department’s Alternative Energy Specialist.

Specific duties include working with existing staff involved in alternative energy and climate resilience efforts to:
• help the Massachusetts agricultural sector by developing plans, policies, and programs to advance climate mitigation and resiliency primarily in the areas of energy efficiency and renewable energy in the agricultural sector.
• encourage on-farm clean energy, climate mitigation, resiliency, and equity.

Minimum Qualifications Required
• Strong communication and writing skills are essential.
• Project management experience, with excellent attention to detail.
• Ability to effectively communicate in writing and orally.
• Strong interpersonal skills.
• Ability to read, understand, and relay relevant information in an engaging and easy to navigate and understand manner to agency staff and key stakeholders.

Preferred Qualifications
• Experience in writing and communication.
• Experience with database management, including Access and Excel.
• Awareness of, or experience with, Environmental Justice principles, resources, and fielding inquiries from the public.
• The ideal candidate will have experience, education or a strong interest in subjects relating to Environmental Justice/Climate Equity and its application to agricultural fields of study.

Project Management:

The Environmental Justice and Climate Equity Coordinator will support the Environmental Justice Lead to manage responsibilities, as mentioned above, related to the implementation of the Environmental Justice Policy and Strategy, and relevant climate plans. The Contractor will also work with partner agencies to assist with education and outreach and overall implementation as well as provide regular and detailed progress updates to MDAR.

Outreach:

This work will include communication to individual stakeholders, agency personnel, partner organizations and ensuring MDAR is receiving all the documentation that is required to report on the progress of the Environmental Justice Strategy.

Program and Network Development:

Work closely with the Environmental Justice Lead, MDAR’s Commissioner’s Office, EEA and MDAR’s Environmental Justice Task Forces, MDAR’s Climate and other MDAR staff to support the development and execution of Environmental Justice activities.
