The Asia Foundation's Books for Asia unit seeks an equally ambitious and creative team member to advance the Let's Read program's literacy, educational, and equality objectives through the use of technology, reaching hundreds of thousands of kids, families, and educators across Asia and the Pacific. In the five years since its launch, Let's Read has created meaningful reading opportunities for children in local languages, supported professional development for storybook creatives throughout the region, and built a rapidly growing open license digital library platform with more than 9,500 titles in 53 languages. Let's Read seeks to build upon these successes by utilizing technology to better deliver impactful and fun reading experiences, both online and offline, to our audience. POSITION DUTIES AND RESPONSIBILITIES: Lead the project management of Let's Read's technology development team, develop strategy, and contribute to the development of the program's educational design through the use of technology. Set priorities for agile workflows, communicate with stakeholders and effectively integrate feedback into the development process. Contribute to the creation of learning objectives and the design of content based on best practices around the confluence of education, non-classroom settings, and technology. Manage Let's Read's internal and external technical support system (Zendesk) to ensure a high-quality user experience. The Asia Foundation (the Foundation) is implementing a Tourism Development Program in Timor-Leste under a Grant Agreement with the New Zealand Ministry for Foreign Affairs and Trade (NZ MFAT). This grant builds upon six years of tourism programming by the Foundation initially through a DFAT-funded Support for Good Public Policy (2013-2017) and two prior phases of NZ MFAT-funded tourism development programming (2017-2019).

The Program Manager (PM) will lead the Tourism Development team to implement the final eighteen months of the current NZ MFAT-funded Tourism Development Program (2019-2024). They will work with the Government of Timor-Leste, tourism industry associations, businesses, and communities.

POSITION DUTIES AND RESPONSIBILITIES:

Program Leadership and Management:
• Accountable for progress towards the Tourism Development Program's end-of-program outcomes and ensuring the progress of the program activities and budgets, as approved by NZ MFAT.
• Coordinate effectively with NZ MFAT in Wellington, the New Zealand Embassy in Timor-Leste, program partners, and Foundation senior management.
• Develop and submits timely donor reports and ensure the availability of accurate monitoring and evaluation of data and documentation.

Technical Input:
• Provides technical guidance and oversight to all program components – from strategy development and stakeholder engagement to grant- management to ensure the achievement of long-term outcomes.
• Supervise, monitor, and evaluate the impact of all program activities and continuously improve program strategy to achieve results.
• Oversee all M&E for the Program, including preparing monthly reporting, quarterly strategy testing, and annual political economy analyses and narrative progress reporting to NZ MFAT.

Financial Management and Compliance:
• Accountable for all project expenditures per The Foundation and NZ MFAT policies and regulations.
• Responsible for developing fiscal year budget and spending projections with the Tourism Advisor and The Foundation’s Finance team.
• Ensures that budget and spending projections are updated, certifying that expenditures are within approved budgets and that spending targets are met.
• Comply with all grant and contract requirements, financial policies and practices, and related regulations.
• Manages all policy compliance issues within the team and externally with the donor (child protection; prevention of sexual exploitation, abuse, and harassment; fraud in particular).

Human Resource Management, Supervision, and Staff Development:
• Manages all Tourism Development Program staff and consultants.
• Participates in the recruitment, orientation, training, supervision, and staff development of the program staff.
• Provides regular, ongoing performance feedback to staff. Undertakes staff performance reviews and identifies disciplinary or corrective actions as required.
• Identifies and coordinates opportunities for the professional development of staff.

Representation:
• Maintains effective coordination and professional relationships with NZ MFAT, Government agencies, private sector partners, development partners, other donors, and national and international NGOs.
• Assists the Representatives in establishing and maintaining constructive public relations in Timor-Leste; and ensures a favorable profile of the Foundation and the Tourism Development Program through media coverage of programs and events.
• Participates in meetings and events to enhance public awareness of the Tourism Development Program and to expand the Foundation's professional network.
• Participates in Foundation meetings and other relevant professional forums and events.

RELATIONSHIPS

Internal

Daily contact with the Tourism Development Program team, Country Representative, and other relevant program staff in the Foundation's Timor-Leste office regularly. Regular communication with the Tourism Advisor, Finance and Compliance teams, Human Resources, Administration, and Operations management. Ongoing direction to consultants, interns, Foundation staff, and external Foundation contractors.

External

Regular contact with the New Zealand Embassy in Timor-Leste and occasional contact with the New Zealand Ministry of Foreign Affairs and Trade in Wellington, New Zealand. Program representation and liaison to private sector industry associations, including, but not limited to, the Association of Hotel Owners of Timor-Lorosa'e and Asosiasaun Café Timor, micro, small and medium-sized enterprises. Representatives of relevant government ministries (especially the Ministry of Tourism, Trade, and Industry and the Vice Ministry for Community and Cultural Tourism), civil society organizations, local authorities, and national and international agencies supporting the economic, private sector, and tourism development in Timor-Leste.

REQUIREMENTS:

Education

University degree in economics, tourism development, gender studies, social work, international development, political science, law, or a related field, or equivalent professional experience.

Experience
• Minimum 10 years of progressively responsible relevant professional experience, including experience in managing and implementing tourism and economic development programs.
• Experience implementing economic development programs.
• Demonstrated experience managing teams, especially national staff, and supporting their professional development.
• Experience in program management, financial and grants management, and budget control.

Skills
• Demonstrated understanding of community-based tourism, private sector development, and support to government institutions, especially those working on tourism and economic development in Timor-Leste.
• Demonstrated ability in team management, team building, and supervisory skills, flexibility, patience, optimism, and sensitivity.
• Demonstrated understanding of community-based approaches and implementation of inclusive business development opportunities for women in the tourism sector.
• A personal commitment to promoting gender equality and modeling individual behaviors consistent with the program focus.
• Strong oral and written communication skills in English; Strong preference for verbal communication in Tetum and ability to use email, Word, and Excel or equivalent programs; and a willingness to travel to remote areas as required.
• The candidate should be comfortable moving between managing team activities and taking on specific deliverables based on the Program's needs.

• Award up to $5,000 for a personalized professional development plan. Each Fellow will have the chance to develop unique plans using the cash they will receive to advance their leadership abilities and pertinent professional experience in fields that are particularly crucial to their career development. Each Fellow will be required to create a unique, one-year work plan that may include things like signing up for specialized training programs or short courses, learning a new language, traveling to important regional forums or workshops, or participating in a variety of other enrichment activities.

Note: Asia Foundation does not provide any funding for the fellow’s current or future studies.

Coaching & Mentoring:

The Asia Foundation, which has a track record of dedication across Asia and a history of successful programs, contributes valuable perspectives to the subject of leadership development. The program offers mentorship matching support customized to each Fellow’s experience and professional interests, drawing on the Foundation’s local capacity and regional network. Additionally, during their fellowship year, Fellows are given a set number of one-on-one executive coaching sessions.

Eligibility Criteria:

Fellowship recipients from the Asia Foundation must:
• Possess a track record of accomplishments and experience in one or more of the areas of expertise of The Asia Foundation, including governance and law, economic development, women’s empowerment and gender equality, the environment, and regional cooperation;
• Be kind, devoted, regarded as role models, and inspirational leaders in their fields of expertise and in the greater community;
• Be younger than 40 on January 1, 2023;
• English language proficiency (TOEFL test scores are not necessary);
• Be able to attend all program components on the scheduled program dates and be available to do so.
• Be a citizen of the following countries: Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Japan, Korea, Laos, Malaysia, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Singapore, Sri Lanka, Thailand, and Timor-Leste and Vietnam.
