The Global Economy and Development program at Brookings is accepting applications for a Fellow/Senior Fellow position within its Center for Universal Education. The Global Economy and Development program at Brookings aims to shape the policy debate on how to improve global economic cooperation and fight global poverty and sources of social stress. Founded in 2002, the Center for Universal Education (CUE) is a leading policy center focused on universal quality education and skills development around the world. The center plays a critical role in accelerating education change so that all learners can thrive in a rapidly changing world. CUE helps inform the development of policy related to global education and promotes actionable strategies for governments, civil society, and private enterprise. This position will be a two-year termed position with extension contingent on funding.



Position Location: This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week.

Responsibilities

This new Fellow/Senior Fellow will focus on Climate and Education. The Fellow will report directly to the Vice President and Director of the Global program and is expected to lead initiatives, conduct research, and work on policy-relevant papers and/or books. While the specific program of work will depend to some extent on the candidate’s interests and background, the position will require the scholar to spend time on three main activities: research and writing, external representation, and internal management. She/he will lead issue-focused meetings, conferences and other events, and interact with other Brookings scholars, donors, foundations, and the wider policy community. The scholar will engage with a wide range of partners on his or her research (e.g. consultations with peers, in-country visits, meetings with policymakers, high-level meetings, conferences, etc.).

This fellow/senior fellow position will lead the execution of a research project aimed at supporting education system transformation that includes effective education strategies focused on supporting students, schools, and systems ability to adapt to the impacts of climate change and contribute to the mitigation of climate change.

The Fellow/Senior Fellow will oversee data collection and undertake qualitative and quantitative data analysis, capture key learnings and insights, develop and manage new partnerships, engage with policymakers and other partners, and represent the project and its work in external venues. The Fellow/Senior Fellow will also be expected to produce regular knowledge products on timely policy issues related to advancing concepts such as sustainable citizenship and climate change education which may include policy-relevant papers, developing indices, blogs, policy briefs, reports and journal articles. The Fellow/Senior Fellow shall competently lead issue-focused meetings, high-level conferences, and other events, and interact with other Brookings scholars, current and potential funders, the wider policy community, and the media. The Fellow/Senior Fellow will be responsible for securing new funding and managing existing donor relationships.

Education/Experience Requirements:

This is not an early-career position. The position will be filled at either the Fellow or Senior Fellow level, as determined by the expertise and accomplishments of the candidate and the needs of the Global Economy and Development program. A bachelor’s degree is required; a PhD in a related field such as education, public policy, international development, environmental policy, or a related social science field is strongly preferred. A minimum of six years of relevant research or policy-related experience, ideally in a fast-paced work environment, to be considered for this role. Candidates considered at the senior level will be a recognized and respected leader in their area of expertise, and must have at least three of the following: A PhD or other terminal degree in relevant field Proven record of publishing that demonstrates in-depth research, rigorous analysis, recognized excellence in the field, and policy relevance. Publications can be from professional or academic journals, edited volumes, single-authored books, and/or policy-oriented publications. Significant professional experience from the public, private, academic, or non-profit sectors. For scholars whose work is practitioner-based, candidates must be able to demonstrate an exceptional professional track record with significant leadership, strategy, and policy experience. Track record of academic or policy impact, such as framing issues, setting agendas, or affecting evidence-based changes in policy and practice. The Family Engagement in Education project at CUE is seeking a Pre/Post-Doctoral Fellow to conduct research and support in developing practical guidance and tools to improve family engagement in their children’s education. In 2021, CUE released a major report and set of tools titled “Collaborating to Transform and Improve Education Systems: A Playbook for Family-School Engagement”, referred to as the family engagement playbook. Today, CUE is building on this work, including in the U.S. context through new research projects looking at the intersection of student engagement and family and caregiver support as well as through new partnerships with federal, state, and district leaders seeking to improve family-school collaboration.

The position will work closely with the Center's Senior Fellow and Director in addition to other scholars and team members, on research looking at student learning and wellbeing and the role of family engagement in education in the U.S. The role will include a range of research activities, for example:
• Conducting literature reviews on key topics from student engagement to parental/caregiver influence on student engagement, learning, and wellbeing, as well as the link with communities in family, school, and community collaboration;
• Drafting short pieces on key themes to be used by scholars and researchers;
• Analyzing qualitative data as needed (focus group discussions and interviews);
• Reviewing surveys and tools used in the field of family, school, and community engagement, analyzing and categorizing tools according to criteria, and drafting synthesis documents describing findings for practitioner audiences.
• Identifying key education-related issues and evidence-based practices that would be helpful for the popular media to highlight to caregivers and parents.
• Other activities as the needs of the project arise, which could include conducting qualitative research (e.g., key informant interviews) and analyzing focus group discussions.

The role will also require engaging with a range of stakeholders, including CUE’s research team (the main group the consultant will be working with daily), academic experts, practitioners such as family engagement leads in districts and states, non-profit leaders, and USDOE members.

Brookings Human Resources (HR) team actively develops and implements HR best practices aligned with organizational priorities. The HR team delivers high quality HR services and ensures the recruitment, development, recognition and retention of a diverse, high performing and engaged workforce, and smooth and efficient operations. The role directly supervises a Technical Lead/Functional Analyst and a HR Systems Specialist.

Compensation Strategy and Administration (40%)
• Develop and manage fair, equitable and innovative compensation programs policies, processes, and systems support, evolving as necessary to ensure Brookings is competitive and can attract, retain and reward high performing employees.
• Oversee the design and management of all rewards and recognition programs to include bonus and incentive programs and service awards.
• Monitor the effectiveness of compensation programs in achieving their stated objective; make recommendations and implement changes leveraging best practices that are cost-effective and consistent with institutional objectives.
• Maintain, review, and update formal salary range structures; provide subject matter expertise and guidance for annual market adjustments to salary ranges and merit increase guidelines for the organization. Partner with external consultant on periodic market pricing updates.
• Lead twice-yearly internal salary and position reviews and related activities and communications.
• Participate in and analyze results of salary surveys; research and evaluate market pay practices and make recommendations for salary structure and base pay.
• Collaborate with Staffing team (HR Business Partners and Talent Acquisition) to evaluate new positions and determine appropriate salary grade assignments; direct, review and approve new hire salary recommendations.
• Provide oversight and guidance on position alignment and overall position management activities; provide advice on pay decisions, policy interpretations, and job evaluations.
• Drive an effective partnership between Compensation and Staffing teams, sharing/transfer of knowledge, increase understanding of all aspects and considerations around compensation programs and practices.
• Support the CHRO in the management of executive compensation.
• Ensure plan compliance with relevant regulatory standards and statutes including compliance with Fair Labor Standards Act.
• Partner with colleagues on the oversight, compliance, and administration of the Affirmative Action Plan, 990s and other compliance reporting.
• Lead the effort to build a culture of pay transparency within the institution. Partner with and train leadership and managers to ensure compensation practices are applied consistently and fairly.
• Work in conjunction with colleagues to create content and learning programs to facilitate organizational understanding of compensation philosophy and programs.
• Partner with Director of Benefits and Benefits team to develop and communicate a Total Rewards program.
• Maintain awareness of economic and pay practice trends within industry.

HR Systems Strategy and Data Management (40%)
• Direct the ongoing administration and governance structure of the HRs systems, including Workday HCM, to support short and long-term organization goals, enable efficiency, and in close collaboration with leadership, technology, functional leads, and end-users. Serve as a Workday champion and promote user adoption.
• Serve as a strategic partner to ensure delivery on all HR systems project phases including scope, business requirements, planning, analysis, process design, vendor selection, testing and training.
• Provide leadership to the HR Systems team and ensure that all system processes and practices attain the highest level of HR data integrity by establishing standards of excellence to achieve expected values and delivery of system functionality & reporting.
• Responsible for developing and building all HR analytics to provide actionable insights for data focused decision making. Ensure integrity and consistency of reporting. Draft summary information for Brookings leadership and community.
• Consult with leaders independently to develop appropriate reports, metrics, and analytical dashboards that meet their needs. Communicate analyses and insights to leaders and other stakeholders by summarizing conclusions, translating analytics into clear, understandable themes.
• Develop standard reporting measures and processes; develop techniques for compiling, preparing and presenting data and ensure compliance with federal, state and local compensation laws and regulations.
• Ensure the management and prioritization of enhancements, break/fix issues, and standard maintenance.
• Ensure that the creation and maintenance of training and communications is taking place.

HR Strategy, Planning and Daily Operations (20%)
• Contribute to and manage the development and execution of HR strategies, projects and plans. Collaborate with VP/CHRO and HR Management team to ensure integration and alignment of initiatives and resources.
• Support management of the collective bargaining agreement. Provide information to union and General Counsel’s office.
• Ensure high quality, responsive services are provided to internal clients.
• Continually review internal HR practices and processes focused on compliance and implementing best practices that fit business needs, operational efficiency, and institutional structure and culture.
• Keep current on effective HR trends and best practices. Establish and maintain a network of informed and helpful professional colleagues.
• Establish/maintain a high-performing team of professional, motivated, and engaged staff utilizing effective training, performance management and career-development activities while leading them to achieve established business results and performance metrics.
